Die "Ninegalla-Hymne" stellt die sumerische Gottin Inanna vor, wie sie in ihrem neuen Tempel in Nippur verehrt wird. Inanna, nachweislich seit 3200 v. Chr. in der sudmesopotamischen Stadt Uruk, der Stadt des Gilgamesch, verehrt, nimmt um 1700 v. Chr. in der Stadt Nippur ihren (neuen) Hauptwohnsitz. Sie, die alle anderen Gotter ubertrifft, bringt unter ihrem (Zweit-)Namen nin-e-gal-la ("Herrin des Palastes") alle ihre himmlischen und irdischen Aspekte mit sich, unter denen sie zu verschiedenen Zeitpunkten an verschiedenen Orten Mesopotamiens verehrt wurde. Sie ist Abend- und Morgenstern, Gottin der Schlacht, mustert Vieh und Tempelpersonal, ist um Kranke und Gefangene besorgt, sitzt einem offiziellen Totenopfer vor und erscheint als weibliche Gottheit schlechthin, arm, reich oder unterwegs zu ihrem Gemahl Dumuzi, - ihre Einzigartigkeit wird sichtbar in der Vielfalt ihrer Aspekte. In der vorliegenden Fassung gehort der Text zum Hauptstrom der schriftlichen sumerischen Uberlieferung in altbabylonischer Zeit. Dabei handelt es sich aber vielleicht um die Uberarbeitung einer Hymne, die anlasslich des Neubaus des Inanna-Tempels in Nippur unter Sulgi von Ur (2094-2047 v. Chr.) verfasst wurde.
