FOREWORD
It was Professor Manley 0. Hudson, former Judge of the Permanent
Court oflnternational Justice, who enthusiastically hailed the appearance
of the first, second and third editions of the United Nations Textbook. No
one was better qualified than he to evaluate a compilation of this kind;
he would have again welcomed, as do I, this new edition which is a
continuation of the earlier volumes but published under the new and
informative title "International Organisation and Integration".
There is, I believe, no other comparable collection of the fundamental
texts which participants in and students of international organization
need to have at their desks for convenient and immediate consultation.
The editors have been skilful and generous in their selections which now
make a book three times as large as the third edition of the United
Nations Textbook. Not only the size but the title had to undergo change
since the editors now include a Part II which incorporates documents of
regional organizations both European and other-an area in which the
expansive development of international organization in the last ten years
is most strikingly revealed.
A brief Foreword cannot even adumbrate the scope of the selection of
the texts in this volume; they range so widely-as a glance at the Table
of Contents reveals-that the book may well come to serve the smaller
libraries of the world as the standard reference work. Moreover the
annotations provide a guide to further research or themselves furnish
adequate explanatory background.
Even though international organizations continue their expansion, these
basic texts will still supply the essential tools for all who are concerned to
understand the contemporary international scene in which international
organizations of States play a role as significant as the role of the States
themselves.

PREFACE
This work is a new edition, though the arrangement and treatment is totally different,
of the collection of documents which first appeared in 1950 under the title "United
Nations Textbook". Since then two revised editions have been published, in 1953
and in 1958. The original textbook was compiled by the Professor Telders Study
Group on International Law, a students' debating group which, as stated on the
title page, was "assisted by Dr. F. M. Baron van Asbeck and Dr. J. H. W. Verzijl".
In actual fact, these last-named were the auctores intellectuales of the book, though
they left its elaboration to the students, in order to stimulate their enthusiasm and
their individual work.
The first step towards a new revision of the book was taken as long ago as 1963.
It then soon became apparent that the work should be given such a compass as
would make it suitable not only as an aid to cursory lectures in International Law,
but also make it a useful tool for further-reaching studies of the development of
both world-wide and regional international organisations. The activities of the
United Nations, of its specialised agencies and of other international institutions,
particularly in the socio-economic field, are by their very nature .ever-growing.
The number of organisations and their importance has increased to such an extent
that in many universities the law of international organisations is now taught as a
separate subject, alongside traditional international law. The material contained in
the previous edition had consequently become •oo limited in scope. In addition, an
expansion of the work appeared necessary as new methods of teaching, directed
mainly at having the student engage in individual study, made it desirable to provide
source material covering a wide field and in readily available form. Finally, it
appeared that the textbook had also given yeoman service to those engaged in the
practice of international law and those whose work led them to deal with the law
of international organisations. That service, it was clear, would be notably enhanced
if far more data were provided than had originally been planned.
The new approach tha1 has been adopted is plain from the very title of the work,
which is divided into two books: the first containing data concerning general and
world-wide organisations springing from or centred round the United Nations; the
second dealing with the most important regional organisations. An index covering
both books has been added, in order to facilitate consultation of the work.
We have tried to include or refer to the most important material available. The
text of Book One is correct as of 1 July 1967, that of Book Two as of 1 January 1968.
This work makes no claim to be exhaustive, and the choice of material must in
evitably be a subjective matter.
The editors have endeavoured to give the texts so far as possible in their original
forms. Where no official English text was available semi-official translations have
been used. The origin of a translation has been indicated in each case; where that
translation has been departed from it is so stated-and a reason is given for the
departure. Uniformity has been striven for, so far as possible, in the informative
annotations on each text. These annotations consist nearly exclusively of factual
information, without comment.
Where amendments have been made to the original texts by subsequent treaties
or resolutions, those amendments have as a rule been included. This has led to a
special form of presentation with regard to the United Nations Development
Programme in Book One, Chapter XII; the many United Nations resolutions on
the subject supplement, amend or even revise one another to such an extent that
simply printing them in full one after the other would have been unsightly and
could have led to confusion. Implementing regulations have for the most part been
omitted; they have however been mentioned in relation to the treaties concerning
the European Communities (Book Two, Part 1). This exception has been made in
order to facilitate the study of what is often nowadays called European Law.
The preparation of this edition has been a collective activity; on the page opposite
the title page the names are given of all those who have contributed in a professional

capacity to its preparation. Dr. I. Samkalden, at the time Professor of the Law of
International Organisations and Director of the Europe Institute, was one of the
original chief editors; his place was later taken by Professors Brinkhorst and Maas.
From among all our collaborators we should like to single out for special mention
Mrs. M. van Leeuwen Boomkamp. The editors would all like to pay tribute to the
enormous amount of work she has done; without her great energy and precision
and her unflagging persistence the manuscript would never have reached the
printers.
Our thanks are also due to those willing hands which typed-and retyped-the
manuscript. We should further like to express our gratitude to the various institu
tions and authorities, especially the Secretariat and Specialised Agencies of the
United Nations, which have in one way or another assisted us with helpful in
formation, suggestions or otherwise. Some of them were kind enough to give us
permission to use texts published or translated by them. Our special thanks are
further due to the Curatorium of the Legatum Visserianum and the Ministry of
Foreign Affairs of the Netherlands for the financial support which they were good
enough to give us.
The undersigned are convinced that only experience will reveal the true worth
