Acknowledgments 
As with the first edition, this second edition is designed to apply the rational, systematic approach of the planning process to development of a local economy. The 
book’s layout and content reflect this intention. We hope the reader will come away with a fuller understanding of the economic development planning process, a 
greater appreciation for the role of economic development in overall community development, and some ideas for formulating creative and effective economic 
development strategies. 
In attempting to accomplish these objectives, we have drawn on the knowledge, expertise, and efforts of countless others, to whom we owe a debt of gratitude. Credit 
for many of the program ideas described in Chapter 4, for example, should be extended to the citizens of numerous communities with whom we have worked over the 
years. This fact is further testimony that a local planner’s best resource is the citizenry itself. Versions of the example programs suggested in that chapter were generated 
by planning commissions and economic development committees, and tested by those communities over several years. 
We would also like to acknowledge the many economic development professionals with whom we have had the opportunity to work. Their insights are reflected
