साधारण एवं (cid:292)भा(cid:466)वत (cid:229)य(cid:466)(cid:416)य(cid:585) क(cid:551) जानकार(cid:547) हेतु झारखंड राजप(cid:287) के गजट सं(cid:201)या-827 (cid:465)दनांक-16.11.2015 (cid:430)ारा
जनसाधारण एवं (cid:292)भा(cid:466)वत (cid:229)य(cid:466)(cid:416)य(cid:585) क(cid:551) जानकार(cid:547) हेतु (cid:292)कािशत (cid:465)कया गया है तथा अिधसूचना के (cid:292)काशन होने क(cid:551)
ितिथ से 30 (cid:465)दन(cid:585) के अंदर आप(cid:466)(cid:419) एवं सुझाव क(cid:551) मांग क(cid:551) गई है। (cid:292)कािशत अिधसूचना पर (cid:466)व(cid:465)हत समय-सीमा
के अंदर कोई भी आप(cid:466)(cid:419) एवं सुझाव (cid:292)ा(cid:431) नह(cid:547)ं हुआ है। तदनुसार रा(cid:207)य सरकार (cid:430)ारा िन(cid:224)नां(cid:465)कत संशोधन को
अिधसूचना िनगत(cid:91) करने क(cid:551) ितिथ से लागू (cid:465)कया जाता है।

1. झारखंड मोटरगाड़(cid:547) िनयमावली, 2001 के िनयम (2) के उप िनयम (ड.) के उपरांत उप िनयम (ड.क) का
अ(cid:219)तः(cid:232)था(cid:466)पत करना:
िनयम (2) (ड.क): ’’(cid:274)ामीण माग’(cid:91)’ से अिभ(cid:292)ेत है, ऐसा माग (cid:91) जो (cid:465)कसी (cid:274)ाम या नगर को दसू रे (cid:274)ाम या
नगर से अथवा (cid:465)कसी (cid:274)ाम को (cid:292)खंड या अनमु ंडल से जोड़ता हो (cid:468)जसम(cid:581) साधारण माग (cid:91) का 25 (cid:292)ितशत या 15

(cid:465)क॰मी॰ मागा(cid:589)श दोनो म(cid:581) से जो भी कम हो, से अिधक स(cid:468)(cid:224)मिलत न हो तथा ऐसे माग(cid:607) का िनधा(cid:91)रण मोटरयान
अिधिनयम, 1988 क(cid:551) धारा 68 के उपिनयम (3) (ग क) के अ(cid:219)तगत(cid:91) (cid:465)कया गया हो।
2. झारखंड मोटरगाड़(cid:547) िनयमावली, 2001 के िनयम 50 के उप िनयम (1) (ख) (viii) के बाद खंड (ix) का
अ(cid:219)तः(cid:232)थापन :
िनयम-50(1)(ख) (ix) ’’(cid:274)ामीण माग’(cid:91)’ पर (cid:292)यु(cid:416) होने वाले सेवायान के (cid:466)वंड(cid:232)क(cid:551)न के ऊपर(cid:547) (cid:465)कनारे पर तथा
यान के बॉड(cid:547) के दोनो ओर बाहर(cid:547) भाग पर सफेद रंग से प(cid:581)ट क(cid:551) गई प(cid:210)ट(cid:547) पर नीले रंग से ’’(cid:274)ामीण सेवा यान’’
एवं ’’(cid:274)ामीण माग’(cid:91)’ का नाम िलखा जायेगा तथा प(cid:210)ट(cid:547) क(cid:551) चैड़ाई 10 स(cid:581)ट(cid:547)मीटर और उँचाई म(cid:581) अ(cid:162)र(cid:585) का
आकार 8 स(cid:581)ट(cid:547)मीटर होगा और वे ऐसे ह(cid:585)गे (cid:465)क 25 मीटर क(cid:551) दरू (cid:547) से साफ-साफ पढ़ा जा सकता है।
3. झारखंड मोटरगाड़(cid:547) िनयमावली, 2001 के िनयम 70 के उपरांत िनयम 70(क) का अ(cid:219)तः(cid:232)थापन:
िनयम 70(क):
1. लोक सेवायान, (cid:468)जसक(cid:551) बैठान (cid:162)मता चालक एवं संवाहक को छोड़कर 6 से लेकर 21 तक है, को
(cid:274)ामीण सेवा यान के (cid:509)प म(cid:581) वग(cid:568)कृत (cid:465)कये जाय(cid:581)गे।
2. परिमट क(cid:551) (cid:232)वीकृित क(cid:551) (cid:292)(cid:465)(cid:272)या म(cid:581) शै(cid:162)(cid:468)णक यो(cid:202)यता के आधार पर अनुसूिचत जनजाित एवं
अनुसूिचत जाित को (cid:292)ाथिमकता द(cid:547) जायेगी।
3. परिमट क(cid:551) (cid:232)थायी (cid:232)वीकृित पाँच साल(cid:585) के िलये द(cid:547) जायेगी तथा सफल अ(cid:223)यािथय(cid:91) (cid:585) को प(cid:464)रवचन
दा(cid:468)खल करना होगा (cid:465)क वे परिमट क(cid:551) समाि(cid:431) अविध तक संतोषजनक (cid:509)प से सेवा यान का प(cid:464)रचालन माग (cid:91)
पर कर(cid:581)गे अ(cid:219)यथा उनके परिमट को र(cid:423) (cid:465)कया जा सकेगा।
4. समय-सारणी का िनधा(cid:91)रण संबंिधत (cid:162)े(cid:287)ीय प(cid:464)रवहन (cid:292)ािधकार के (cid:430)ारा (cid:465)कया जायेगा तथा वतम(cid:91) ान म(cid:581)
प(cid:464)रचािलत बस(cid:585) के परिमटधा(cid:464)रय(cid:585) क(cid:551) समय-सारणी पर आप(cid:466)(cid:419) मा(cid:219)य नह(cid:547)ं होगी।
5. परिमट के िलए आवेदन प(cid:287) (cid:292)प(cid:287) P.St.S.A. म(cid:581) (cid:465)कया जा सकेगा तथा िनयम-74 (समय-समय पर
संशोिधत) म(cid:581) (cid:466)व(cid:465)हत आवेदन शु(cid:227)क एवं परिमट शु(cid:227)क देय होगा।
6. परिमटधार(cid:547) को (cid:292)(cid:215)येक (cid:287)ैमास के उपरांत (cid:292)थम स(cid:431)ाह म(cid:581) संबंिधत (cid:162)े(cid:287) के (cid:274)ाम पंचायत के मु(cid:468)खया के
(cid:232)तर से िनयिमत बस प(cid:464)रचालन (cid:465)कये जाने के िन(cid:465)हत (cid:162)े(cid:287)ीय प(cid:464)रवहन (cid:292)ािधकार काया(cid:91)लय म(cid:581) (cid:292)माण-प(cid:287) (cid:292)(cid:232)तुत
करना आव(cid:230)यक होगा अ(cid:219)यथा परिमट को िनलं(cid:466)बत या र(cid:423) करने क(cid:551) कार(cid:91)वाई (cid:465)कया जा सकेगा।

NOTIFICATION
The 8th January , 2016
No.Pari.Ayu.-349/2015/63--The Following drafts of amendments in the Jharkhand Motor
Vehicles Rules, 2001 the State Government purposes to make in exercise of the power
conferred by section 65,95,96, clause (e) of sub-section (2) of section 138 and 211 of the Motor
Vehicles Act, 1988, is hereby published under the provision of section 212 (1) of the said Act
vide Jharkhand Gazette Notification No.-827 Dated 16.11.2015 for information of all persons
likely to be affected and the matter shall be decided by considering the objections/suggestions
after 30 days from the date of publication in the Jharkhand State Gazette. No any
objections/suggestions has been received on published notification in prescribed time line.
Accordingly the following amendment is being enforced from the date of publication of this
notification.
Jharkhand Motor Vehicle Amendment Rule 2015
1. Insertion of sub-rule (e a) after Rules (2) of Jharkhand Motor Vehicles Rules,
2001.
Rule (2)(e a) :- "Village Route" means a route which connects a village or a town to
another village or town or a village to block or sub-division which does not include part
exceeding 25% or 15 kilometre of the ordinary route whichever may be less and such
routes be formulated under clause (c a) of sub section (3) of section 68 of the Motor
Vehicles Act, 1988.
2. Insertion of Clause (ix) after clause (viii) of sub-rule (1)(b) of rule 50 of Jharkhand
Motor Vehicles Rules, 2001.
Rule 50(1) (b) (ix) :- The upper edge of the wind screen and outer portion of bus service
which is likely to be operated on the "village route" shall be painted with "village service
vehicle" and the name of the "village route" in blue colour on white strip and the width
of the strip as well as height of letters shall be 10cm and 8cm respectively and shall be in
such a manner as to that can be read from a distance of 25 meter.
3. Insertion of Rule 70 (a) after rule (70) of the Jharkhand Motor Vehicles Rules,
2001.
Rule70(a):- (1) The public service vehicles, having seating capacity 6 to 21 excluding
driver and conductor, shall be classified as village service vehicles.
(2) Priority shall be given to the schedule tribe and schedule cast in course
of granting permit.

(3) The permit shall be granted for five years and selected applicant will
have to submit an undertaking that bus service shall be operated till the
validity of the permit otherwise the permit shall be cancelled.
(4) The time-table shall be fixed by the concerned R.T.A. and the objection
on time-table by existing permit holder shall not be valid.
(5) An application for permit along with prescribed fee under Rule 74 as
amended from time to time shall be submitted in form P.St.S.A.
(6) The Permit holder shall have to submit a quarterly report in the first
week of last ending quarter regarding operation of regular bus service with
certificate of Mukhiya of the Gram Panchayat before the concerned
Regional Transport Authority otherwise the permit shall have to be
suspended or cancelled.
