Environment Institute – Tallinn (Est, Swe).

• One of the initiators of the Estonian Civil Society Development Concept

WILL
POLICY AS A PROGRAMME
A course of action or plan of (government) activities or decisions to achieve results
based on wisdom, learned skill and developed craft
• Preparation of programs, development plans, their implementation and
monitoring and evaluation.
• Link between plans, actions, results and impact.
• Policy is a conscious activity or inactivity of the authority.
EXAMPLES
• General – government policy is to ...;
• Field – foreign policy;
• Specific – development cooperation policy;
• Goal – government policy is to make the punishments for traffic violation
stricter.
ACTIONS – RESULTS – IMPACT
POLITICS AS A POLITICAL PROCESS
Actions to improve one`s position and achieve specific interest
• Peaceful solution of conflicts, based on negotiations;
• Solutions of social (public) not private problems;
• Bringing a person to public office through campaigns and elections;
• Representation of a certain view or ideology, may be conflicting.
EXAMPLES

CONNECTED TO CONFLICT AND COOPERATION
POLITICAL WILL
Political will is the commitment of politicians and civil servants to do
something, to enforce certain act, usually for the public welfare.
Lack of political will is characterized by abstinence, superficial performance,
lack of real interest, denial of problems and finding excuses.
Three elements of political will:
1) What does the public authority want?
2) What does the public authority know and what it is able to do?
3) What must the public authority do?
(1) Individual, (2) organizational, (3) public sector-civil society relationship, (4)
societal level.
