CITY MANAGER’S OFFICE
• Develop and implement short-term and long-term economic development strategies.
(cid:1) Short-term goals included communicating messages about Moreno Valley’s growth and
building momentum. The City Manager’s Office developed promotional advertising and
hosted several ground-breaking / ribbon-cutting events that mark memorable
milestones that demonstrate progress towards achievement of Moreno Valley’s growth
goals.
(cid:1) Long-term, sustained growth goals included providing support to the Community &
Economic Development Department’s Economic Development Action Plan. The City
Manager’s Office hosted a Community Forum, developed press releases and video
pieces that support the Economic Development Action Plan, and is proposing a Jobs /
Education Employment Initiative to provide training to residents interested in working in
the logistics and healthcare industries.

• Create a comprehensive media and communications plan to promote City services,
programs, and as the place to do business.
The City Manager’s Office drafted and brought the Media & Communications Strategy to
the City Council in October 2011 for approval. Since its adoption, staff has implemented the
following items within the Strategy:
(cid:1) Ensuring timely distribution of accurate information by updating the City’s website daily
and reviewing all departments’ public materials for message continuity.
(cid:1) Maximizing communication resources by placing affordable, local advertising and
drafting responsive opinion-editorials. Ads and articles promoting the City were placed
in publications such as Inland Empire Magazine and several op-ed articles were printed
in the Press-Enterprise on topics including redevelopment and logistics development in
our community.
(cid:1) Enhancing the connection with the community through Town Hall Meetings, electronic
newsletters, and press releases about performance achievements. One Town Hall
meeting was held in each Council District.

• Manage the City’s legislative program, working with legislators and intergovernmental
agencies to advocate in the best interests of the City and the region.
The City Manager’s Office eliminated funding for federal and state lobbyists in FY 2011/12
to comply with the Deficit Elimination Program. As a result, staff took the lead in reviewing
proposed legislation, tracking the status of important bills, and issuing support/oppose
correspondence on critical issues. Funding for lobbyists at the State and Federal levels has
been restored in the FY 12/12 budget.

• Increase our presence and activity with regional agencies including WRCOG and RCTC.
Last year the City Manager assigned specific staff to each Council Member representing the
City on the various regional committees. The result has been regularly scheduled agenda
review meetings with Council and staff, increased staff participation and attendance at
WRCOG, RCTC, and RTA, better informed staff and increased influence for the City. The City
Manager served as Chair of the WRCOG Technical Advisory Committee and the Public
Works Director/City Engineer serves as the Chair of the Public Works Committee.

• Maintain critical City services while addressing the structural deficit through the
implementation of the Deficit Elimination Program.
The City Manager’s Office collaborated with all other departments to draft and implement a
3-Year Deficit Elimination Program (DEP). Ongoing cost saving measures and better-than-
projected revenues enabled the City to maintain services by avoiding the Year 2 DEP
employee layoffs.
Department Accomplishments FY 2011/12
Administration

(cid:1) Developed the Jobs/Education Initiative, collaborating with MVUSD, the RCCD, and the
San Bernardino Community College District (SBCCD) to creating training linkages that
facilitate employment of Moreno Valley’s residents at new / local logistics facilities.
(cid:1) Coordinated 5 Town Hall meetings, one in each City Council district, providing
opportunities for residents to meet their Council representatives, the City Manager, and
Department Heads.
(cid:1) Wrote several Op-Ed pieces published in the Press-Enterprise as well as the Black Voice
News.
(cid:1) Coordinated the City Council’s effort to support the display of “In God We Trust” in the
Council Chamber.
(cid:1) Developed the City’s Media & Communications Strategy to implement the goals and
direction provided by the City Council to improve Moreno Valley’s image by enhancing
communication with Moreno Valley’s residents and businesses, recognize the many
positive aspects of living, working, and playing in Moreno Valley, promoting Moreno
Valley as a Best Place to do Business, and establishing a process / procedure for
maintaining continuity and accuracy of the message the City distributes.
(cid:1) The City Manager held three All-Employee meetings in January, 2012. Topics of
discussion included the Economic Development Action Plan and the progress we have
made in our economic development efforts, the City’s financial status, and the
introduction of the new employee wellness program.

(cid:1) Coordinated efforts to resolve the Edgemont area water issues, including research,
strategic planning and follow up with the input of the City Attorney’s Office and Public
Works, Fire, Financial & Administrative Services, and Community & Economic
Development Departments.
(cid:1) Completed key recruitments to fill the Public Works Director/City Engineer and Human
Resources Director positions.
(cid:1) Participated in Leadership Moreno Valley’s session on Government in October, 2011
and hosted the session on Media Relations in March, 2012.
(cid:1) Coordinated the annual Mayor’s State of the City luncheon with the Moreno Valley
Chamber of Commerce, including development of the Mayor’s address and
corresponding presentation and video.
(cid:1) Represented the City at several League of California Cities Regional meetings for the
Riverside County Division.
(cid:1) Participated and provided oversight in the development and subsequent adoption of
the Mid- Year budget adjustments for the second year of the adopted two-year budget.
(cid:1) Continued participation on the Board of Directors for the Moreno Valley Chamber of
Commerce.
(cid:1) Participated on the Moreno Valley Chamber of Commerce’s Legislative Action
Committee.
(cid:1) Negotiated with the City’s 3 employees groups for new Memorandums of
Understanding.
(cid:1) Coordinated the City’s sponsorship program at the Moreno Valley Chamber of
Commerce’s Wake Up Moreno Valley breakfast meeting in June, 2012.
(cid:1) Updated the City’s legislative priorities, approved by the City Council in January, 2012.
(cid:1) Coordinated the Groundbreaking Ceremonies for the Morrison Park Fire Station,
Heacock Bridge, and Nason/Cactus Street Improvement projects, Ribbon-Cutting
Ceremonies for the Nason/60 Phase I Interchange Improvements and Auto Mall
projects, and the Milestone Celebration for the Nason/60 Ramps.
(cid:1) Conducted a half-day Executive Management Team “Retreat” at the CRC with topics of
discussion including the 3-year DEP, follow up on goals developed at the Council
workshop, Long Range Business Plan, the Economic Development Action Plan,
Jobs/Education Initiative, new financial software, and maintaining momentum.
(cid:1) Updated the most recent Economic Feasibility Study for an in-house police department.
A preliminary draft was presented to the Public Safety Subcommittee in September,
2011.
(cid:1) Served as the coordinator/staff liaison for the Public Safety Subcommittee.

Media and Communications
(cid:1) MVTV-3 won a first place award in the Public Service Announcement category, another
first place award in the Environmental category, and a second place award in the
Economic Development category from SCAN NATOA, the California and Arizona chapter
of The National Association of Telecommunications Officers and Advisors.
(cid:1) Maintained and updated the City’s external and internal web sites to keep information
relevant.
(cid:1) Added Google’s translation tool to the City Web Site, enabling visitors to easily translate
the content to another language by using the “Translate” button located on the top of
each web page. The web pages can be automatically converted into approximately 60
other languages including Spanish, Japanese, Chinese, and German.
(cid:1) Expanded the City’s e-mail distribution list and produced the CityLink monthly e-
newsletter.
(cid:1) Assisted with the Annual State of the City Luncheon, including creating a PowerPoint
Presentation and introduction video.
(cid:1) Coordinated the City’s Veterans Day sunset ceremony at the Veterans’ Memorial on
November, 11, 2011.
(cid:1) Coordinated City’s Memorial Day sunset ceremony at the Veterans’ Memorial on May
30, 2012.
(cid:1) Assisted with the planning for the Annual Mayor’s Gala in October, 2011 (this event is
sponsored jointly by the City and the Moreno Valley Chamber of Commerce.)
(cid:1) Designed and coordinated the thrice-yearly printing and delivery of Moreno Valley
Soaring, the combined CityLink Newsletter and Recreation Guide publication.
(cid:1) Wrote and distributed 138 press releases.
(cid:1) Provided graphics support to various departments, producing over 200 various projects
including original designs for ads, event invitations and programs, banners, signs,
bookmarks, flyers, brochures, and Moreno Valley Soaring.
(cid:1) Produced live broadcasts of the City Council meetings, Planning Commission meetings,
and “Santa Live.”
CITY CLERK’S DEPARTMENT
• Automate records request process to enable sending and tracking record requests
electronically, thus saving time and resources.
Worked with Technology Services to refine the Public Records Request automation;
analyzed the process and provide feed-back on improvements; provided training on Public
Records Requests automation to city-wide staff members.

• Records Retention and Destruction of Expired Records.
This is an ongoing process which will continue into FY 12/13 with the following steps:
Update the Records Retention Schedule and implement an electronic records retention
schedule; coordination of training for the Records Management Task Force conducted by
the records consultant on records management; facilitate destruction of records city-wide
in order to reduce off-site storage inventory.

• Automate electronic contract management through Sire processing (implement workflow
processes).
Initiated electronic contract management processes expediting the availability of public
records. The process will minimize scanning. This is an ongoing process which will be
continued into FY 12/13.

• Introduction of customization features on the agenda.
This goal will be carried forward into FY 12/13.

• Convert to Sire Minutes program to minimize time and labor involved in preparation of
minutes and to achieve seamless integration with AgendaPlus system.
City Clerk staff members have been cross-trained to utilize the Sire Minutes Plus software.
There have been minor issues that have been identified and addressed.

• Implement electronic distribution of agenda packets via iPad to achieve cost savings by
reducing the number of copies produced and reducing labor and material cost.
Electronic distribution of the City Council agenda packet was implemented on March 2011.
Council Members and executive staff can easily download the agendas and view supporting
materials, through a link provided by the Clerk’s staff. This method has proven to be an
efficient and expedient means of distributing the agenda.

• Councilmanic Redistricting.
Collaborated with National Demographics Consultants by assisting and coordinating
redistricting activities for the community; conducted public outreach in order to provide
opportunities for the public’s input; this included coordinating of community meetings;
disseminating of redistricting materials at all public meetings; posting redistricting
information on the City’s website; and coordinating of translation of redistricting materials.

• Continue supplementing staff by recruiting volunteers.
The City Clerk’s Department had one student intern during the year. The department will
continue to work with Volunteer Services to place new volunteers.

(cid:1) Continued scanning and processing documents, which included resolutions,
ordinances, minutes, agendas, and agreements into Sire’s Web Center.
(cid:1) Worked on the biennial review of the Moreno Valley Conflict of Interest Code.
(cid:1) Monitored and processed FPPC filings for approximate 180 public officials and
consultants.
(cid:1) Processed 240 Public Records Requests electronically.
(cid:1) Processed 85 claims.
(cid:1) Continued developing and expanding the Customer Relationship Management System.
(cid:1) Initiated 289 CRMs.
(cid:1) Facilitated and processed appointments to various Council advisory boards and
commissions.
CITY ATTORNEY’S OFFICE
• Create and implement an electronic request for legal services submittal and tracking
system.
Partially implemented. The ability to submit requests electronically has been implemented;
however, the majority of requests are still being submitted in hard copy form by city staff.

• Continue comprehensive municipal code review recommending revisions and updates as
appropriate
This is an on-going process.

• Explore creating a “Problem Properties” task force with PD, Code, Building and Fire to
meet monthly and coordinate efforts on single properties/businesses with substantial
enforcement and nuisance related issues
This has not yet been implemented.

• Provide additional training to Enforcement Officers (Rights of Entry, Report Writing,
Evidence Gathering, Warrants)
This is in process and is on-going.

• Create municipal code cheat sheet for Enforcement Officers in field (paper and online)
This has been started, but not yet completed.
Department Accomplishments FY 2011/12
(cid:1) Responded to over 852 Requests for Legal Services, consisting of but not limited to
contract review, legal advice, review of records, etc.
(cid:1) Reviewed and processed staff reports for Council Meeting Agenda packets.
(cid:1) Provided legal support for all City Council meetings, Planning Commission meetings and
other board and commission meetings throughout the year.
(cid:1) Handled and monitored in excess of 12 litigation matters.
(cid:1) Settled litigation regarding Lasselle Sports Park requiring surety to construct park in
2011-2012.
(cid:1) Worked closely with Risk Management to monitor potential litigation against the City.
(cid:1) Worked with Building and Safety, Code Enforcement, Police, and Fire Prevention on
more than 731 cases. Recovered $ 223,973.00 in fines, fees and costs owed to the City.
(cid:1) Provided AB1234 Ethics Training to City Council, Executive Board and Commission
Members.
COMMUNITY AND ECONOMIC DEVELOPMENT
Administration
• Facilitate new development and business opportunities in major shopping areas including
TownGate, Stoneridge Towne Centre, Moreno Beach Plaza, and Moreno Valley Plaza.
New openings include Anna’s Linens, Five Guys Burgers & Fries, Fallas, Harbor Freight Tools
and Family Dollar. Coming businesses include TJ Maxx, HomeGoods, Chipotle, McDonalds
and LA Fitness.

• Partner with CW Capital, the new owner of the Moreno Valley Mall in enhancing the
shopping experience and overall effectiveness of the 1.25 million sq. ft. regional mall.

New openings include Rue 21 and Forever Perfumes. Coming businesses include Round 1
and larger Forever 21 store, plus plans for new restaurant development.

• Work with Moss Bros. Auto Group in the upgrade and expansion of the Moreno Valley
Auto Mall.
Volkswagen dealership opened in November 2011, with discussion underway with several
other potential dealerships. Moss Bros. Auto Group underway with $8 million upgrade to
dealership facilities over the next two years. Final phase of City’s capital improvement
project funded by RDA bonds was started spring 2012.

• Facilitate new industrial development projects aimed at producing new business
development and the creation of new employment opportunities in the community.
Harbor Freight Tools DC opened in November 2011 at Centerpointe Business Park, with
plans already underway to expand the facility up to 1.95 million S.F. Three projects with
total of 2 million S.F. under construction and three more with nearly 4 million S.F. ready to
start construction, along with having active negotiations underway with major users.
Specific Plan and EIR underway for the 41 million S.F. World Logistics Center that is planned
for eastern area of Moreno Valley.

• Undertake a workshop with Developers (residential, commercial-retail, and industrial) to
seek ways to enhance the development services processing timeframe in Moreno Valley.
Worked with the ED Subcommittee to initiate quarterly Developer Workshops starting
summer 2011.

• Work with the Economic Development Subcommittee in developing an effective Economic
Development Strategy, including assessing Moreno Valley’s strengths and weaknesses.
Worked with the ED Subcommittee to implement the first year of the ED Action Plan and
other initiatives to advance economic development efforts.

• Establish a framework on improving Moreno Valley as a ‘top place to do business’.
Adopted the Action Steps to make Moreno Valley a Best Place to do Business.

• Continue to facilitate ways to improve the business environment in the community
including 1) cooperating the with local chambers of commerce, 2) operating the Business
Roundtable program, 3) conducting the Spotlight on Moreno Valley Business program,
and 4) expand the Shop MoVal marketing program.
Continue active involvement with the local chambers of commerce, including conducting
the Business Roundtable program and implementation of new program called—City &
