With the passage of the Javits-Wagner-O1 Day (JWOD) Act in June of 1971, the United
States Congress directed Government agencies, including the Department of Defense, to
procure designated commodities and services from nonprofit agencies sponsored by the
National Industries for the Blind and NISH. This study provides the reader with an
overview of the entire JWOD Program. It analyzes the Program's governing regulations,
its intent, its oversight organizations, and the barriers and benefits to its effectual
implementation. In addition, this study describes a successful example of innovative
contracting by the Department of the Navy with a state-of-the-art nonprofit participant,
