Executive Summary
This report provides a follow up study to the City of West Miami Engineering Traffic Study prepared
by Marlin Engineering, Inc. in June of 2004. The study identifies projected traffic impacts resulting
from the construction of seven (7) commercial developments within the City of West Miami and the
City’s concerns of cut-through traffic along eight (8) residential streets. The study area is primarily
residential with some multifamily uses and commercial uses along SW 8th Street and along the
southern portion of SW 67th Avenue. The purpose of this analysis is to analyze possible mitigation
measures to slow down and reduce non-local traffic volumes. The scope and parameters of this study
have been developed in consultation with the City of West Miami and the procedures follow the
Miami-Dade County Traffic Flow Modification(s)/Street Closure Procedure, Revised January 2009.
Based on the previous 2004 study, 23 intersections were recommended for traffic calming devices;
19 roundabouts and five locations with other types of traffic calming devices. The devices were
constructed to deter drivers from speeding and to provide safer streets for all users. After comparing
the occurrence of crashes before and after the traffic circles were constructed, reported crashes for
more than half of the the locations were reduced. The traffic circles were significant in improving
safety on the residential streets. As a follow up to the original study, this report investigates the
effectiveness that additional traffic calming devices will have had on reducing speeds, cut-through
traffic and crashes.
Manual turning movement counts were performed at 8 intersections during the weekday morning
and evening peak hours on Tuesday, May 15th, 2019. Additionally, 24-hour count data and speed
data were collected during the same time period on 51 road segments within the project area. To
further identify the need for safety improvements, crash occurrences within the project area was
investigated over a 3-year period from 2016 to 2018.
New trips projected to be generated from seven (7) proposed developments in the study area were
distributed to the existing network based on the distribution patterns outlined in the approved traffic
studies that were provided to the City for each development. The trips were added to the 2019
existing traffic volumes to determine the 2019 background traffic volumes. An annual growth rate
of 0.5% was added to the 2019 background peak hour traffic to determine the future 2024 traffic.
The arterial levels of service (LOS) was evaluated along the six (6) arterials within the project area for
the existing and future conditions to compare projected changes between the 2004 Traffic Impact
Study.
Criteria pertaining to the effectiveness of traffic calming measures was investigated for the
unsignalized residential intersections within the project area. The criteria included an assessment of
excessive daily and peak hour traffic volume, speeding, the occurrence of cut-through traffic and the
occurrence of crashes per year. The impacts of these occurrences on the intersections were gauged
to identify opportunities to implement traffic safety calming measures. Based on a scoring system,
the intersections were sorted and prioritized highest to lowest. Of the 51 intersections studied, 10
locations are recommended for traffic calming treatments to improve safety.

Introduction
Purpose
The intention of this report is to provide a follow up study to the City of West Miami Engineering
Traffic Study prepared by Marlin Engineering, Inc. in June of 2004. The study’s focus was to identify
traffic impacts projected to occur as a result of the construction of seven (7) commercial
developments within the project area. Concerns of cut-through traffic along SW 11th Street, Sylvania
Blvd, SW 23rd Street, SW 22nd Street, SW 66th Avenue, SW 64th Avenue, SW 9th Terrace, and SW 20nd
Street all residential streets, have been expressed by the City of West Miami and local area residents.
Within this area, the neighborhood is primarily comprised of residential homes, with some
multifamily uses and commercial uses along SW 8th Street and along the southern portion of SW 67th
Avenue. Refer to Figure 1 for the study area.
The purpose of this study is to provide an evaluation of the effectiveness of the traffic circles that
were recommended from the 2004 study and installed approximately ten (10) years ago. This study
will also investigate the occurrence of non-local traffic utilizing several residential streets as a cut-
through and analyze possible mitigation measures to slow down and reduce non-local traffic
volumes. The scope and parameters of this study have been developed in consultation with the City
of West Miami and the procedures follow the Miami-Dade County Traffic Flow Modification(s)/Street
Closure Procedure, Revised January 2009.
To identify and address the potential transportation impacts of this project, the following tasks were
undertaken:
• Obtained field data on the existing transportation system. Data collection included
information on intersection spacing, roadway geometrics, sight distances, speed
limits, pavement conditions, traffic controls, and pavement striping and signing.
• Conducted weekday morning and evening peak hour traffic turning movement
counts to establish 2019 existing traffic and pedestrian volumes at eight (8)
locations.
• Performed 24-hour tube counts within the project area to determine the hourly
traffic volumes and 85th percentile speeds.
• Evaluated the peak hour traffic operation at the intersections listed above for the
Existing 2019 condition.
• Identified crashes throughout the project area as reported by Signal Four Analytics
for a period of three (3) years.
• Identified strategies to improve the safety throughout the project area where
crashes were prevalent and 85th percentile speeds were greater than 5 mph above
the posted speed limit.
• Research and report other mitigation measures.

Background
Based on the study completed in 2004, several intersections were recommended for traffic calming
devices. Roundabouts were recommended for 19 locations and five (5) locations were
recommended for other traffic calming devices. To date, a majority of the roundabouts and all of
the traffic calming devices have been constructed. The traffic calming devices were put in place to
deter drivers from speeding and to provide a safer street for all users. As a follow-up to the original
study, this report investigated the effectiveness the traffic calming devices have had on reducing
speeds and crashes within the project area.

Roadway Characteristics
Transportation Network Study Area
The following is a description of the major roadways within the study area. Refer to Figure 2 for the
existing roadway system.
SW 67th Avenue
SW 67th Avenue traverses north-south and is classified as an urban minor arterial street by Miami-
Dade. Within the study area, SW 67th Avenue consists of two travel lanes in each direction with
a two-way center left-turn lane. The 2010 Average Daily Traffic volume (ADT) south of SW 16th
Street was approximately 30,000 vehicles per day. During the same time period, the Average
Daily Traffic volume (ADT) north of SW 16th Street was approximately 31,000 vehicles per day.
The posted speed limit on this segment of SW 67th Avenue is 35 mph.
SW 24th Street (Coral Way)
SW 24th Street traverse’s east-west and is classified as an urban minor arterial street by Miami-
Dade. Within the study area, SW 24th Street consists of two travel lanes in each direction with a
center raised median and left-turn lanes at each intersection. The Average Daily Traffic volume
(ADT) from 2010 as provided by FDOT for SW 24th Street just east of SW 67th Avenue was 28,000
vehicles per day. The posted speed limit is 40 mph.
SW 57th Avenue (South Red Road)
SW 57th Avenue traverses north-south and is classified as an urban minor arterial street by Miami-
Dade. North of SW 10th Street, SW 57th Avenue consists of two travel lanes in each direction.
South of SW 10th Street to SW 14th Street, SW 57th Avenue is comprised of two southbound travel
lanes and one northbound travel lane. South of SW 14th Street, SW 57th Avenue is comprised of
one travel lane in each direction. The 2010 Average Daily Traffic volume (ADT) north of SW 16th
Street was approximately 20,000 vehicles per day. Bicycle lanes are provided along both sides of
the street. The posted speed limit is 35 mph.
SW 8th Street
SW 8th Street traverses east-west and is classified as an urban principal arterial street by Miami-
Dade. Within the study area, SW 24th Street consists of two travel lanes in each direction with a
two-way center left-turn lane. The 2010 Average Daily Traffic volume (ADT) north of SW 16th
Street was approximately 20,000 vehicles per day. The posted speed limit is 35 mph.
SW 62nd Avenue
SW 62nd Avenue traverses north-south and is classified as an urban major collector street by
Miami-Dade. Within the study area, SW 62nd Avenue consists of one travel lane in each direction.

The 2010 Average Daily Traffic volume (ADT) south of SW 16th Street was approximately 7,500
vehicles per day. During the same time period, the Average Daily Traffic volume (ADT) north of
SW 16th Street was approximately 6,600 vehicles per day. The posted speed limit is 30 mph.
SW 16th Street
SW 16th Street traverses east-west and is classified as an urban major collector street by Miami-
Dade. Within the study area, SW 62nd Avenue consists of one travel lanes in each direction. The
2010 Average Daily Traffic volume (ADT) west of SW 62nd Avenue was approximately 13,000
vehicles per day. During the same time period, the Average Daily Traffic volume (ADT) east of SW
62nd Avenue was approximately 12,000 vehicles per day. The posted speed limit is 30 mph.
Land Use
The land use within the project area is primarily comprised of single family homes with a mixture of
residential apartments, commercial/office land uses along SW 8th Street, SW 67th Avenue and SW 57th
Avenue. In general, the land use composition is consistent with the land use blend identified in the
previous study. Refer to Figure 3 for the Existing Land Use Map.
Public Transit
Transit services provided by the City within the project area include bus and shuttle services. Refer
to Figure 4 for the Transit Service map identifying the bus stops, bus routes and the West Miami
Shuttle Route.
Data Collection
Turning Movement Counts (TMC) Volumes
Manual turning movement counts were performed for T.Y. Lin International (TYLI) on Tuesday,
May 15th, 2019 at the following intersections:
o SW 8th Street at SW 67th Avenue
o SW 8th Street at SW 62nd Avenue
o SW 8th Street at SW 57th Avenue
o SW 67th Avenue at SW 10th Street
o SW 67th Avenue at SW 16th Street
o SW 67th Avenue at Coral Way-SW 24th Street
