An Introduction

In 1975, every advocate for battered women in Minnesota met in
the upstairs office of Women's Advocates, the only battered women's
shelter in the state. We could very likely have fit every advocate in the
country in a slightly larger room. For many of the feminists in the
emerging movement, this time was filled with excitement and the
sense of radical possibilities. Much has happened in the years that have
followed: substantial reforms in the criminal justice system, greatly
expanded shelter and advocacy services, an industry of domestic vio
lence treatment programs for offenders, and steady growth in research
and evaluation activities. An important development was the initiation
of community intervention projects to modify, coordinate, and moni
tor the response of community agencies.
The Domestic Abuse Intervention Project (DAIP), located in
Duluth, Minnesota, was initiated in 1980 after legal advocates in
other cities had effected changes in every aspect of criminal court
