Preface
The Communication Technologies for Vehicles Workshop series provides an inter-
national forum on the latest technologies and research in the field of intra- and
inter-vehicules communications. This workshop is organized annually to present
originalresearchresultsinareasrelatedtothephysicallayer,communicationprotocols
and standards, mobility and traffic models, experimental and field operational testing,
and performance analysis.
FirstlaunchedbyTsutomuTsuboi, Alexey Vinel, andFreiLiuinSaintPetersburg,
Russia (2009), the workshop has been held in Newcastle-upon-Tyne, UK (2010),
Oberpfaffenhofen, Germany (2011), Vilnius, Lithuania (2012), Villeneuve d’Ascq,
France (2013), Offenburg, Germany (2014 Spring), Saint Petersburg, Russia (2014
Fall), Sousse, Tunisia (2015), San Sebastiàn, Spain (2016), Toulouse, France (2017),
and Madrid, Spain (2018). These proceedings gather the papers presented at the
14th edition of the workshop, which took place in Colmar, France, in May 2019. The
workshopwassupportedbytheUniversityofHauteAlsace,IRIMASInstituteandwith
the technical support of the IFSTTAR, France, and Halmstad University, Sweden.
The call of papers resulted in 15 submissions. Each of them was assigned to the
Technical Program Committee members and ten submissions were accepted for pub-
lication. Each paper had three reviewers. The order of the papers in these proceedings
corresponds to the workshop program. This year the keynote speakers were:
