En ella su autor intenta hacer pública y comprensible, por medio de la sátira y la parodia, la formación del súbdito ideal deseado por el poder totalitario, y la de denunciar su sistema, su origen, su funcionamiento, su reproductibilidad y sus consecuencias. La sociedad de la época de Bismarck y del Káiser Guillermo II, es analizada en toda su diversidad de clases, desde la aristocracia y la burguesía hasta el proletariado, que son examinados y juzgados implacablemente, casi siempre con una acerada ironía caricaturesca.
