Introduction
Police service worldwide is dynamic and will be ever-changing based

on people s perceptions of and need for safety, security, and order.
Police service will change based on recent and historic developments,
’
changes in society, and peoples expectations for resolution of crises,
reduction in crime, community problem solving, and keeping
peace.1
People worldwide who want to understand the system of justice in a
democratic society need to know about the police and particularly how

o cers, deputies, troopers, constables, and agents on the front line
(those assigned to uniformed patrol) perform.2 People should know
ffi ’
about police o cers role in and commitment to guarding the commu-
nity and responding to and managing critical events, and how this
