Clarification of the Standards of Conduct for Service Providers; Promotion of Religious or Political Causes to
Eligible Clients

‘The “Standards of Conduct” for subcontractors (set out inthe Agreement to Provide Pregnancy Support Services,
paragraph 9, subparagraph (4) says that the “Provide shall not promote aay religious or political cause to an
Eligible Client through any means, including but [not] limited to counseling or written materials.”

‘This does not mean that personnel in your clinic ean never engage in religious discussions with any client. It
means that activities funded by the Positive Alternatives Pregnancy and Parenting Program cannot include any
form of religious o political promotion. The statue authorizing the Program specifically provides that funds
provided under this program “shall not be used to promote or be otherwise expended for political or religious
Purposes, including, but not limited to, counseling or written material.” The Department expects that there willbe
no political or religious promotion in those client discussions devoted to eligibility to participate in the Program,
‘or to arranging services through the Program. However, subcontractors are free to do as they wishin activities
‘that are not funded by this Program, or in discussions with their clients that are not related to the Program of the
services provided thereunder
