Theelectoral successes ofright-wingpopulists since 2016have unsettled world politics.
The spread of populism poses dangers for human rights within each country, and also
threatenstheinternationalsystemforprotectinghumanrights.HumanRightsinaTime
of Populismexamines causes, consequences, and responses to populism in a global
context from a human rights perspective. It combines legal analysis with insights from
political science, international relations, and political philosophy. Authors make prac-

Contributors
Helena Alviar García is Professor at Sciences-Po, Paris and was formerly professor
and dean of the law school at the Universidad de Los Andes. She is an expert on
feminist approaches to law and on the relationship between law and development,
and has authored the book Derecho, Desarrollo y Feminismo En América Latina:
Propuesta Para Un Analisis Distributivo (2008). In addition to her academic work,
she is a founding member of Dejusticia, a Colombia-based research and advocacy
organizationdedicatedtothestrengtheningoftheruleoflawandthepromotionof
social justiceandhuman rights in Colombia and the Global South.
Laurence R. Helfer is the Harry R. Chadwick, Sr. Professor of Law at Duke
University, the co-director of the Center for International and Comparative Law,
and a senior fellow with Duke’s Kenan Institute for Ethics. He also serves as a

DouglasA.JohnsonisalecturerinpublicpolicyandtheformerdirectoroftheCarr
Center for Human Rights at Harvard Kennedy School. He has been a committed
advocate of human rights since the 1970s, when he chaired the Infant Formula
ActionCoalition(INFACT),whichlaunchedaboycottagainstNestlétoforceitto
change itsmarketing practices. Johnson hasserved as aconsultant tohuman rights
organizations in Latin America and as a consultant to UNICEF and the World
Health Organization. He was also the first executive director of the Center for
Victimsof Torture from 1988to2012.
DanielLevine-SpoundreceivedhisJ.D.degreein2019fromHarvardLawSchool,
where his research has focused on the intersections of international human rights
law, international humanitarian law, and the protection of civilians in armed
conflict.Prior to law school, he worked at the Euro-Mediterranean Human Rights
NetworkandtheCairoInstituteforHumanRightsStudiesinTunis.Levine-Spound
graduatedfromBrownUniversitywithhonorsinComparativeLiteraturein2012.He

Law School. From 2011 to 2014, he was a member of the U.N. Human Rights
Committee, the treaty body that monitors compliance with the International Cov-
enant onCivil andPolitical Rights.
