Industry

IUBCCI represents an international non-governmental organization that reunites under its auspices the
entire system of the Unions, Federations and Bilateral Chambers of Commerce and Industry in the
world, as well as the Joint Business Councils and other national organizations of the bilateral chambers
of commerce or other similar entities which have as mission the promotion of bilateral trade and
commerce, the bilateral economic diplomacy and the exchange of culture and humanity.

In 2012, at the International Conference of Bi-National Chambers of Commerce in Israel, the vision of
establishing an international organization of all bilateral chambers of commerce was welcomed by the
outstanding leaders of bilateral chambers of commerce present at the event. Were signed thus, the
Resolution of Establishment and the Memorandum of Understanding, documents by which the vision
was embodied, and now we can speak about a powerful international organization, based on the
understanding of different cultures and business mentalities, on the interaction of all around the world
business environments and on the desideratum to resonate with the expectations of all those who
credited IUBCCI with their energy, support and professionalism, so necessary for a successful project.

The legal incorporation of the entity in 2014, in the United States of America, has helped to turn IUBCCI
into an organization that provides an additional guarantee in respecting the rights of all its members -
the bilateral chambers of commerce - and a real possibility to consider themselves, anywhere in the
world, at home. IUBCCI’s strength is based on the intrinsic value of each member and on the power of
the partner institutions and governmental or non-governmental organizations, regional or international,
with whom the vision, mission and strategy of IUBCCI are materialized and become possible.

The dramatic changes in the past few years – the exponential growth of mobile communications and
internet users, the contribution of ICT sector to economic growth and new job creation, the restructure
of companies and bussinesses in general in order to take advantage by the new technologies, the
accelerated development of e-commerce – support the transition from the industrial to the post-
industrial era. Digital technologies increase more and more the easy access, the storage and the
transmission of information. Digital information can be transformed into new social and economic
values, creating huge opportunities for the new products and services development. Information becomes
the key resource for the digital economy.
The „New Economy” term concerns in particular the current transformations of economic activities as a
result of the use of digital technologies, which provide access, processing and storage of information in a
cheaper and easier manner. The construction of the new society model raises major socio-political issues
– both nationally and internationally – the mitigation of „digital divide” phenomenon (the exclusion of
some categories and regions or geographical areas from the benefits of new technologies), the social
cohesion, the conservation and promotion of the specific culture of each nation and local communities,
the protection of citizens and consumer.

The only way that these problems could be solved is through a broad dialogue between the
governmental authorities, the representatives of bussiness environment, of the academia and also of the
civil society. This path would be accelerated with the help of commercial diplomacy as a variation of the
international economic diplomacy.

Unfortunately, the Governments of states are not all of them yet ready to stimulate, conduct and control
the transition process to the informational society, as they lack a specific regulatory framework and
action programs that would lead to a wise governance process. In the same time, the international
bussiness community in the field of information and communications technologies should provide high-
tech products and services, at the most affodable prices and rates.

The civil society has an active role in formulating requirements and priorities regarding the use of new
technologies to the benefit of the whole society, as well as an responsive role to the policies and
governmental regulations. These roles can be exerted both at group level (non-governmental
organizations, professional associations, etc.) and at the individual level.

The mission of IUBCCI is to build a unified entity of all bilateral chambers of commerce and to provide a
form of business network, an international organization of business cooperation whose purpose is to
further a common economic interest and develop the opportunities offered by the Global Economy.

In its activity, IUBCCI is deeply interested in developing the economic relations between states and
sustaining a global economic harmony, being therefore interested in continuous communication with
worldwide embassies, involving them in discussions on the identification of a common economic and
complementary interest for the good of the nations.

On September 30th, 2015, at the Palace of Parliament from Romania was held “The 1st Congress of
Bilateral Economic Diplomacy of International Union of Bilateral Chambers of Commerce and Industry"
which marked the official opening of the international activity of this organization. The event enjoyed
the presence of representatives from more than 45 Embassies, domestic and international senior officials,
as well as numerous representatives of bilateral chambers of commerce worldwide.

We conclude by saying that IUBCCI is a real integrator for all the activities conducted from the
perspective of implementing and developing the concept of commercial diplomacy as a variation of
economic diplomacy, both regionally and internationally.
Editor’s Note

We are honored and it is a privilege to publish the First Issue of Volume II of the Global Ambassador’s
Journal with the support and under the aegis of the International Union of Bilateral Chambers of Commerce and
Industry (IUBCCI).

As you all may already know by now, IUBCCI has been involved since its establishment in many successful
projects that bring to the forefront the diplomatic activity conducted by the embassies around the world.
Organizing frequent meetings at the bilateral level between Ambassadors and leading representatives of IUBCCI,
meetings with the business environments, as well as offering opportunities for exposure on the IUBCCI platform,
are all matters found always on the agenda of IUBCCI. All this, because we believe in a global economic harmony,
without which the current globalized society can no longer flourish.

Therefore, to show empathy toward the unfortunate events that occurred in the world lately, and which affect all
of us, or to enjoy together the achievements some countries made, we considered not only timely, even useful,
making publicly available a specialized journal where all the Ambassadors can share their ideas, the challenges
encountered, the resilience of their countries, and the joy of success. And how the international community can
find the latest news, and other countries can be inspired to succeed, if not from the highest ranking diplomatic
representatives of the countries?

The Global Ambassador’s Journal’ aim is to raise public awareness on the important role of Ambassadors and offer
a regular source of information and insights regarding the latest achievements or challenges encountered by
countries, so as to give a role model or to be aware of what is happening around us.

We mention that the previous two editions of GAJ were highly appreciated at international level, being
characterized by diversity, bringing together Ambassadors from various corners of the world and even Ministries
of Foreign Affaris who had the desire to become a voice for their country and to share with the international
community both successes and challenges encountered in a globalized world as today.

I conclude by thanking first and foremost to Their Excellencies Ambassadors who have contributed to this issue of
the journal, to the Chairman of IUBCCI, the President of IUBCCI, to U.S. ISSN Center, and to all those involved in
this unique project and who have helped bringing it to fruition.

The end of year 2017 calls for a global state of reflection, given the fact that there have been a
multitude of interesting international events that have a decisive character for the paradigm of
the New World Economy paradigm and for the international trends of economic and trade
diplomacy.
Thus, we can easily see the beneficial increase in the interaction between governmental and
non-governmental business diplomats (generally the representatives of the chambers of
commerce) from different states, resulting particularly in the growth of national economies and
the degree of standardization of Know How and practices in the economic and trade diplomacy
at international level.

* Phd. Prof. Nasty Marian Vladoiu is a widely recognized expert in law and author of various monographs, articles and studies of law. Currently, he operates in the
Chambers of Commerce system, where he acts as a leader of several international and national NGOs. Starting with 2006, Phd. Prof. Vladoiu has acted as the President
of the Bilateral Chamber of Commerce Romania-Great Britain, the President of the Bilateral Chamber of Commerce Romania-Israel, the Prime Vice President of the
Union of Bilateral Chambers of Commerce of Romania. In 2010 Phd. Prof. Nasty Marian Vladoiu was elected the President of Bilateral Chamber of Commerce Romania-
Ukraine and since May 2012 is the President of the Union of Bilateral Chambers of Commerce from Romania. In 2012 at the International Conference of the Bi-National
Chambers of Commerce hold in Israel, Tel Aviv, Prof. Vladoiu launched the idea of having an international organization fostering the worldwide bilateral chambers of
commerce and industry, idea that was welcomed by those who are now forming The International Union of Bilateral Chamber of Commerce and Industry, entity legally
established in United States in January 2014. Phd. Prof. Vladoiu was elected by the Board of Directors to be also the Chairman of the International Union of Bilateral
Chambers of Commerce and Industry. To promote and defend the interests of worldwide investors, PhD. Prof. Nasty Marian Vladoiu has established in 2014, in United
States, the entity of International Ombudsman for Investors Corporation.

It is desirable that those states that have not found clear methods of decentralization and
externalization of certain functions, duties and services to civil society, create a flexible climate
and a real appetite for public-private partnership.
If so far some legitimate questions were asked, such as: "What will be the new general picture of
international diplomacy and / or which type of diplomacy will take over the leadership of
diplomatic missions?", at this point the issue has been elucidated. Thus, it is easy to see that
economic diplomacy with all its variations (commercial, business, NGO, corporate) leads the
detached top of the activities carried out within international diplomatic missions.
Equally important is that although at international level there is interest towards multilateral
diplomacy from the perspective of many fields of activities of interest for the very active states,
it is not the same case in regards to economic diplomacy as a genotype of commercial
diplomacy, where there is an acute appetite for bilateralism. The future will be however the one
that will confirm whether bilateralism or multilateralism will be more effective in the area of
economic diplomacy. There are both contestants, scouts and followers for both dimensions of
economic diplomacy, but one thing is certain and must be followed with professionalism: each
country should set up their economic and trade diplomacy in its own way, specific and based
on the effectiveness of the national economic interest.

The third edition of the Global Ambassador Journal gives the reader some perspectives, ideas,
opinions, and even interesting insights of diplomats with unquestionable experience in the field.

n 2017 the U.S. – Romania Strategic Partnership celebrates its 20th anniversary.
Grounded in our shared values, strategic vision and core interests, this Partnership
has brought about remarkable achievements and generated mutual benefits.
Romania stands now as one of America’s most dependable NATO allies in Central
and Eastern Europe, an active and committed partner in the efforts to ensure stability, security
and prosperity in the region and beyond. We face today’s geopolitical challenges shoulder to

George Cristian Maior has been accredited as Ambassador Extraordinary and Plenipotentiary of Romania to the United States, as per Decree no 583 of June 29th,
2015, signed by the President of Romania. Between 1992 and 1997, he was a diplomat in the Ministry of Foreign Affairs, within the Department of Treaties and
Department of Strategic Affairs. Between 1997 and 1999, he was Chargé D’affaires at the Romanian Embassy in Dublin, Ireland. In 2004, he was conferred the rank of
Ambassador. Between 1992 and 1997, he was a diplomat in the Ministry of Foreign Affairs, within the Department of Treaties and Department of Strategic Affairs.
Between 1997 and 1999, he was Chargé D’affaires at the Romanian Embassy in Dublin, Ireland. In 2004, he was conferred the rank of Ambassador.Between 2000 and
2004, he held the position of State Secretary and head of the Department for Euro-Atlantic Integration and Defense Policy within the Ministry of National Defense. In
that capacity, he was responsible for coordinating the strategic and military dimension of Romania’s NATO accession process. In November 2004, Mr. Maior was
elected Senator in the Romanian Parliament, where he held various positions, including Chairman of the Committee for Defense, Public Order and National Security.
Following his nomination by the President of Romania and the vote received from the Romanian Parliament, on October 4th, 2006, George Cristian Maior was
appointed the 4th Director of the Romanian Intelligence Service. During his eight years at the helm of this institution (up until February 2015), the SRI went through
an extensive reform process which allowed it to strengthen bilateral and multilateral partnerships with the most important intelligence services in the democratic world.
A Law graduate, Mr. Maior received in 1992 his LL.M. in International and Comparative Law at the George Washington University, Washington DC. In 1997, he was
conferred a PhD in International Law at the “Babeş Bolyai” University in Cluj Napoca. His PhD dissertation, “National and European Features in Strasbourg
European Court Jurisprudence”, was nominated for the UNESCO Most Prize in 1998. He is a university professor and PhD coordinator at the Department of
International Relations and European Integration within the National School of Political Studies and Public Administration. The President of Romania awarded George
Cristian Maior the National Order of “Faithful Service” in rank of Knight, the National Order “Star of Romania” in rank of Knight and the National Order “Star of

Romania” in rank of Officer. In April 2014, he became a Knight of the “Legion of Honor” order, a title conferred by the President of France.
