FOREWORD
The Central Institute of Freshwater Aquaculture (CIFA), Kausalyaganga,
Bhubaneswar during its two and half decades of journey has contributed immensely
to the growth and development of freshwater aquaculture in the country. The
sustainable finfish and shellfish production, productivity and profitability largely
depend on the contribution of the fish farmers through their informed decisions
and actions. During the process of technology adoption fish farmers do experiment
to modify scientific technology in order to suite their situation as well as to get
more profit at sustainable level. In this process many new ideas, practices, ways
and management methods are generated by them which may be very much useful
in that particular area for desired social and economic outcome and thus such
farmers may be designated as an innovator aquaculturists. Hence it is essential to
identify, recognize and promote those farmers who are actually grass-root
innovators in aquaculture. Benefits accruing from such innovative ideas need to
be widely shared by the farmers of other regions of the country. Considering its
significance the Secretary, DARE and DG, ICAR, New Delhi, has directed to all the
ICAR Institutes to conduct “Farm Innovators Meets”. Therefore, CIFA is organizing
an “Aquaculture Innovators Meet” on 10th July, 2011 to share cases/success stories,
innovative ideas and management practices in freshwater aquaculture for the
benefits of various stakeholders.
I hope that from this “Aquaculture Innovator’s Meet” many issues will emerge
and this compilation will be beneficial to fish farmers, entrepreneurs, students,
development functionaries and researchers.

Delhi, Dr. S. Ayyappan, for his constant guidance, inspiration and support for
organizing the Meet. I am extremely grateful to Hon’ble DDG (FY) ICAR, New
Delhi Dr (Mrs) B. Meenakumari for her valuable support and encouragement.

the success stories/case studies and bringing out this compilation on the occasion
of Aquaculture Innovator’s Meet. Thanks are also due to all members of organizing
committee of the Meet. Aquaculture innovators deserve special appreciation for
generating innovative ideas and practices in aquaculture and their participation in
the Meet.

With diverse agro-climatic conditions the country is endowed with diversified
freshwater resources having immense potential of fish production for the desired
social and economic outcome. In this direction the contribution of aquaculture
scientists in the field of modern freshwater aquaculture technologies for achieving
food security is laudable. It is also seen that farmers do experiment with their
resources and available technological options for maximizing outputs. Through
years of trial and error, farmers come up with several locally tested practices, which
become highly popular in that area.
In principle any idea, practice and object which is perceived as new by an individual
is known as innovation. It emerges out of farmer's long experience and wisdom
based on their analysis of own micro level farming situation. This sort of
innovations at grass-root level need to be encouraged recognized and shared among
farmers of similar agro-climatic region. Valuable ideas and technologies generated
by them remained unnoticed for want of proper documentation and opportunities
for wider dissemination. The innovators can contribute in equal measures in
planning, research and dissemination of the technology and development. In view
of this, as per the directives from the Secretary, DARE and DG, ICAR, New Delhi,
the Central Institute of Freshwater Aquaculture, Kausalyaganga, Bhubaneswar is
organizing an "Aquaculture Innovators Meet" on 10th July, 2011 in the
commemoration of CIFA Silver Jubilee Year. The purpose of this Meet is to recognize
the farm innovators as well as to share the cases/success stories, innovative ideas
and management practices in freshwater aquaculture among various stakeholders.
Hence a total of sixteen selected case studies /success stories authored by
experienced scientists are presented in the Meet and documented in this booklet.
The facts provided in this booklet are solely farmers and authors views. This
endeavor would be helpful in wider dissemination of the innovative technologies
among the end users.

Water harvest on hilly terrains for aqua-farming: A case study

Introduction
Increasing population, urbanization, industrialization and diversified crop
intensification likely exert pressure on nature endowed productive land and water
resources for producing required food for our growing mass. Under such condition it
is worthwhile to utilize existing untapped unproductive and/or under productive
land and water resources by integrating the modern scientific knowledge for increasing
the biological productivity. In this regard, the hilly terrains remain untapped or under
utilized for productive purpose. A significant advantage lies in making best use of
huge quantity of water flowing from large catchments area, including hills carrying
rich organic matter and leaf litter with it. But this flows down into streams without
any productive use. Conservation and storage of such potential water in ponds can
enhance its biological productivity through aquaculture. Hence, an attempt was made
to construct earthen ponds to harvest, store and manage rainwater for aquaculture on
hilly terrains. The main objective in establishing this fish farm (Fig.1) at Bhatapadagarh,
Banpur, Khurda, Orissa was to increase productivity of unexploited unproductive
hilly terrain land by constructing a series of ponds in such a way that upper ponds
should receive rain water from the catchments area of the hill through gravitational
flow. The lower ponds should receive water from upper ponds by the gradient
differences to store rain water from the hilly catchments area. To construct carp
hatchery complex to produce carp spawn, fry, fingerling and yearlings at commercial
scale to meet the regional requirements, besides providing employment to local poor
through aquaculture operation, recharging soil and conserving soil etc. This may be
helpful in making easy access of carp spawn, fry, fingerling, yearlings and table size
fish for the rural farmers of the region by improving the productivity of unproductive
hilly terraced land at Bhatapadagarh. It may also provide employment to rural youths;
improve livelihood and nutritional security of farmers in the hilly region.
Background information
The proprietor of this farm Mr. Manabendra Moharatha (63) after completion of his
education (Master degree in Arts, Anthropology), was looking after his parental prop-
erties including agriculture, horticulture and live stocks on traditional ways. Mr.
