The project was conceived in 1988 while we both were Foreign Policy
—
Fellows as a result of the Program's offer to sponsor research work-
shops for Fellows interested in similar topics. This enterprise dates to
such a workshop in January 1989. After that discussion, we asked the
SSRC to support two additional conferences in order to bring together
a broad range of scholars to consider the role of ideas in politics, and
especially in foreign policy. Both of these conferences, in January 1990
and April 1991, were held at the Center for Advanced Study in the
Behavioral Sciences, Stanford, California. Participants at both confer-
ences were critical in the shaping of this project through either their
memos, their papers, or their participation: Anne-Marie Burley, Barry
Eichengreen, James Fearon, Jeffry Frieden, Ernst B. Haas, Peter
