INVITATION TO BID
Graham Hill Water Treatment Plant Filter Rehabilitation and Upgrades Project
1. PROJECT DESCRIPTION
A. The Public Work to be completed under the contract consists of furnishing all labor,
materials, equipment, and all other incidentals required to rehabilitate and upgrade
six (6) dual media granular filters at the Graham Hill Water Treatment Plant as
illustrated on the plans and detailed in the project specifications.
2. PRE-BID MEETING
A. There will be a mandatory pre-bid meeting held at the Project Site (715 Graham Hill
Road, Santa Cruz, CA 95060) starting at 2 PM on Thursday, May 29, 2014.
B. The City will accept bids only from PRIME Contractors who had a representative
attend.
3. BID OPENING
A. Sealed Bids for the project will be accepted by the City of Santa Cruz Water
Department, until 4 PM on Thursday, June 12, 2014 at which time they will be
publicly opened and read aloud at:

4. BIDDING DOCUMENTS
A. Contract Documents including Plans, Project Specifications, Standard Specifications,
and Addenda as are on file and may be examined at the above address.
B. Electronic copies of the Contract Documents and Reference Documents may be
obtained from the City free of charge on Ebidboard. Please e-mail a request to:
[email protected]
C. Contractors must contact Water Department’s Engineering Division to ensure that the
Contractor is recorded as a plan holder. Only Contractors who appear on the Water
Department’s plan holder list will be notified by the Water Department when addenda
to the contract documents are issued.
D. Failure to include signed addenda with the bid package may result in rejection of the
bid. It is the sole responsibility of the Contractor to include all issued addenda in the
bid package.
5. CONDITIONS
A. The Bid must be accompanied by a Bid Security in the amount of 10% of the total
price bid. Unless otherwise allowed by law, no bid may be withdrawn for a period of
sixty (60) days after the date set for the opening thereof.
B. The Contractor shall hold and maintain for the length of the contract, a Class A State
of California Contractor’s License in good standing, shall provide evidence of
Contractor’s qualifications, and list all subcontractors over 0.5% of the total bid price.
C. Prevailing wage and apprenticeship requirements apply in accordance with the
California Labor Code. Additionally, the Santa Cruz Municipal Code requires a good-
faith effort to employ qualified individuals in sufficient numbers so that no less than
fifty percent of the total construction labor forces, including all subcontractors, are
residents of the County of Santa Cruz or are members of a local hiring hall which has
jurisdiction in Santa Cruz County.

D. The City of Santa Cruz reserves the right to revoke the award of the contract if the
Executed Construction Agreement, Performance Bond, Labor and Material Bond,
Proof of acceptable insurance, Good Faith Effort Statement for Local Hire, and
Division of Apprenticeship Standards Forms, are not delivered in an acceptable form
and within 15 days after the date of the written notice of award.
E. The City of Santa Cruz reserves the right to reject any and all bids and waive any
irregularity or minor defects in any bids received.

INSTRUCTION TO BIDDERS
1. EXAMINATION OF BIDDING DOCUMENTS AND SITE OF WORK
It is the responsibility of each Contractor before submitting a Bid to:
A. Examine and carefully study the Bidding Documents, including any Addenda and
other related data identified in the Bidding Documents.
B. Visit the Site and become familiar with and satisfied as to the general, local, and site
conditions that may affect cost, progress, and performance of the Work.
C. Become familiar with and satisfied as to all federal, state, and local Laws and
Regulations that may affect cost, progress, or performance of the Work.
D. Become aware of the general nature of the work to be performed by City and by
others that relates to the Work as indicated in the Bidding Documents.
E. Determine that the Bidding Documents are generally sufficient to indicate and convey
understanding of all terms and conditions for the performance of the Work.
2. INTERPRETATIONS AND ADDENDA
All questions about the meaning or intent of the Bidding Documents are to be submitted
in writing to:

Interpretations or clarifications considered necessary in response to such questions will
be issued by Addenda faxed, e-mailed, or otherwise delivered to all parties recorded by
the Water Department as having received the Bidding Documents. Questions received
less than 10 days prior to the date for opening of Bids may not be answered. Only
questions answered by Addenda will be binding. Oral and other interpretations or
clarifications will be without legal effect.
If Bidders obtain Contract documents elsewhere, Bidders must contact Water
Department’s Engineering Division to ensure that the Bidder is recorded as a plan
holder. Only Bidders who appear on the Water Department’s plan holder list will be
notified by the Water Department when addenda to the contract documents are issued.
Failure to include signed addenda with the bid package may result in rejection of the bid.

3. PREPARATION OF BID
A. No electronically submitted bid, telephone bid, or telephone modification for a bid will
be considered.
B. No bids received after the time fixed for receiving them will be accepted or
considered. It is the responsibility of the Contractor to see that bid is received on
time.
C. All blanks on the Bid Form shall be completed by printing in ink or by typewriter and
the Bid signed. A Bid price shall be indicated for each section, Bid item, alternative,
adjustment unit price item, and unit price item, listed therein.
D. All names and titles shall be typed or printed in ink along with the signatures.
E. Bids shall be clearly written without erasures or deletions.
F. Bids shall be signed by a duly authorized officer or agent.

G. Total sum of bid shall be written out in words and shown in numerals.
H. All Bids shall show the Contractor's name and official address.
I. A Bid by a corporation shall be executed in the corporate name by the president or a
vice president or other corporate officer accompanied by evidence of authority to sign.
The corporate seal shall be affixed and attested by the secretary or an assistant
secretary. The corporate address and state of incorporation shall be shown along with
the signature.
J. A Bid by a partnership shall be executed in the partnership name and signed by a
partner (whose title must appear along with the signature), accompanied by evidence
of authority to sign. The official address of the partnership shall be shown along with
the signature.
K. A Bid by an individual shall show the Contractor's name and official address.
L. A Bid by a joint venture shall be executed by each joint venturer. The official address
of the joint venture must be shown along with the signature.
M. A Bid by a limited liability company shall be executed in the name of the firm by a
member and accompanied by evidence of authority to sign. The state of formation of
the firm and the official address of the firm must be shown along with the signature.
4. SUBMITTAL OF BID
A. Bid shall be submitted no later than the date and time prescribed and at the place
indicated in the Invitation to Bidders and shall be enclosed in a sealed envelope
plainly marked with the project title, the name and address of Bidder, and shall be
accompanied by the Bid security and other required documents. If a Bid is sent by
mail or other delivery system, the sealed envelope containing the Bid shall be
enclosed in a separate envelope plainly marked on the outside with the notation "BID
ENCLOSED - GRAHAM HILL WATER TREATMENT PLANT FILTER
REHABILITATION AND UPGRADES PROJECT."
B. Documents required with Bid Package:

2) Signed Addenda Receipt Acknowledgement(s)
3) Acceptable Bid Security
4) Completed Statement of Qualifications Form
5) Completed Proposed Subcontractors Form
6) Completed Proposed Products Form

C. Submission of the Bid constitutes Contractor’s consent for City to conduct reasonable
investigations and reference checks of the Contractor, designated subcontractors,
suppliers and other persons and organizations involved. In determining Contractor’s
responsibility, City may consider information provided by sources other than that
which has been provided by the Contractor and may conduct such investigations as
the City deems necessary to assist in the evaluation of Contractor’s responsibility,
qualifications and financial ability, including designated subcontractors, suppliers and
other persons and organizations involved.
D. City may reject Contractor’s bid if a designated subcontractor is found non-
responsible.
