Key Results from Census 2011

Introduction and Highlights
Census of India 2011 was conducted in two phases. The first phase, called the
“Houselisting and Housing Census” was undertaken a few months prior to the second
phase termed as “Population Enumeration”. The objective of the Houselisting and
Housing Census Operations is to identify each building/census house and also to ascertain
the quality of the census house, amenities accessible to it and assets available to the
households living in those census houses. The fundamental principle is to cover the entire
country in a systematic manner without omission or duplication. The enumerator collects the
required information by visiting each and every household and canvassing a written
questionnaire called the Houselist and Housing Schedule. In Census 2011, a period of 45
days was given for this purpose. Every State/Union Territory chose this period in a time
window starting April 2010 to September 2010 depending upon their convenience.

2. In Karnataka, the Houselisting and Housing Census was conducted from 15th April to 1st
June, 2010. Approximately one lakh enumerators and 17 thousand supervisors were
engaged for this operation in the State. The households were visited across the length and
breadth of the State. What made the exercise even more challenging was the fact that the
information was collected on 35 items and 8.5 lakh Census Schedules were canvassed. A
truly gigantic exercise was accomplished with clockwork precision!

3. Each Census in India since the first one in 1872, has attempted to capture the socio-
economic, demographic and cultural diversity of this vast country and present it through
measurable indices. In this attempt, each succeeding Census has attempted an
improvement over the previous one.

4. As per the Houselisting and Housing Census, the census houses increased from 1.38 cr
to 1.79 cr. There is an increase of 0.30 cr census houses for residential and partly
residential purposes. The data indicates that the housing gap has reduced. There is an
improvement in the construction material used for roof, wall and floor. Thus, there is a
substantial improvement in the quality of housing both in rural and urban areas.

5. As regards amenities available with the households, 88.5% of households are using Tap,
Tube well, Hand pump and Covered well as the main source of drinking water while 66.1
percent of these households use tap water. Only 44.5% of households have source of water
within the premises while 37.3% of households have to fetch water from a source located
within 500 m in rural areas/100 m in urban areas and 18.2% still fetch drinking water from a
source located more than 500 m away in rural areas or 100 m in urban area.

6. As far as Main source of lighting is concerned, 90.6% households use electricity which
shows an increase of 12 pt over 2001. The rural-urban gap has reduced by 8.6 percentage
points from 18.3% in 2001 to 9.7%.

7. 74.8% of the households have bathing facility within the premises, showing an increase
of 15 pts over 2001.

8. 60.7% of the households have drainage connectivity with 34.6% have the open drainage
and 26.1% have the closed drainage.

9. 51.2% of the households have latrine facility within premises with 36.9% households
have water closet and 13.6% households have pit latrine. There is 13 pt decline in
households having no latrine from 62% to 49% in 2011.

10. 89.3% households have Kitchen facility with 87.6% within premises and 1.7% outside
premises. 60.7% of the households are using firewood/crop residue, cow dung cake/coal
etc. and 5.4% households use Kerosene. There is an increase of 14 pts in use of LPG from
18% in 2001 to 32% in 2011.

11. As regards mode of communication, there is an increase of 23.1 % in television and a
corresponding decline of about 23.9% pt in use of radios/transistors. Less than 1 out of 8
households have Computer/laptop with only 4.8% having internet facility. The penetration of
internet is 11% in urban as compared to less than 0.7% in rural area. 71.6% households
have Telephone/mobile facility with 84.8% in urban and 62.6% in rural area. The penetration
of mobile phone is 64.6% and landline is 15.0%.

12. In the modes of transport 33.9% of the household are having bicycle, 25.6% two
wheelers and 6.3% four wheelers. There is an increase of 11 pt in two wheeler and 3 pt in
four wheelers, with bicycle showing increase of 3 pt only. 61.1% of the households are
availing banking facilities with 64.4% in urban and 58.9% in rural areas. The rural urban
difference has reduced from 13 to 5 pt.

13. 14.3% of the household do not have any of the specified assets.
14. The Meta Data and Data Standards (MDDS) Committee constituted for various
e-governance applications involving DIT and NIC under the chairmanship of the Registrar
General, India, recommended that the code numbers should be continuous all over India, so
that there is no need to change codes with creation of new state/district, etc., and only the
linkage codes will be changed. Accordingly, the district codes of the State used in this
booklet is the continuous number for the entire country and the same will be followed in all
future publications.

CONCEPTS & DEFINITIONS
01. Premises
Premises means building along with the land and/or common places in case of apartments/
flats/multi storey building attached to it. A building may not always have a compound wall or
fencing. In such cases, land or the common place as the case may be, that is available to the
household may be treated as “premises”.

02. Building
A ‘building’ is generally a single structure on the ground. Sometimes it is made up of more than
one component unit which are used or likely to be used as dwellings (residences) or
establishments such as shops, business houses, offices, factories, workshops, worksheds,
schools, places of entertainment, places of worship, godowns, stores, etc. It is also possible that
buildings which have component units may be used for a combination of purposes such as
shop-cum- residence, workshop-cum-residence, office-cum-residence, residence-cum-doctor's
clinic etc.

03. Census House
A ‘census house’ is a building or part of a building used or recognized as a separate unit
because of having a separate main entrance from the road or common courtyard or staircase,
etc. It may be occupied or vacant. It may be used for a residential or non-residential purpose or
both.

04. Households
A ‘household’ is usually a group of persons who normally live together and take their meals from
a common kitchen unless the exigencies of work prevent any of them from doing so. Persons in
a household may be related or unrelated or a mix of both. However, if a group of unrelated
persons live in a census house but do not take their meals from the common kitchen, then they
are not constituent of a common household. Each such person was to be treated as a separate
household. The important link in finding out whether it was a household or not was a common
kitchen. There may be one member households, two member households or multi-member
households.

TYPE OF DRINKING WATER SOURCE

The data were collected on ten types of drinking water source. The heading of the question has
been changed from “Drinking water source” to “Main source of drinking water”. Drinking water
cannot be classified as ‘safe’ or ‘unsafe’ without proper testing. However an attempt has been
made for improving the categorization of the sources of drinking water through provision of
separate codes for ‘tap water from treated source’ and ‘tap water from untreated source’.

The type of source, which is availed of more during the greater part of the year, has been
recorded. Handpump means where the water is taken out manually by operating handpump.
Tubewell/Borehole means where sub-soil water is taken out through electricity or diesel pump.

LOCATION OF DRINKING WATER SOURCE
i.) Within premises: The type of drinking water source is considered within the premises if the
type of drinking water source used is located within the premises of the census house where the
household lives.

ii.) Near the premises : The type of drinking water source is considered ‘ Near the premises’
only if the type of source used is located within a range of 100 metres from the premises of the
census house in urban areas and within a distance of 500 metres in the case of rural areas.

iii.) Away: For the households living in urban areas, the type of drinking water source is
considered ‘Away’ if the type of drinking water source used is located beyond 100 metres from
the premises of the census house. For households living in rural areas, the type of drinking
water source is considered ‘Away’ if the drinking water source is located beyond 500 metres.
