Thedamis approximately1,770rivermilesupstreamofthemouthoftheMissourinverand approximately11milesupstreamfromthemouthoftheMilkriver. NearlytheentireFt. PeckprojectiswithintheCharlesM.RussellNationalWildlifeRefuge(CMR) boundaries,whichismanagedbytheU.S.FishandWildlifeService(FWS). 1.2. FortPeckProjectPurposes. ConstructionoftheFt.PeckDamwasoriginallyauthorizedbythe1935Rivers andHarborsact. Sinceconstruction,theprojecthasbeenoperatedundermultiple authoritieswhichallowfortheproject'scurrentpurposesoffloodcontrol,navigation, hydropower,wildlife,recreation,andwatersupply. 1.3. CurrentProposal. HouseBillNo.20ofthe1999MontanaLegislatureprovidesfortheestablishment ofamulti-speciesfishhatchery. Thehatcheryiscurrentlybeingevaluatedforlocationat FWti.ldPleicfek,,aMnodntPaanraks.(AFtWPp)re.seTnhteitFwWouPldhabseroepqeureastteeddbtyhetOhemMaohnatDainsatrDicetpaCrotrmpesnotfofFish, Engineers(Corps)prepareaconceptualdesign,environmentalimpactanalysis,andcost estimateforthishatcheryundertheCorps'PlanningAssistancetoStatesProgram, authorizedbySection22oftheWaterResourcesDevelopmentActof1974,asamended. 1.4. NationalEnvironmentalPolicyAct(NEPA). ThisEnvironmentalAssessment(EA)hasbeenpreparedtosatisfytheNational EnvironmentalPolicyAct,theCouncilonEnvironmentalQuality’s(CEQ)implementing regulationsfortheNationalEnvironmentalPolicyAct(40CFR1500-1508),andother appropriateenvironmentalregulations. CEQregulationsrequirethesystematicexaminationofpossibleandprobable environmentalconsequencesofimplementingaproposedaction.
