The Miami-Dade Aviation Department (MDAD), Hurricane and Emergency Preparedness and Response Manual
is established to serve as a guide and instruction to MDAD staff in the event of a hurricane or emergency event.
All MDAD staff must be familiar with, and adhere to, the procedures as outlined herein and in accordance with
established governing legislation, to help to ensure adequate protection of the MDAD facilities, personnel and
property as well as to mitigate losses and facilitate a speedy recovery.

Telephone numbers and other employee personal contact information within this manual are for internal use by
MDAD employees only.

For Hurricanes or other emergency events, travelers must contact their airlines or the Airport Information by
calling [phone].

OVERVIEW

RESPONSIBILITY OF ALL MDAD PERSONNEL IN THE EVENT OF A HURRICANE OR EMERGENCY EVENT:

While, Miami International Airport (MIA) is not a shelter area for the general public or cruise passenger, it is to be expected
that some travelers will be stranded at the airport and every attempt must be made by MDAD personnel to ensure their
safety. Stranded travelers must be advised to stay away from windows and doors during a hurricane.

Based on the Hurricane Advisory and/or by instructions from the Mayor or his designee, of an approaching Hurricane or
emergency event, the appropriate precautionary measures are to be taken by all MDAD personnel, Airport occupants,
tenants and airport contractors to:

 Protect and properly secure their own property prior to and after a hurricane or emergency event.
 Ensure that materials/debris displaced or other created hazard from their area is promptly removed/corrected and
does not endanger the life and property of others.

After a Hurricane or Countywide emergency event the Mayor or County Manager’s office will issue an “all clear” message.
For hurricanes, this is usually after winds are below 30mph. Once an “all clear” has been received, all MDAD employees
are required to either report to work or call MDAD to receive the latest personnel information, work schedule updates or
emergency relief plan which may include an alternate work location, work schedule or special assignment as part of an
employee labor pool.

Employees should first call their Division as instructed by their supervisor. If contact cannot be made, employees are to call
the Aviation Department Command Post at [phone] which is activated only during emergencies or contact
Human Resources at [phone]. To access the Human Resources telephone directory for employee emergency
information, press 1 for instructions in English and 2 for instructions in Spanish then press 9 for employee emergency
information.

It is the responsibility of each Division Director or his/her designee, to ensure that reporting requirements are clear and that
all divisional employees are appropriately assigned prior to, during and after a hurricane or other emergency event.

EMERGENCY OPERATIONS CENTER (EOC):
The EOC has established three levels of activation concerning emergency situations. MDAD will begin staffing the EOC
after level 2 activation is announced, or as required by the County Executive Office. The Department Director or designee
will provide staffing level information as required unless outlined herein.

USE OF FEDERAL FUNDS
In the aftermath of a hurricane or other emergency event the state and/or local governments’ system may be disrupted.
Use of Federal funds and Federal Supply Schedule contracts prior to these events to acquire products or services to be
used to facilitate recovered has been established and authorized. MDAD staff is required to follow the established
procedures for all procurement activities to include those during a hurricane or emergency event. The Department of
Procurement Management (DPM) has a list of approved contracts and contractors. For more information contact DPM at
