PREFACE
Having spent a combined 85 years in the municipal, industrial, and military fire service, as well as
the industrial fire protection engineering and insurance-related consulting businesses, we came to realize
the strong need to bridge the gap between the municipal fire department and the industrial process
occupancies. Although there are many similarities, the differences are monumental. This gap has been
recognized by professional organizations such as the Society of Fire Protection Engineers (SFPE),
who have created a task force to study and evaluate this gap. We have tried to share both personal and
professional knowledge and experiences from such organizations as the New York City Fire Department
(FDNY), United States Air Force, Factory Mutual Engineering and Research (now FM Global), and
countless visits to many of Fortune 500 companies across the globe.
After working in the industrial fire protection field for all these years, we looked back at some of these
challenging situations and realized that what made them challenging was the fact that they were not the
normal, bread-and-butter operations that a municipal fire department responds to on a daily basis. These
operations consisted of large fuel fires such as those common to large atmospheric tanks or fires in large
electric generation plants. These operations might include fires and leaks in large-diameter pipes that
are typically found in refineries and petrochemical plants or explosion hazards associated with dust in
woodworking, or food and beverage plants. At one of these incidents, a close friend was seriously burned
by steam while operating at a large electrical power generation plant. At others, the fire department
was unsure of the immediate and proper tactics to use until specialists were brought to the scene. As a
result of some of these incidents, new standard operating procedures were developed, and new tools were
purchased.
We began to research the available literature regarding fire tactics and procedures in use for municipal
fire departments and found that much of it is written to address the commonplace operations concerning
structural firefighting, but it was very limited in the amount of resources allotted to industrial firefighting
available to the municipal firefighter. Yet in most communities, industrial occupancies are present, whether
they are storage tanks, manufacturing plants, or pipelines. The time to understand the similarities and
differences between municipal and industrial firefighting is prior to the incident, not during or after it.
And so the concept of this book was born. We wanted to find the best method of sharing their
information with municipal fire departments, in an attempt to save lives and prevent injuries. Craig
Shelley had a particular captain at one time during his career at the FDNY. The captain had a large sign
over his desk in the company office declaring “Knowledge is Power.” We truly believe that and hope
this book imparts the knowledge to assist the municipal firefighters, fire inspectors, and fire marshals to
perform their duties more efficiently and safely.
