contingencyoperationsarefinanced. Thisassessmentincludes: (1)An analysisofthestrategicoperatingenvironment. Thisanalysis
reveals significantpostCold Wartrendsthatsuggestpastmethodsoffinancingcontingency operationsareno longerappropriate. (2)
Astudy ofhowcontingency operationsarecurrently financed and an assessmentoftherisksassociated withthesemethods. This
analysistrackstheflowoffundsforthreerecentcontingencyoperations. (3)Anewapproachtofinancingcontingency operationsto
mitigatetherisksassociatedwithachangingstrategic environmentandmoreefficiently allocateresourcesispresented. Themajor
findingsarethatthe postCold Warstrategicenvironmentischangingin waysthatarelikelytoincreasethefrequencyandscopeof
contingencyoperations. Currentmethodsoffinancingcontingencyoperationsarehighlycontrolled, inflexibleand inadequatefor
meetingnational securityneeds. Mission financing isanapproachto resourcingcontingencyoperationsthatfacilitatesadaptationto
theneedsofachangingstrategicenvironmenttoprovideabettermatch between resourcesand mission requirements.
