ABSTRACT
This collection of essays analyzes the history,
philosophy, and politics of the forms of early childhood provision
outside the home for young children in Belgium, Denmark, France,
nd the United Kingdom. In particular,
Germany, Italy, Spain, Sweden,
the essays examine the extent t., which that provision is considered
educational and intended to ensure high quality learning for the
child (rather than a starting point of care). Also considered are:

Biographical Details of Contributors
Teresa Aguado Odina holds a doctorate in Sciences of Education, and
a
licenciate in Educational Psychology. She is a teaching assistant in the
Department of Research Methods in Education at the Universidad Na-
cional de Educacion a Distancia (LINED), in Spain. Her
current work
involves collaboration with Spain's Ministry of Education, in the in-
service education and training of preschool teachers.
Jacqueline Andries is the current President of the Belgian National Com-
mittee of OMEP (l'Organisation Mondiale pour l'Education Prescolaire).
She was the principal of a primary/nursery school (21/2-10 years) before
her retirement. As well as her teaching qualification, she is the holder of
a
diploma in Special Education.
Monica Bergman holds a degree in Art History supplemented with So-
ciology. Since 1980 she has been a lecturer in Social Sciences
at the
University College of Falun Borlange, in Sweden, where she is mainly
involved in in-service and supplementary
cot.:ses for preschool and prim-
ary teachers. For the last seven years she has been a member of the
National Board of the Swedish Association of University Teachers
(SULF), where she brings to bear her interest in the interconnections
between higher education and employment for

Lucia Pusci is a researcher at the Centro Europeo dell'Educatione in
Frascati, Rome, where he is national co-ordinator of the lEA Preprimary
Project. He is an experienced teacher, and holds a doctorate from the
University of Rome. His publications include an edited comparative text
evaluating new curricula in the primary education systems of ten Euro-
pean countries, and
