General Description: Construction of an ~7,400sf one-story building next to an
existing rec center to be used as a training area for baseball and softball. This
addition is designed as a clear-span space with turf, retractable batting cages, and
portable pitching mounds serviced by new bathrooms and the associated systems.
This is a multi-prime project in which separate contracts are being issued for
General Construction (GCON), HVAC (HVAC), Plumbing (PLUM), and Electric
(ELEC).

THIS IS A MULTI-PRIME PROJECT. 4 SEPARATE CONTRACTS WILL BE
ISSUED. THE CONTRACTS ARE AS FOLLOWS: GENERAL CONSTRUCTION
(GCON), HVAC CONSTRUCTION (HVAC), PLUMBING CONSTRUCTION (PLUM),
ELECTRICAL CONSTRUCTION (ELEC). THE OUTLINE FOR THE SCOPE OF
WORK BY PRIME CONTRACTORS IS AS FOLLOWS:
A. General Construction Contract: The General Construction Contract includes all items shown
on the Civil, Architectural and Structural drawings and described in the pertinent specification
sections. Work under this prime Contract includes, but is not limited to the following:
1. Site preparation including demolition, clearing, relocations, salvaging of equipment and
earthwork and layout.
2. Site enclosure fence, gates and all pedestrian protection items.
3. All barriers around the perimeter of the site.
4. All erosions and sedimentation stormwater management control.
5. Excavating and backfilling trenches for utilities and pits for buried utility structures.
6. Electrical utility from the connection point at existing underground service to site
elements.
7. Stormwater utility from the connection point 5’ beyond the building perimeter to the
connection point with existing public utility mains.
8. Sanitary utility from the connection point 5’ beyond the building perimeter to the
connection point with existing public utility mains.
9. Water utility from the connection point at water meter pit to the connection point with
existing public utility mains.
10. Water meter pit.
11. Water meter permit and coordination of water meter installation with the Water
Department.
12. Storm water inlet and grate.
13. Coordinate installation of gas piping and gas meter with PGW.
14. All cast-in-place concrete curbs.
15. All cast-in-place concrete sidewalk paving and subbase.
16. Resetting of granite curb.
17. Exterior bituminous paving, subbase course and base course.
18. All concrete slabs-on-grade and drainage course, including concrete pads for equipment.
19. Foundations and foundation walls including excavation, undercutting and backfilling
with engineered fill, foundation bearing certification by geotechnical engineer,
compaction and concrete reinforcing.
20. Interior bituminous paving, subbase course and base course.
21. All topsoil and landscaping.
22. All permanent decorative site fences and gates.
23. All windscreens.
24. Selective demolition.
25. All unit masonry assemblies including glazed CMU if selected as an Add Alternate.
26. All dimensional cast stone trim.
27. All metal building system components including structural frame, supplemental framing,
steel deck, anchor bolts, tie rods including concrete encasement, roof panels, wall panels,
insulation and items indicated to be included in separate specification sections.
28. All cold-formed metal framing.
29. All metal fabrications including metal angles at penetrations for work installed by HVAC
Prime Contractor and also platform framing for Gas Booster Add Alternate if selected.
30. All miscellaneous carpentry, including blocking and plywood, necessary to install roofing
work and interior finishes.
31. Finished plywood panels and trim.
32. All cold fluid applied and other dampproofing, waterproofing and sealers.
33. All fluid applied membrane air barriers.
34. All membrane roofing and roofing accessories.
35. All sheet metal flashing and trim.
36. Through-penetration firestop systems for work installed under this contract.
37. All fire-resistive joint sealants for work installed under this contract.
38. All joint sealers including sealing joints at penetrations for work installed by HVAC,
Plumbing and Electrical Contractors.
39. All insulation.
40. All steel doors and frames.
41. All hardware.
42. All overhead coiling doors.
43. All aluminum windows.
44. All fiberglass-sandwich–panel assemblies.
45. All glazing.
46. All metal studs and drywall.
47. All expansion joints.
48. All acoustical panel ceilings.
49. All resilient tile flooring.
50. All resilient wall bases.
51. All painting.
52. All toilet accessories.
53. All fire extinguishers and cabinets.
54. All chain link fencing and gates.
55. All batting cage netting, supports and accessories if selected as an Alternate

58. Preparation of Shop Drawings.
59. Coordination of work with all other Prime contractors.
60. All Testing and Inspection work including Special Inspections specified in Specification
Section 01 41 00.
61. Final cleaning of site.
62. Obtaining building permit and certificate of occupancy.
63. Preparation of Record Drawings.
B. HVAC Construction Contract: The HVAC Contract includes all items shown on the HVAC
drawings and described in the pertinent specification sections. Work under this prime Contract
includes, but is not limited to the following:
1. All basic materials and methods required for work under this contract.
2. Coordination of electrical requirements for work assigned to this Contract with the
Electrical Prime Contractor.
3. All hangers and supports for work installed under this Contract.
4. All mechanical identification for work installed under this contract.
5. All fabric duct components and duct accessories. Substitute metal ducts if selected as an
Alternate.
6. All duct insulation.
7. All equipment insulation.
8. Vibration isolation of all HVAC air and water systems and equipment installed under this
Contract. Contractor is responsible for the design of all vibration isolation for these
systems.
9. All pipe insulation for work installed under this Contract.
10. All mechanical valves for work installed under this Contract.
11. Pipe expansion compensation for all work installed under this contract. Contractor is
responsible for expansion compensation design.
12. All mechanical meters and gauges for work installed under this Contract.
13. Piping for all heating, cooling and condensate water systems for work assigned with this
Contract.
14. All air handling systems and equipment.
15. All air conditioning equipment if selected as an Add Alternate and associated
coordination of electrical requirements with the Electrical Prime Contractor.
16. All diffusers, registers and grilles.
17. All HVAC instrumentation and controls.
18. All testing, balancing and adjusting of HVAC system.
19. All work required per commissioning plan for work assigned to this Contract.
20. All start-up, programming, testing and adjusting of systems installed under this contract.
21. All firestopping of penetrations for work installed under this Contract through rated
barriers.
22. Provide all starters and Variable Frequency Drives required for equipment provided by
this contract.
23. All sleeving and coring for pipe penetrations required for work of this contract.
24. Coordination of plumbing requirements for work assigned to this Contract with the
Plumbing Prime Contractor.
25. Preparation of Shop Drawings.
26. Preparation of Record Drawings.
C. Plumbing Construction Contract: The Plumbing Contract includes all items shown on the
Plumbing drawings and described in the pertinent specification sections. Work under this prime
Contract includes, but is not limited to the following:
1. All basic materials and methods required for work under this contract.
2. Coordination of electrical requirements for work assigned to this Contract with the
Electrical Prime Contractor.
3. Trenching, backfill and compaction for work assigned to this Contract.
4. All hangers and supports for work under this Contract.
5. All identification for work installed under this Contract.
6. All vibration isolation for work under this Contract.
7. All piping, equipment, accessories and insulation for work installed under this contract.
8. All underground domestic water lines from the point of termination of the domestic water
utility by the General Construction Contractor to the interior of the building.
9. All backflow preventers for domestic water piping systems.
10. All domestic water piping.
11. All sanitary and vent piping.
12. All sanitary piping within the building to a point 5’ beyond the building wall.
13. All stormwater piping within the building to a point 5’ beyond the building wall.
14. All plumbing fixtures.
15. All downspout boots.
16. All gas piping from meter.
17. All work associated with Add Alternate Gas Booster, if selected, and associated
coordination of electrical and support requirements with the electrical and general
construction Prime Contractor.
18. All plumbing accessories, such as floor drains, roof drains, trap primers, traps, etc.
19. All plumbing equipment including insta-hots, etc.
20. All firestopping of penetrations for work installed under this Contract through rated
barriers.
21. All domestic water piping.
22. Coordination of HVAC requirements for work assigned to this Contract with the HVAC
Prime Contractor.
23. All control wiring for plumbing systems.
24. All work required per commissioning plan for work under this Contract.
25. All start-up, programming, testing and adjusting of systems installed under this contract.
26. Furnish and install roof drains.
27. All sleeving and coring for pipe penetrations required for work of this contract.
28. Preparation of Shop Drawings.
29. Preparation of Record Drawings.
D. Electrical Construction Contract: The Electrical Construction Contract includes all items
shown on the Electrical drawings and described in the pertinent specification sections. It also
includes:
1. Installing a new 208Y/120V panelboard serving the new building. The panelboard shall
be fed from the adjacent electrical utility power lines with new aerial cables connected to
a PECO installed pole mounted transformer. A utility meter shall be provided and
installed by PECO. All service equipment and wiring installed by the Electrical
Contractor shall be in accordance with all PECO standards.
2. Work under this prime Contract includes, but is not limited to the following:
a. All basic materials and methods required for work assigned to this Contract.
b. All delivery, storage, and handling of all materials and equipment.
c. Trenching, backfill, and compaction for work assigned to this Contract.
d. Grounding and bonding.
e. All electrical identification for work installed under this Contract.
f. All hangers and supports for work installed under this Contract.
g. All Vibration Isolation for work installed under this Contract.
h. All low-voltage conductors and cables.
i. All electrical interlocks.
j. All raceways, boxes, and fittings.
k. All wiring devices.
l. All lighting control devices, panels, and equipment.
m. All electrical metering.
n. All transient voltage suppression.
o. All enclosed switches and circuit breakers.
p. All enclosed controllers.
q. All panelboards.
r. All breakers, surge protection devices, and any other devices and/or equipment
contained within panelboards.
s. All interior lighting fixtures and supports.
t. All exterior lighting fixtures, including site lighting.
u. All lightning protection systems.
v. All low-voltage transformers.
w. All fuses.
x. Magnetic and manual motor starters (excluding starters integral to prewired
packaged equipment).
y. All motor switches and control devices as provided by Div. 26
z. All connections to mechanical and plumbing equipment including Add Alternate
for gas booster and Air Conditioning Equipment Add Alternates.
aa. All dimming control systems.
bb. All access control and alarm monitoring systems.
cc. All door control panel systems.
dd. All security consoles, related equipment, cable, conduit, etc. for security system.
ee. Control wiring for systems installed under other Contracts, such as the overhead
coiling grilles, and electrified door hardware, which operates in conjunction with
card access systems.
ff. Power wiring for all air volume control boxes, Fan power boxes, smoke and
fire/smoke dampers.
gg. All back box and raceway rough-in for access control systems.
hh. All work required per commissioning plan for work assigned to this Contract.
ii. All start-up, programming, testing and adjusting of systems installed under this
contract.
jj. All firestopping of penetrations for work installed under this Contract through
rated barriers. Comply with Division 7 Section “Firestopping” included in the
Contract.
kk. All sleeving and coring for pipe penetrations required for work of this contract.
ll. All tests and inspections as required for, but not limited to equipment and systems.
mm. All touch ups for any finishes marred during construction.
nn. All installation of Owner furnished fixtures.

INSTRUCTIONS TO BIDDERS
PART 1: GENERAL

1.1 BASIC INFORMATION
A. The following is a list of basic bidding information for the convenience of
Bidders. If discrepancies between information contained in this section and
other Bidding Documents are uncovered, the requirements of the other Bidding
Documents shall govern.

1. Project Title: UYA Marian Anderson Rec Center (GCON)
2. Project Location: 17th & Fitzwater Streets
3. All work located within Philadelphia, PA 19146.
4. Bid Proposals must be received prior to the deadline indicated on the
Project Manual Cover.
5. Submit One (1) original, complete, signed and sealed Bid Proposal and 2
additional copies
6. The Price for this Project is a Lump Sum Price. Unit Prices are requested
for reference.
7. Alternates, if any, are included as specified.
8. Excess excavated material, including excavated soil and asphalt,
becomes the property of the Contractor. The excess excavated material
may be reused by the Contractor on the site of the project if it meets
the engineering specifications for its intended reuse and if it meets the
requirements of the Management of Fill Policy set forth by the
Pennsylvania Department of Environmental Protection. (PADEP
Document Number 258-2182-773(August 7, 2010)) If the excess
excavated material cannot be reused on the site of the project, then the
Contractor must remove the excess material from the site unless prior
written approval has been provided by PIDC. In all situations, the
Contractor must comply with all applicable federal, state, and local
regulations regarding the handling, use and disposal of excavated
materials.
9. Bid Proposals and bid prices shall be valid for 60 calendar days after bid
opening unless otherwise mutually extended by the PAID/PIDC and
lowest responsive, responsible Bidder.
10. Access to the site for inspection by the Bidders will be part of the pre-
bid conference scheduled on the cover.
11. The City of Philadelphia utilizes the “District Measurement System”.
100 feet measured by the DMS equals 103 standard feet.

1.2 DEFINITIONS
A. Refer to all Sections.

1.3 BIDDER'S REPRESENTATIONS
A. Each Bidder by submitting a Bid Proposal represents that:
1. The Bidder has read and understands the Bidding Documents and the
Bid Proposal is made in accordance therewith.
2. The Bidder has visited the site, and is familiar with the local conditions
under which the Work is to be performed and has correlated site
observations with the requirements of the proposed Contract
Documents.
3. Bid Proposal is based upon the materials, systems and equipment
required by the Bidding Documents without exception.
B. The PAID/PIDC assumes no responsibility for any representation made by any of
its officers, agents, or employees concerning the nature of the Work or the
general and local conditions unless such representation is included in the
Bidding or Contract Documents or Addenda.
C. Contract Bid Submittals
In addition, the Contractor shall be required with his bid to furnish the following
items:
1) Past Performance History: A listing of projects similar in scope and contract
value. Please limit to 10 similar projects.
2) Licenses and certifications: All company licenses and certifications pertaining
to this type of work.
3) Resumes of Key Personnel: Copy of resumes and certifications for those
individuals who will be directly involved in performing this project. i.e. Program
Manager, Project Manger(s) and Supervisor(s). Worker certifications will be
collected prior to any work being performed at this site.
4) References: At least 3 references of individuals, companies, clients that you
have done this type of work for before and dollar value. Please provide their
Name, Title, Company Name, Phone number to be reached at and what
project(s) you have done for or with them.
5) Plan of Action: A general Plan of Action should be submitted with your bid,
outlining how you are going to remove and dispose of the items listed in this
proposal. A listing of products and materials should also be supplied. List those
individuals that will be involved in the project, i.e. supervisor, main workers,
sub-Contractors, etc. Excessive detail does not need to be provided and is not
recommended, but should provide a good understanding on how you will
complete this project within the amount of time provided.
6) Listing of Subcontractors: List all Subcontractors you will be using or plan to
use for this project. Also list a contact name and work history with this
Contractor.
