'CHAPTER I
INTRODUCTORY
The Executive Council has great pleasure in presenting the Annual
Report for the year 1960-61. J,
The year under report was notable for consolidation rather than for
expansion. It being the last year of the Second Five Year Plan period no new
schemes were undertaken. Some aspects, teaching as well as administrative;
of the life of the University which deserve mention are indicated below :-:
( I) Although the post of Reader in English was instituted by' the
University several years ago, it could not be filled. Dr: S. Nagarajan, M.A.,
ph.D. (Harvard) was appointed to the post this year and he took charge of his
duties as Reader in April. 1961 •
. . The Executive Council has also been able to obtain the services of a
Visiting Professor of English through the good offices of the British Council
in India. The visiting Professor is Professor Byrn Davies of the' University of
Adelaide. Australia, and he is expected to join the University sometime in
August, 1961. ' .
( 2) With the assistance of the University Grants Commission, the
University has been able to develop a full-fledged Department of Linguistics
which is located in the Deccan College, Poona. The following posts in the
University Department of Linguistics were instituted by the Court at its
meeting in September, 1960:-
One post of Professor of General Linguistics,
One post of Reader in Sanskrit Linguistics,
One post of Reader in General Linguistics, ,
One post of Lecturer in Applied Linguistics,
One post of Lecturer in Anthropological Linguistics,
One post of Lecturer in Indo-Aryan Linguistics,
One post of Lecturer in Dravidian Linguistics.
( 3) ,The University introduced the Three Year Integrated, Degree
Course from the academic year 1958-59 and the first Pre-Degree examination
was conducted by the University in 1959. The results of the examination have
not been satisfactory for the last three years and the percentage of fallures has
been very high. The Vice-Chancellor therefore appointed a Committee to
examine the question in all its aspects and to make suitable recommendation~
to the Executive Council with a view to bringing about an improvement. The
following are some of the important suggestions made by this Committee
which have been accepted : - , , ' , "
( i ) Provision for moderation of the work of individual' exainiDer~
at the Pre-Degree-Examination. ' .
(ii l Questions worth 25 percent of the total number of marks in
the papers to be set at the Pre-Degree Examination should be
short-answer type questions. .' .•• ' .., , _:,.:', ' ','

{iii) Credit be given to the extent of 20 percent of the marks in
any head of passing for work done by Pre-Degree students
during the course of the year. by way of either tutorials.
periodical tests or practicals in science subjects etc.
Of these. the first suggestion has already been' implemented as far as the Pre
Degree. examination of 1961 ,is concerned arid'the other suggestions, wilt be
implemented with effect from the academic year 1961-62; ','

..• (4) ,: From'the' academic year 196()':"'61the State Government gave
frec' studentships to all' college and University students, whose guardians~
income was less than Rs.l.200 per year. The number of students who derived
benefit, from' this' educational concession generously offered by the Sta'te

Zoology' were completed during 'the year and these Departments have ,now
moved into their new homes. The building for the University·Department of
Mathematics and Statistics is under constructioo. but its completion has
been delayed due to shortage of cement. Other buildings under construction
are" ( 1)' the Medical Centre and. (2) the Non .. resident Students' Centre;
The major part of the building programme undertaken during the. Second
Five' Year Plan period has been completed. A map of the University Campus
is enclbsed.
( 6) A Conference of Industrialists and. Businessmen in the University
area was convened by the Vice-ChanceUoron' 28th January. 1961, with a view
, to finding out how locai Business and Industry and the University could be of
mutual assistance to each 'other~· Many useful suggestions were made at this
Conference and theya~e being pursued. ' \

CHAPTER n,
UNIVERSITY OFFICERS·
Chancellor: Shri. Sri Prakasa, Governor of Maharashtra, continued
to be the Chancellor of the University. ' , ~ ...
Vice-Chancellor: Professor D. G. Karve went on leave to Europe
for about three weeks (from' 7-10-1960 to 31-10-1960) and during his
absence, the Executive Council appointed Principal Y: S~ Mahajan of the
M. J. College, Jalgaon, to carry on the duties of,the·office of the Vice
Chancellor, under section 11 (3) of the Poona·· University Act: with the
approval of the Chancellor. ' '
Professor D. G. Karve resigned the office of Vicc.:.ChancelIor from the
afternoon of 15th May, 1961, and Dr. R. N. Dandekar, Dean of the Faculty
of Arts was nominated by the Chancellor to carry on the current duties of
the office of the Vice-Chancellor under section 11 ~ 3) ot the University Act.
, At a special meeting, of the Court held . on 30th June, 1961,
Mahamabopadhaya Datto Vaman Pot dar was elected Vicc;-CbaI;lcellor, for a
period of three years. He assumed charge of. the' office of the Vice-
Chancellor from the afternoon of 1st July, 1961. ' ,. "
Deans: The biennial election of the Deans of different Faculties,
except in the case of the Faculty of Commerce, was held' in February 1961.

CHAPTER m,
'UNIVERSITY ESTATE
(1), Building Activities:
I ., :.
Buildings fot the D~partments of Physics and Zoology, the construc
tion of which was undertaken in the previ'ous year, were completed during the
year under report and these Departments 'have startedfunctioning in the new
buildings. The construction of the Hobby and Central Workshop was also
completed during the year and necessary machinery for the Workshop has
been installed in tlie building. Th~ Workshop h~s started its work. The
extension .of thc? Department. of-Botany was completed during the year and
the Museum was shifted to the newly built. Wing; ,

( 1 ) University Oub :
The University authorities sanctio~ed this' yea~ a non-recurring grant
of Rs. 500 to the club. The club has continued its-normal activities.

( 3 ) The University Canteen:
The All-India Women's Food Council continued to run the University
Canteen for the major part of the year. Shri S. V. Pote has been selected by
the University as the Contractor for running the Canteen from June, 1961.
( 4 ) Medical Centre:
The medical centre continued its normal activities during the year.
( 5)' Telephones:
With the increase in the number of units in the administrative office
of the University and the various departments of the University, housed in
separate and independent buildings there was considerable pressure on the
existing telephone lines and the switch. board. . To meet the additional
demand, a new Telephone Board with 5 direct telephone connections and
50 internal Jines has been installed in the University office.
(6) Roads:
The main road on which the P. M. T. buses run in the University
Estate, . has been reconditioned and asphalted by the P. yv. Q. authorities.
, ' ( 7) 'Improvement of Road Ughts :
Mercury vapour lamps have been installed at important points and
junctions of the roads on the University Estate.
. ( 8 ) Bus Service:
The passenger traffic from and to the University estate has consider
ably increased and the P.M.T. authorities are putting into service an increas
ed number of buses on the 12 B route. On special occasions like the
Convocation, Court meetings etc. they operate a fieet of buses for prompt
transport. An additional bus route "from the Deccan Gymkhana upto the
University Gate started this year by the P. M. T. authorities as an experi
. mental measure, has also'" proved to be very beneficial to the residents,
especially the hostel students.
( 9 ) Primary School:
The Poona Municipal Corporation's primary school continued to
function in the old premises allotted to them. Although a plot of land
behind the Men's Hostel Building was offered to the Corporation for a
building for the School, the question of constructing the building seems .lo
have been postponed.
( 10 ) Kindergarten:
A kindergarten school on the University campus was opened this year,
from June, 1960. thanks to the authorities of the Hingne Stree-Shikshan
Sanstha, Hingne, who are managing the school. The school is temporarily
housed in the University Club Building. .
( 11) Milk Centre:
The milk-centre started by Government began to function from 14th
January, 1961. .
