We are in receipt of your letter of 9th inst. referring to an application by Mr. Laban
Heath for the sanction of the U.S.Treasury Department of the preparation of duplicate plates,
or "cuts'* from the original dies engraved for the issues of the "National Currency" etc. and
from which impressions may be furnished him to be used in a general publication-entitled
The Counterfeit Detector" of which he is the author publisher,etc. You request our opinion as
to the propriety of so doing especially in view of such an issue affording facilities to
Counterfeiters.
We have examined Mr. Heath's letter of June 30th to the Hon.Secretary of the Treasy.
(copy of which you enclosed) in which he specifies the "prominent cuts" he desires. A reference
is made in that letter to an application on file in the Treasy.Department which "sets forth
fully my (his) plans". With a spirit of entire fairness, as to Mr.Heath and his plans, it is
possible that he may have discovered some "royal road" or short hand method of imparting
knowledge to the ignorant on this important subject,-but, so far as our observation and
judgment may be deemed of value, it is our unhesitating opinion, that the publication proposed-
would not be of any utility or value to the community .profitable only to the Author and Vender,
and only deserves to rank among nostrums and "popular fallacies". Truly available knowledge
on this subject is to be attained only by long experience,study,and patient observation.
The embellishments which Mr. Heath desires to add to his "Detector" would unquestionably
render the book attractive and saleable but as Mr. H's schedule of "prominent cuts" he needs
most, embraces all the most important vignettes, etc. upon the "Legal Tender," as well as the
"National Currency" notes - to grant his application would certainly be to furnish an invalu¬
able "Handbook" - or, "Compendium" exactly suited to the needs and uses of Counterfeiters
of the notes of the Government.
With these views, - our opinion is therefore decidedly against granting Mr. Heath's application.
