Highlights of Press Briefing November 08, 2018

Hdqrs. today.

श्री आनंद शर्मा ने पत्रकमरों को संबोधित करते हुए कहम कक सबसे पहले आप सभी को
दीपावली की हार्दिक शुभकामनाएं, ये उम्मीद करते हैं कक अगली र्दवाली देश के ललए,
आपके पररवार के ललए और आप सबके ललए बेहतर होगी और इस सरकार से मुक्तत
पाने के बाद व्यापार और बाजार दोनों ठीक हों। अभी तो र्दवाली फीकी रही।

आज 8 नवंबर, 2018 है और नोटबंदी की दसू री बरसी है। दो साल पहले इसी र्दन
भारत के प्रधानमंत्री ने एक संवेदनहीन और गलत फैसला ककया था, देश की 86 प्रततशत
जो नकदी सकुिलेशन में थी, बाजार में थी, 15 लाख 41 हजार करोड़ रुपया, 500 और
1,000 रुपए के नोट में, उसको इनवेललडटे कर र्दया था, रद्द कर र्दया था, ये फैसला
प्रधानमंत्री का था। जार्हर है कक उसके बाद जो देश में हुआ, उसकी सीधी क्जम्मेवारी
ककसी और की नहीं, नरेन्द्र मोदी जी की ही हैं।

प्रधानमंत्री जी ने इस नोटबंदी के 4 कारण र्दए थे। पहला, ये पैसा कालाधन है। दसू रा,
उन्द्होंने कहा इसमें भ्रष्टाचार और अपराध का पैसा है, भ्रष्टाचार इससे खत्म होगा।
तीसरा, आतंकवार्दयों को पैसा नहीं जाएगा और चौथा, बाजार के अदं र नकली नोट हैं।
दो साल के बाद प्रधानमंत्री की चारों बातें गलत साबबत हुई हैं। ये लोगों का पैसा था,
मेहनत मजदरू ी से कमाया पैसा था, आम जनता का पैसा था, मजदरू ों का, ककसानों का,
गहृ णणयों का पैसा था और क्जस देश की अथव्ि यवस्था 90 प्रततशत असंगर्ठत क्षेत्र पर,
अनऑगनि ाइज्ड सेतटर पर चलती हो, उसमें नकदी की आवश्यकता रहती है। बड़ े देश,
अमीर देश, गरीब देश, दतु नया का कोई देश नहीं है जहााँ पर नकदी में ट्ांजेतशन नहीं
होती, नकदी में व्यापार नहीं होता या लोग अपने पास कुछ नकदी नहीं रखते, दतु नया में

कोई भी देश ऐसा नहीं है। हमने प्रधानमंत्री जी को बताया था कक ‘कैश लेस’ की
वस्तुक्स्थतत तया है, तयोंकक कैशलेस प्रधानमंत्री जी ने खूब कहा था। हमने उनको ये भी
कहा था कक इससे हमारी जीडीपी को बहुत बड़ी चोट पहुंचेगी, पर आज वास्तववकता तया
है, ये साबबत हो गया है कक पैसा भारत की जनता का था। ररजव ि बकैं ने 29 अगस्त को
कह र्दया था कक 99.3 प्रततशत पैसा ररजव ि बकैं के पास वापस आ गया है। यातन कक
15 लाख 31 हजार करोड़ रुपए वापस आ गया और केवल 10,720 करोड़ वापस नहीं
आया और उसमें भी हमने कहा था, अगर जो पैसा भारत का भूटान और नेपाल में है,
अगर उसको भी शालमल कर लें और जो गरीबों के पास रह गया, क्जसको वापस नहीं
ललया प्रधानमंत्री ने आश्वासन देने के बाद भी, वो दृश्य आपने देखे थे, र्दल्ली में भी
ररजव ि बकैं के बाहर, ककस तरह से वद्ृ ध लोगों को, मर्हलाओं को, मााँ जो अपने बच्चों
को गोद में लेकर आई थी, उनको बेरहमी से पीटा गया पुललस के द्वारा, उनके पैसे
वापस नहीं ललए गए।

प्रधानमंत्री जी की आज जवाबदेही बनती है, उन्द्होंने दतु नया के सामने देश को कलंककत
ककया था। उन्द्होंने भारत की जनता के मेहनत के पैसे को अपराध का पैसा और कालाधन
कहा था। तया कोई अपराधी, आतंकवादी या क्जसके पास कालाधन हो वो घोषणा करके
अपने बकैं अकाउंट में पैसा वापस डालता है? मेरा सीधा सवाल है। दसू री बात, लोगों के
पास तो पैसा नहीं आया, पर इस गलत फै सले के बाद दो सप्ताह के अंदर कश्मीर में,
पंपोर में, कुलगाम में जहााँ आतंकवाद के हमले हुए, वहााँ पर 2,000 रुपए के नए नोट,
करोड़ों और लाखों में लमले। तीसरी बात, दो सप्ताह के अदं र ही लगभग 26-27 नवंबर,
2016 को बांग्लादेश बॉडरि पर 40 करोड़ रुपए के 2,000 के नोट जो नकली थे, काउंटर
फीट थे, वो पकड़ े गए। ये प्रधानमंत्री जी के इस काम का असर हुआ। तया आतंकवाद
की घटना खत्म हुई, तया भ्रष्टाचार खत्म हुआ? वो तो नहीं हुआ और जहााँ तक कैश
सकुिलेशन की बात है, वो भी म ैं आपको बताना चाहता हूं कक cash in circulation उस
समय 72.7 प्रततशत था देश के अदं र, आज 80.2 प्रततशत है। हमने तब भी कहा था,
हमारे पास सब देशों के आंकड़ े हैं, जमनि ी जैसे देश में 80 प्रततशत कैश चलता है,
आक्स्ट्या में 80 प्रततशत है, आस्ट्ेललया में 65 प्रततशत है, कैनेडा में 52 प्रततशत है,
भारत-चीन में 90 प्रततशत है। तो जो भी इन्द्होंने कहा था, वो सभी बातें गलत साबबत
हुई हैं।

ररजव ि बकैं ने स्पष्ट बताया है कक आज ककतना पैसा सकुिलेशन के अदं र है। र्ेरम
प्रिमनर्ंत्री जी से सीिम प्रश्न है कक आज भी क्यम वो अपनी गलती र्मनने के ललए तैयमर
हैं और देश से र्मफी र्मंगने के ललए तैयमर है? हमें मालूम है कक ये प्रश्न करना व्यथ ि है,
तयोंकक उनमें अहंकार है, वो संवेदनहीन हैं और वो राजहठ में हैं और उनके लाचार मंत्री
और भारतीय जनता पाटी के कुछ नेता उनके पास और कोई चारा नहीं कक वे यह
र्दखाने की कोलशश करें कक बहुत अच्छा फै सला ककया था। तया वो फैसला क्जससे देश
को तकलीफ हुई, क्जससे देश की लगभग 2 प्रततशत जीडीपी टूट गई, क्जसके ललए पूव ि
प्रधानमंत्री डॉ. मनमोहन लसहं जी ने कहा था, डेढ़ लाख करोड़ सीधी जीडीपी भारत की
टूटी थी, वो भरपाई तो कभी नहीं होगी। जो लोग र्दहाड़ी का काम करते हैं, मजदरू ी
करते हैं, क्जनको र्दन की पगार लमलती है, डले ी वेज लमलती है, एक डले ी इंकम अनरि
होते हैं, जो रोज अपनी कमाई करते हैं, चाहे वो कुली हैं, चाहे वो रेहड़ी, पौंछा लगाने
वाले हैं, जो और छोटे काम करते हैं, क्जनको कोई पगार नहीं लमलती, अपने पररवार का
पालन-पोषण करने के ललए वो र्दन की आमदनी करते हैं, वो सब लोग बबािद हुए हैं।
उसके साथ कारखाने बंद हुए, ये तो सरकारी आंकड़ े हैं, मना नहीं कर सकते हैं। 43
प्रततशत MSME बंद हो गई, 12 करोड़ लोग उसमें काम करते हैं और कई तो 6-8 महीने
खुले ही नहीं और कई कभी भी नहीं खुलेंगे, तो 4 करोड़ लोग तो केवल उन्द्हीं में
बेरोजगार हुए हैं।

उसके अलावा मुझे प्रधानमंत्री को ये भी बताना है कक कौन से लोग आपने कतारों में खड़े
ककए थे, ये वही मजदरू थे, वही सरकारी कमचि ारी थे, वही छोटा दकु ानदार था, वही
हमारी माताएं-बहनें थी। 43 र्दन तक औसतन 11 करोड़ भारतवासी हर र्दन बकैं के
बाहर कतार में और एटीएम के बाहर कतार में खड़े होते थे, ये 43 र्दन तक तनरंतर
लगातार चला और अपने पैसे के ललए उनको भीख मांगने के ललए मजबूर ककया गया
और ननयर् बदलते रहे, कभी 2,000 की सीर्म, कभी 4,000 की और कभी 10,000
रुपए की। 71 नोटिकफकेशन आरबीआई की आई, 64-65 सकुालर लर्ननस्ट्री ऑफ फमईनेंस,
ववत्त र्ंत्रमलय की आई। इनको पतम ही नहीं थम ये क्यम करते हैं, क्योंकक यह फैसलम तो
एक तमनमशमही फैसलम थम, तुगलकी फै सलम थम, एक व्यक्क्त कम ललयम हुआ फैसलम थम।
कोई तैयमरी नहीं थी, नम ही नोि छपे थे और आज भी र् ैं इस बमत को दोहरमतम ह ं कक
चोि गरीब पर, ककसमन पर, छोिे कमरोबमर पर और गहृ णियों पर सबसे ज्यमदम लगी है।

एक चीज और समझना जरुरी है तयोंकक भारतीय जनता पाटी वाले कहते हैं कक बहुत
अच्छा काम ककया। शम ि की बात है, ये अच्छा काम है तो इससे बुरा काम कौन सा
होगा? देश में एक लाख 34 हजार बकैं ों की शाखाएं हैं, 1,34,000 bank branches in the
country. गााँव ककतने हैं - साढ़े छह लाख, एटीएम ककतने हैं – 2,15,000, जो मनैं े
आपको बताया 1,34,000 बकैं शाखाएं हैं भारत के अदं र, 78 प्रततशत वो शहरों में हैं,
महानगरों में है, कस्बों में हैं, साढ़े छह लाख गााँवों में इसका केवल 22 प्रततशत है और
ग्रामीण बकैं ों का, सहकारी बकैं ों का पैसा बदला नहीं गया। बहुत बाद में उन कॉपरेर्टव
बकैं के माध्यम से कुछ पैसा आया, सकैं ड़ों-करोड़ में, क्जसकी सत्ता पररवतनि के बाद बड़ी
जांच होगी। उस वतत नहीं आया, गरीब के पास ना पैसा था, ना वो अपना पैसा बकैं में
जमा करा सकता था, ना इस्तेमाल कर सकता था। ये एक वास्तववकता भारत की है। जो
कहते थे कक बकैं के बाद कैशलेस हो जाओ, लेककन जहााँ बकैं ही नहीं हैं, अधधकांश गााँवों
में बबजली नहीं है, प्रधानमंत्री ने तो ऐसे बताया परंतु अमेररका जैसे देश में भी ऐसा नहीं
है, कक हर जगह वाई-फाई चलता है, क्रेडडट काड ि चलते हैं, कफर इस देश में कैसे संभंव
होता और जो बाद के आंकड़ े मनैं े आपको बताए, उससे स्पष्ट हो गया कक आज ज्यादा
नकद पैसा चल रहा है।

मनैं े ये भी बताया, म ैं कफर दोहरा दं ू कक आरबीआई की ररपोटि में ये भी उन्द्होंने बताया
कक ककतना पैसा वापस आया है, तो साथ में जो नकली, काउंटर फीट करंसी है, वो 36.1
प्रततशत अब है। 36.1% of the currency 2017-18 was detected as counterfeit
whereas in 2016-17, as per the RBI report, it was 4.3%. You can go through the
RBI report. I have with me, I have got the numbers. प्रधानमंत्री जी के पास इसका
तया जवाब है? लोगों का पैसा था, बकैं में चला गया, आतंकवार्दयों के पास पैसा आज
भी है, नकली नोट ज्यादा बन गए देश के बाहर, देश के दश्ु मनों ने बना र्दए, वो
आरबीआई कहती है ककतना पकड़ा गया। उसके साथ-साथ केवल ये नहीं था कक लोग
कतारों में खड े हुए, ये आंकड़ े नहीं हैं, 143 लोगों की जान गई। पर केवल इतना ही नहीं
है, हजारों लोग जो अस्पतालों में थे, क्जनके पररवार के पास उनके इलाज का पैसा नहीं
था या वो लोग जो वद्ृ ध थे, बीमार थे, पररवारों के पास दवाई का पैसा नहीं था, उस
समय 10 सों हजार वैसी मौतें हुई थी, पूरे देश में लाखों बेर्टयों की शार्दयााँ टूटी थी। जो
हमारे बड़ े इंडक्स्ट्यल तलस्टर थे, वो सब के सब बंद हो गए हैं, चाहे वो इचलकरंजी है,
चाहे मोरबी है, चाहे बत्रपुर है, चाहे लुधधयाना है, चाहे कानपुर है, बड़ी लंबी सूची है। तो
आज हमें सीधी, लसफि एक चीज कहनी है कक ये जब हम इसकी बरसी कह रहे हैं, वो

इसललए कक सही र्मयने र्ें 8 नवंबर कम टदन भमरत के गरीब, भमरत के ककसमन, भमरत
की गहृ णियों, भमरत के कर्चा मरी, भमरत के र्जदर , उनके ललए र्मतर् कम टदन रहेगम और
चमहे सरकमर की तरफ से कोई भी खोखली बमत कही जमए और गलत बमत, गलत दमवे
ककए जमएं, टहदं स्ट्ु तमन नम इसको भ लेगम, नम टहदं स्ट्ु तमन के लोग नरेन्द्र र्ोदी जी को कभी
र्मफ करेंगे, क्योंकक उन्द्होंने एक बडम क्र रतमप ि ा फैसलम ककयम, अन्द्यमय ककयम भमरत के
र्ेहनतकश लोगों के समथ, प री दनु नयम र्ें देश को कलंककत ककयम और र्ेहनत से पैसम
कर्मने वमलों को अपरमिी और कमलमबमजमरी बतमयम, वो समरी बमतें गलत समबबत हुई हैं।
र्ुझे हैरमनी है इस बमत की कक आज भी बीजेपी ने कुछ प्रश्न करने की टहम्र्त की है।
जो ननलज्ा ज होते हैं, र् ैं आज यही कह ंगम, वही आज के टदन ऐसम प्रश्न कर सकते हैं।
आज कम टदन प्रिमनर्ंत्री की जवमबदेही कम है। म ैं ववत्त मंत्री के प्रतत सहानुभूतत व्यतत
करते हुए उनको इस बहस से बाहर रखना चाहता हूं, वो स्वयं उलझ जाते हैं आकर।
अरुण जेटली जी को बाहर रहना चार्हए, उनको पूछकर थोड़ े फै सला ककया गया, ना
आरबीआई को पूछ कर ककया गया था। आरबीआई के बोड ि की तो बैठक बुलाई गई थी,
उनको एक तरह से 4 घंटे र्हरासत में रखा गया था, जबरन उनसे ललखाकर ललया गया,
मंबत्रमंडल र्हरासत में रहा, उनके मोबाईल फोन बाहर रखे, जब तक देश के प्रधानमंत्री ने
अपनी ये ऐततहालसक घोषणा करके देश को तबाही के रास्ते पर झोंक नहीं र्दया।

एक बात और कहूंगा कक ये सरकमर कहती है कक बकैं ों पर, ये तो आरबीआई भी कहती है
कक पैसम आ गयम, ये तो सबको र्मल र् है, वो पैसम गयम कहमाँ? ये भी एक प्रश्न है आज।
क्यम कमरि है कक इतनम पैसम आने के बमद देश के बकैं ों र्ें पैसम नहीं है, उद्योग को
कजमा नहीं दे सकते हैं, पैसम आयम, लोगों कम थम और पैसम लुिमयम गयम। इनके
शमसनकमल र्ें एनपीए 4 गुनम बढे हैं, 9 लमख करोड इनके शमसनकमल र्ें हुआ, ककसकी
क्जम्र्ेवमरी बनती है? आपको मालूम हैं, बकैं फ्रॉड इनकी तनगरानी में हुए। ये कहते हैं
भ्रष्टाचार खत्म हुआ है, बकैं लूटे गए देश के, आपका, हमारा पैसा बकैं ों में सुरक्षक्षत नहीं
रहा और ये सब कुछ करने के बाद आप याद रखें कक प्रधानमंत्री ने कहा था कक इस 15
लाख 41 हजार करोड़ में से 4 लाख करोड़ रुपया नकली पैसा है। इन्द्होंने कहा था कक 4
लाख करोड़ ये कालाधन है जो कक सरकार के पास आ जाएगा, वो तो आया नहीं।
आरबीआई ने जो डडववडेंड देना था, वो आधा हो गया, अब वो तो 4 लाख करोड़ नहीं
आया, बकैं खाली हो गए, बकैं चरमरा रहे हैं आज भमरत के, अब आरबीआई के पमस जो
कॉक्न्द्िजेंसी ररजव ा है, उसको छीननम चमहते हैं प्रिमनर्ंत्री और ववत्त र्ंत्री। 3 लमख 60

हजमर करोड अब आरबीआई से छीन रहे हैं, क्योंकक इनकी बमत तो गलत समबबत हुई।
अब कै से इनकी बात गलत हो जाए कक कहीं से लाओ तो ववत्त मंत्री और तमाम जो
मातहत लोग हैं, वो आरबीआई से कहते हैं, तुम्हारा पैसा छीनेंगे, वो आरबीआई का नहीं,
देश का पैसा है।

Shri Sharma said, as I have mentioned, on 08th of November what the Prime
Minister did, can never be forgotten. It was an arbitrary and reckless decision of
a Prime Minister, which led to economic disaster, misery, pain, deaths of a large
number of our citizens, loss of crores and crores of jobs, hurting the poor, hurting
the farmers, hurting the daily-wage earners, industrial labour, house-wives,
government employees and all.

All the four reasons given by the Prime Minister on that day have been proven
to be false. He had said this was black-money; 99.3% of the money has been
returned to the RBI, to the banks by the citizens of this country which proves
what the Congress said on that day and what I said in Parliament, on behalf of
our Party, that this is the peoples’ money, hard-earned money of the Indian
citizens. But it tarnished the image of India globally that the Indian economy
runs on black-money. No Prime Minister anywhere in the world in the history of
democracy has insulted his country or people in this manner. Prime Minister
remains arrogant, he is in denial, and he shall not apologize. The only thing
which can happen, which will happen, that the people will punish. I have given
the details of the hurt that was caused and the fact that today there is more cash-
in-circulation than what it was then. Today there is more counterfeit currency, 9
times more as per the RBI report and also within two weeks (of
demonetisation), you have terrorists having newly minted Rs. 2,000 notes -
newly printed. Have you ever heard of fighting black money anywhere in the
world by removing the lower denominations? Rs. 500 and Rs. 1,000 and
introducing Rs. 2000 note; easy to counterfeit, easy to move around, and that is
what the money was called. When people were standing in the queues for 43
days, on an average – 11 crores of our citizens were in the queues outside Banks
and ATMs begging for their money and 143 died in that process, that this
Government which was totally confused, clueless, incompetent to say the least
for the Finance Minister - Finance Ministry. Our sympathies are with the RBI
because they were forced into a situation, it was not their decision. Not only that,
a Government which came out, changed the rules every day, sometimes twice in
a day, confusing all the citizens what will happen. 71 notifications of RBI and
almost 64-65 circulars of the Finance Ministry, this is what they did.

Let me also tell you, what I did not say in Hindi, that within days, new currency
was there, Rs. 2000 notes caught in various places in Gujarat, in Mumbai, in
Bangalore, in Andhra Pradesh, people having Rs. 5 crore, 10 crore or Rs. 33
crores, please go by those numbers, go by the reports. All of them who were
caught with the newly printed Rs. 2,000 notes in crores happened to be BJP
leaders. My direct charge is; it was also big money laundering project - BJP’s
key people were privy to it. The Cabinet was not and the RBI was not.

Prime Minister, as we know, will come out with some justification. We have seen
today the BJP having the audacity to ask questions of the Indian National
Congress and when I am looking at those questions which have been given to
me by my colleagues – Mr. Pranav Jha, Our Secretary and Shri Pawan Ji – why
does the Congress find merit in protesting against every anti-corruption move.
There cannot be anything more absurd, they still call this as an anti-corruption
move. Now, is it not yet another insult to all of us? to the people of India? and I
do not want to go in to many of these things because they do not actually
warrant an answer. They have to be treated with the contempt that each question
deserves and they have asked me by name; Question No. 5 that I had personally
opposed demonetization and not an individual when I stood up in Parliament; I
was the Dy. Leader of the Opposition and Dy. Leader of the Congress
Parliamentary Party. We were doing our duty because our people were in pain,
people’s money was snatched, their lives were destroyed, jobs were destroyed
and that is why we opposed it, we opposed it then and my answer to them is, we
oppose it today and we will always remind the people not to forget what Shri
Narendra Modi gave to the country on this day.

Lastly, the Government’s claim that the tax base has increased, I have
commented, so I do not want to repeat on one thing that the money has come in
to the Banks, I have talked about that because it was peoples’ money, no terrorist
was going to open a bank account and deposit. Nobody possessing huge amount
of black-money or crime money was going to deposit it in the Bank. It was
peoples hard earned money which has come back to the banks and that is what
they allowed their friends to plunder and flee the country. That is where the
bank frauds took place. Now the banks are in shambles, they want to snatch the
money - the contingency reserve of the country from the RBI. Still he has not
stopped – the Prime Minister after doing this to the people and people’s money,
now Reserve Bank our Nation’s money, he wants to snatch it and our opposing
that gives them belly aches, well – what shall we do? applaud every reckless act
of Prime Minister Shri Narendra Modi? BJP must know time has come for his
accountability and BJP Government’s accountability before the people in the
peoples court. They will have to answer and we will force them to answer.

And lastly on the tax base that has increased - do not forget the 7th Pay
Commission. Today, even a Peon and an Office Attendant in the Government of
India and State Government pays income tax after the Pay Commissions
recommendations were accepted. Earlier the limit, the threshold was Rs. 3 lakhs.
Now almost every Government employee has gone above that Rs. 3 lakh
annually. So, all of them pay income tax. He is the Finance Minister, he should
do his home work and let us also if they have such good management of
economy; then why are they trying to plunder the Reserve Bank? and why the
Rupee is the worst performing Asian currency? fastest growing economy, worst
performing currency. Do you find a contradiction? Then they say GDP Numbers,
I challenge, Prime Minister will never - of course will never oblige you with a
Press Conference as Congress President Shri Rahul Gandhi does. He will never
answer any question either before you or in Parliament. You can send him a
questionnaire and his officials will prepare a reply and he himself will not know
what the reply is because he is, now my words should not be misunderstood,
Prime Minister is less than literate in economics. And he is less knowledgeable
and less literate in history too. So he makes his own history, he makes his own
economics. And he thinks that he is wiser than Keynes when it comes to
economics, that is why, otherwise, no Prime Minister in saner moments would
take action, what this Prime Minister has done.

हम इस पर जो मनैं े आपके सामने बातें रखी, कुछ डॉतयूमेंट्ी बनाई हैं, वो र्दखाना चाहते
हैं। Couple of short films in the form of documentary were shown to the media
on Demonetisation.

After the films were shown, Shri Sharma said in fact some of this will be short
films which you saw in first one that stands officially released. More campaigns

एक प्रश्न पर कक आपने कहम कक ववत्त र्ंत्री को इससे बमहर रखें, लेककन नोिबंदी को
लेकर ववत्त र्ंत्री सरकमर के बचमव र्ें समर्ने आए हैं और इसको लेकर बयमन टदयम है,
क्यम कहेंगे, श्री शर्मा ने कहम कक तया ये लोगों का पैसा, जो आरबीआई कहती है उनके
पास आया, तया वो सरकार की स्कीमों में गया या मेहुल चोकसी के पास गया या नीरव
मोदी के पास गया? म ैं ववत्त मंत्री को इसललए बाहर रख रहा था तयोंकक इनको ज्ञान नहीं
था जब प्रधानमंत्री ने फैसला ककया था। हमारी सहानुभूतत है, ववत्त मंत्री की मजबूरी है।
वो जो कह रहे हैं, उसमें स्वयं भी ववश्वास नहीं करते हैं। अगर यह इतना सबकुछ अच्छा
है, तो कफर आरबीआई, ववत्त मंत्रालय और सरकार के बीच में तनाव, टकराव तयों है?
आरबीआई का कॉक्न्द्टजेंसी ररजव ि छीनने की नौबत तयों आई, जो आजादी के बाद आज
तक नहीं आई और जो ये कह रहे हैं टैतस के दायरे में आए, मनैं े बार-बार कहा, ववत्त
मंत्री सोच कर, तोल कर अपनी बात बोलें। 7th पे कमीशन (7th Pay Commission) की
ररकमंडशे न के बाद तमाम सरकारी कमचि ारी जो पहले टैतस नहीं देते थे, वो टैतस के
दायरे में आ गए और ये बताएं ववत्त मंत्री कक जो लोग टैतस के दायरे में आए हैं, उनकी
एनुअल इंकम ककतनी है? आप पाएंगे कक अधधकांश वो लोग हैं, जो कक 3 लाख की थ्रेश
होल्ड से ऊपर चले गए हैं, वही लोग अधधकांश में हैं और अगर वही देश के ववत्त मंत्री
आज कहते हैं कक हमने इतना क्जनके पास अनडडतलेयर इंकम थी या उसको कालाधन
कहते हैं, मेरा सवाल है ववत्त मंत्री से, does he say it is black-money which has been
returned to the bank? and if that what action has been taken by this
Government? This Government is using all agencies at its command; the Tax
Intelligence, the Revenue Intelligence, the Enforcement Directorate and CBI for
political vendetta and once again the Finance Minister’s statement insults the
people who suffered because of Prime Minister Modi’s wrong decision.

जीत दज ा करती गई है, क्यम आपको नहीं लगतम है जनतम इतनी नमरमज नहीं है, श्री शर्मा
ने कहम कक अभी सही मायने में तो गुजरात में शहरों की बात एक अलग ववषय है और
कभी ना कभी उसकी भी बारीकी से बात सामने आएगी, वरना गुजरात में ही इनका
लसहं ासन र्हल गया था। पूरे ग्रामीण क्षेत्रों में तो बीजेपी का सूपड़ा साफ हो गया था।
शहरों में जीते और वोट ककतना टूटा, प्रधानमंत्री का राज्य है, भूललए मत। जहााँ
प्रधानमंत्री ने पूरे लसतयोररटी कोड को भी तोड़ कर, चुनाव कोड को भी बार-बार तोड़ा,
वोट डालने के बाद रोड़ शो ककया और एक सी-प्लेन क्जसको आज भी भारत में डीजीसीए
की अनुमतत नहीं है देश में आने की, उसमें चढ़ कर घूमें, कफर भी बीजेपी का 15

प्रततशत वोट टूटा। अभी आने वाले चुनाव हैं, म ैं आज आपसे कहता हूं, राजस्थान,
मध्यप्रदेश, छत्तीसगढ़ और तेलंगाना में पता लग जाएगा, मोदी जी कहााँ हैं, बीजेपी कहााँ
है और उसके बाद आम चुनाव भी आने वाले हैं। मुझे लसफि एक चीज कहनी है कक हमने
कोई आरोप नहीं लगाया है, तथ्य बताए हैं, बबल्कुल सही आंकड़।े

On another question if there is a liquidity crunch as the fall out of the
‘Demonetisation’ and if there is a mismatch of the data figures, Shri Sharma
said this Government manufactures data, but if you look at the GDP Numbers,
the old series and the new series – then you will find that the GDP Growth
claims are also hollow because their GDP claims are based on the new series in
which there is an inbuilt bonus of 1.5% to 2% which is factored in it. If you make
an honest comparison, any Statistician and Economist and those who have done
their work painstakingly, this Government is actually criticizing them for
honestly doing their job in telling the country that the GDP growth of this
Government is much-much less. As far as Congress led UPA Government was
there, the GDP Numbers were much higher as per the old series. For many years
- three consecutive years - it was more than 9% and as per the new series those
come to 10.8 or 11% but the average as per the old series was 7.8% for ten years.
That is the fact that is something which cannot be changed by Shri Narendra
Modi and Shri Arun Jaitley. They can manipulate the present numbers.

On the question of the reaction of the Congress Party on the blog of Shri Arun
Jaitley written by him today on ‘Demonetisation’, Shri Sharma said let us be
very clear, first of all; direct tax collection, I have mentioned, I have already
replied this question that the all the Government employees, Central
Government employees, State Government employees, those in Security
Services, Forces all over the country who have crossed that threshold of Rs. 3
lakh annual income, below which everybody was exempted from paying any
income tax, they have come in the tax bracket. So, that is my straight answer. Let
him come with his numbers.

Secondly, when it comes to indirect tax collection, Yes, there is collection under
the GST whether it is meeting the right numbers, time will tell. If it is so good,
then my question to the Finance Minister is why, this country did not
enthusiastically celebrate the Diwali? why this was not reflected in the spending
and in the markets? and also if what he says is correct, then why is the Finance
Minister and the Government, for that matter Prime Minister, snatching the
contingency reserve fund money from the RBI? This is false what he is saying,
but Finance Minister of India never before has been reduced to be an apologist of
an arrogant Prime Minister.
