This document discusses a study examining the institutionalization of a performance management system using Key Performance Indicators (KPIs) in a Malaysian local government. The study uses New Institutional Sociology as a framework to understand the institutional pressures during the development and implementation of KPIs. Semi-structured interviews were conducted with top management in the local government. The findings suggest that the evolution of the performance management system was influenced by directions from the national government through a transformation program. While the local government adopted KPIs, an existing annual work target system remained dominant. KPIs were seen as a secondary, complementary system. The implementation of KPIs brought some changes but its outcomes could not be fully assessed.
