INTRODUCTION
This document presents a portrait of all the services and programs of study provided under Adult General
Education (AGE). More specifically, it provides complementary information on the Basic adult general
education regulation (BAGER) and includes schedules with lists of the courses in the Adult General
Education programs of study. In addition, boxed texts provide further details about particular sections.

This document is a tool that can be made available to the staff of school boards, adult education centres
and regional offices of the Ministère de l’Éducation, du Loisir et du Sport (MELS). Private schools are
encouraged to use it for guidance.

1 REFERENCES TO ADULT GENERAL EDUCATION LEGAL AND REGULATORY FRAMEWORKS
Adult General Education educational services are governed by a basic regulation (Basic adult general
education regulation) established under section 448 of the Education Act (EA). They are also linked to the
Reception and Referral Services as well as to Recognition of Acquired Competencies Services, both of
which are provided for under the Education Act. All Québec school boards are authorized to organize
educational services for adults for which they may obtain subsidies. Please note that this document does
not constitute a legal interpretation of the sections of the Education Act and the Basic adult general
education regulation.

The first basic regulation in the adult sector came into force in 1994.

The very specific nature of Adult General Education is confirmed by the fact that the educational services provided
under the basic regulation are for individuals who are not legally obligated to attend school.

2 RECEPTION AND REFERRAL SERVICES

In accordance with the Government Policy on Adult Education and Continuing Education and Training
(2002), the reception and referral services were enhanced by the addition of counselling and support
services. All of these services are now referred to as SARCA (services d’accueil, de référence, de conseil
et d’accompagnement [reception, referral, counselling and support services]).

SARCA services are designed to assist adults, whether enrolled in training or not, in choosing a learning
plan in line with their personal and career goals and in implementing it.

To be more specific, SARCA is an integrated set of services that enable adults to do the following:

•Clarify and validate what they want, assess their situation, learn about the

•Obtain information on programs of study, occupations and the labour market,
Information educational resources offered by the school board, and the various services
available in the community while, at the same time, being encouraged and
guidedtogatherinformationthemselves

School boards are responsible for being proactive and working in partnership with other stakeholders in
order to reach the public targeted by the Policy. The funding is provided under the basic allocation
included in the 2013-2014 budgetary rules.

Section 250 of the Education Act has provided for reception and referral services since 1988.

3 RECOGNITION OF ACQUIRED COMPETENCIES

Recognition of acquired competencies (RAC) enables adults to obtain official recognition for general-
education learning through a process that admits and validates previously acquired learning and
competencies and, where applicable, identifies missing components.

Various types of evaluation tests are used for evaluation purposes:

• Adult general education examination (The adult need not have taken the course.)
• Spheres of Generic Competencies (related to life experiences)
• Comprehensive examination for Français, langue seconde; Prior Learning Examination (PLE)
• Secondary School Equivalency Tests (SSET)
• General Educational Development Testing Service tests (GEDTS)

Information about these different examinations is provided in the current edition of the Administrative
Guide for the Certification of Studies and Management of Ministerial Examinations: General Education,
Youth Sector; General Education, Adult Sector; Vocational Training.

The allocation for the recognition of acquired competencies is established in accordance with the
conditions set forth in the 2013-2014 budgetary rules.

4 EDUCATIONAL SERVICES

Adult General Education educational services are composed of training services (instructional services
and orientation services), popular education services and student services. This document deals with
training services (items 5, 6 and 7) and student services (item 7).
4.1 Free Educational Services
(Reference No.: EA, s. 3)
Only training services are free. The conditions governing the free access to these services are set forth in
BAGER, section 33.
