Afteralmostacenturyofexperienceinperformancemanagementinpublicuniver-
sities,itistimeforsomereflectionsontheresultsachieved,thechallengesstillopen,
and the consequences on governance. Triggered by the growing attention on sus-
tainable development and the role of education in achieving the United Nations’
goals,publicsectorscholarshaveintensifiedthediscussionaroundthecrucialroleof
performance management systems. Well-designed performance management sys-
tems can support governing bodies in defining strategies and plans, identifying
coherent objectives and targets, and providing measures for ensuring an effective
useofpublicresources.
Publicuniversities are responsible not only for educating future generations but
even more for researchthat can enhance knowledge andabilities, and for coopera-
tionwithsocietyatlarge.Theirmultifacetedmissionneedsthesupportofaperfor-
mance management system to encounter opportunities and face risks and tricks,
leading governing bodies to set clear plans but also to design flexible solutions.
Moreover, the fluid and complex social and economic situation in which public
universitiesoperateworldwideasksgoverningbodiestoforeseetheoutcomesofthe
plannedactions(andnotonlytheoutputs),embracingaperspectivewellbeyondthe
narrowborderofasingleinstitution.
Inthiscomplex scenario,comprehensiveinformation onreforms, practices, and
effectsofperformancemanagementonthegovernanceofpublicuniversities,aswell
asreflectionsonthefrontiersofcompetitivenessofuniversitiesincooperatingwith
industries, public administrations, and society, is not only timely but even more
necessaryforthefutureofhighereducationinstitutions.
This book provides an overview of the current trends and challenges. Its ten
chapters explore the performance management and governance in public universi-
ties,alsolookingattheexperiencesofsomeEuropeancountries.Itisworthnoting
that almost half of the chapters focus on the third mission: a concept with a broad
meaning, which encompasses a wide range of activities involving the generation,
use, application, and exploitation of knowledge and other university capabilities
outsideacademicenvironments.Thespecificattentionthatthisvolumeplacesonthe

more visible, measurable, and evaluable role in the design of modern knowledge

morecomprehensiveprojectundertheauspicesoftheItalianSocietyofAccounting
