3111 This new study challenges the widely held view that many current US
4 adversaries cannot be deterred, maintaining that deterrence should shape
5 US policies toward so-called rogue states and terrorist groups. The book
6 critically assesses the “three pillars” of the Bush administration’s national
7 security policy: missile defense, which preoccupied the administration until
8 9/11; preemption, which became the US focus after the 9/11 attacks; and
9 homeland security, which the administration embraced immediately in the
20111 aftermath of the attacks. James Lebovic argues that US policy has suffered
1 because of severe deficiencies in US strategies. US policymakers promote
2 defensive strategies when they should be emphasizing offensive ones,
3 promote offensive strategies when they should be emphasizing defensive
4 ones, and promote preemptive strategies when they should be relying upon
5 threats to punish countries for acquiring or using illicit weaponry.
6 Deterring International Terrorism and Rogue States ultimately estab-
7 lishes that inadequate offensive and defensive strategies have led US
8 policymakers to pursue open-ended policies without adequate concern for
9 resource trade-offs, overreach, and unintended consequences.

4 James H. Lebovicis on the faculty of the Department of Political Science
5 and the Elliott School of International Affairs at the George Washington
6 University. He has published widely on international conflict, deterrence,
7 military spending, and defense strategy and policy. He is the author of two
