Notification
The 1st January, 2018
No. 13/3/2013-1T(I)/C.A. 59/1988/Ss. 28, 38, 65, 93, 95, 96, 107, 111, 138, 176 and 213/2017.—In exercise
of the powers conferred by sections 28, 38, 65, 93, 95, 96, 107, 111, 138, 176 and 213 of the Motor Vehicles Act,
1988 (Central Act 59 of 1988), and with reference to Haryana Government, Transport Department Notification
No. 13/3/2013-1T(I)/C.A. 59/1988/Ss. 28, 38, 65, 93, 95, 96, 107, 111, 138, 176 and 213/2017, dated the
22nd December, 2017, the Governor of Haryana hereby makes the following rules further to amend the Haryana
Motor Vehicles Rules, 1993, namely:-
1. These rules may be called the Haryana Motor Vehicles (Amendment) Rules, 2018.
2. In the Haryana Motor Vehicles Rules, 1993, (hereinafter referred to as the said rules), for rule 225, the
following rule shall be substituted, namely :-
“225. Appointment of officers of Motor Vehicles Department. [section 213].-(1) The following officers are
hereby appointed as officers of the Motor Vehicles Department under section 213, namely:-
(i) Transport Commissioner, Haryana;
(ii) Deputy Commissioner concerned;
(iii) Additional Deputy Commissioner;

(iv) Additional/Joint State Transport Commissioner;
(v) Secretary, Regional Transport Authority;
(vi) Flying Squad Officer;

(viii) City Magistrate;
(ix) Director General, State Transport, Haryana;
(x) Additional/Joint Director, State Transport, Haryana;
(xi) General Manager, Haryana Roadways;
(xii) Traffic Manager, Haryana Roadways;
(xiii) Motor Vehicle Officer (Enforcement);
(xiv) Motor Vehicle Inspector (Enforcement);
(xv) Assistant Secretary, Regional Transport Authority.
(2) The following officers are also hereby appointed as officers of Motor Vehicles Department under
section 213 for the area covered within radius of five kilometers of mining/crushing zones notified by Mines
and Zeology Department, Haryana for such time period and such specific roads, as specified by the Deputy
Commissioner/Additional Deputy Commissioner concerned, namely:-
((ii)) Superintendent of Police, Superintendent of Police (Traffic), Deputy Superintendent of
Police, Deputy Superintendent of Police (Traffic), Inspectors and Sub Inspectors of Police
Department.
((iiii)) District Excise and Taxation Commissioner, Excise and Taxation Officer, Assistant Excise
and Taxation Officer and Inspectors of Excise and Taxation Department in the State.
((iiiiii)) Executive Engineer and Sub Divisional Engineer of Public Works Department (Buildings
and Roads) in the State.
((iivv)) District Food and Supply Controller, District Food and Supply Officer, Assistant Food and
Supply Officer, Inspectors of Food and Supply Department.
((vv)) District Development and Panchayat Officer/ Block Development Panchayat Officer/
Executive Engineer/ Sub Divisional Engineer of the Panchayat Department.
((vvii)) Mining Officer and Mining Inspector of Mining Department in the State.
((vviiii)) Flying Squad Officer, ISBT, New Delhi, General Manager and Traffic Manager, Haryana
Roadways in the State.
((vviiiiii)) District Revenue Officer, Tehsildar, NaibTehsildar

3. In the said rules, in rule 226, for sub-rule (1), the following sub-rules shall be substituted namely:-
“226. Powers of officer of Motor Vehicles Department for challan in respect of certain offences section
213.- (1) The officers of the Motor Vehicles Department under rule 225, mentioned in column 2 of the
Schedule given below shall exercise the powers of challan under section 213, for the offences for which
penalty of fine is provided under sections as mentioned against each in column 3 of the said Schedule,

check/challan buses of private operators on Contract, Private Service Vehicles and Stage Carriage Permits.
(1a). The officers mentioned in column 2 of the Schedule given below shall exercise the powers of challan in the
area covered within radius of five Kilometers of mining/ crushing zones notified by Mining and Zeology Department,
Haryana for such time period and such specific roads as specified by Deputy Commissioner/Additional Deputy
Commissioner Concerned under section 213, for the offences for which penalty of fine is provided under sections as
