Dear MDE Secretary Ben Grumbles and PSC Chairman Kevin Hughes,

Thank you for your continued leadership to build a clean energy economy and reduce carbon pollution in the Northeast through
the Regional Greenhouse Gas Initiative (RGGI). As you consider future policy scenarios to explore through the 2016 Program
Review, I encourage you to ensure the program is consistent with avoiding the worst impacts of climate disruption and meeting
our new 40% by 2030 climate pollution reduction goal. .

I applaud initial plans to consider reducing pollution by more than 20 million tons from 2020 to 2030 and eliminating the
dangerous loopholes of offsets and the cost containment reserve. However, analysis by Synapse Energy Economics shows we need
even deeper early reductions in carbon pollution from the electric sector. As such, in addition to that scenario, I encourage you to
support evaluating more ambitious cap reductions as well.

Since RGGI was enacted, climate-disrupting carbon pollution from power plants in the region has declined nearly 5% a year, and
the revenues raised to date are projected to save $2.9 billion for households and businesses and create tens of thousands of new
jobs. By continuing that progress -- including fully analyzing an additional 5% annual decline in pollution from 2020 to 2030 and
selecting a cap consistent with state and regional climate goals - we can generate even more benefits for our communities
