Subject: Policies and Procedures for Informal Resolution of Disputes
Revised Grant General Conditions
Purpose/Background. This memorandum transmits changes to the Grant Policy
Manual (GPM) and provides a summary of the changes. This revision transmits the Grant
General Conditions, GC-1 (1/93) and clarifies NSF disputes resolution procedures.
SUMMARY AND EXPLANATION OF REVISED SECTIONS
Section 690 has been revised to set forth NSF procedures regarding the informal resolution
of disputes under NSF grants. These changes clarify NSF procedures for requests for review
of grant administration disputes. Changes from the current GPM Section 690 include a
requirement for grantees to submit a full statement of the grantee’s position relative to a
request for review of the Grant Officer’s determination. The new provisions also eliminate
the review by a minimum of a three-person panel of disputes other than termination orders
and suspensions over 60 days.
Changes to the Grant General Conditions include a revised maximum daily rate of
compensation for consultants.
