13. ABSTRACT
While deployed atsea, sailors aretraditionally provided much oftheireducation at seathrough correspondence
and pace courses. But with recentdevelopments in the Internetand videoconferencing, it is now feasible todeliverreal-
time educational material anywhere, even toaship atsea. This thesis investigates thecurrent status ofnetworked
desktop videoconferencing technology, and itsuse in supportofJointVision 2010, withrespectto Distance Learning. It
provides an analysis ofvideoconferencing protocols, standards, and applications, as well as a videoconferencing pilot
project. The objective ofthe analysis is todetermine the viability and economical benefits ofusing videoconferencing
technology and collaborationtools, fromthedesktop, as a means for simultaneouslydelivering synchronous and
asynchronousdistance learning material from an academic location to multiple students atremotelocations. Theresults
showthatdesktop videoconferencing technology, viaIP based networks in the Defense Information Infrastructure, isa
viable tool thatcan add numerous economical benefits, such as adecreased spending fortravel and eliminating the need
torely on large, room-based systems.
