introduction
The Enhanced Mosque Cluster (EMC) was rolled out in December 2007 and
piloted in the Southeast district. One of the objectives for the EMC team is to
alleviate the challenges of low-income families in the Muis zakat recipient list.
Among others include devolving operational functions from Mosque and
Disbursement & Empowerment Units (MUIS HQ) to mosques within the EMC
framework. EMC will also accelerate the implementation of Mosque
Convention 2005 (MC05) / 2nd MUIS 3-year plan (2M3YP) recommendations.
