Detail Design and Class Environmental Assessment Study
1.0 INTRODUCTION
AECOM has been retained by the Ontario Ministry of Transportation (MTO) to undertake a
Detail Design and Class Environmental Assessment (EA) for improvements to the Queen
Elizabeth Way (QEW) from east of Cawthra Road to The East Mall. The project limits are
located in the City of Mississauga, City of Toronto and Region of Peel.
A Public Information Centre (PIC) was held for the QEW Improvements from East of Cawthra
Road to The East Mall project as follows:
Monday December 18th, 2017
4:00 p.m. to 8:00 p.m.

The PIC was conducted as an informal drop-in centre (open house) from 4:00 p.m. to 8:00 p.m.
A preview session was held for municipalities, external agencies and Indigenous communities
from 3:00 p.m. to 4:00 p.m. Representatives from the MTO, Region of Peel, City of Mississauga
and the Consultant Team were available to answer questions and discuss the project.
The following Project Team representatives from the Ministry of Transportation and AECOM
staffed the PIC.

2.0 PURPOSE
The purpose of the PIC was to provide an update since the Preliminary Design Study in 2016,
present and receive feedback on the project process, the recommended Detail Design Plan for
the project (for both Contract 1 and Contract 2), mitigation measures to address potential
environmental effects and next steps. Attendees were encouraged to complete a comment
sheet or take one to send in at a later date. The deadline for stakeholder PIC comments was
January 4th, 2018.
3.0 PUBLIC NOTIFICATION
Prior to the PIC, the following activities were carried out in order to make the details of the PIC
known to the study area property owners and other interested stakeholders and those on the
Project Contact List:
· A Notice of Detail Design Commencement & Public Information Centre was published in
local newspapers to inform the public of the project. This notice was placed in the following
newspapers on the dates listed below:
o Le Metropolitan newspaper in French on December 6, 2017;
o Mississauga News newspaper in English on December 7, 2017; and,
o Etobicoke Guardian newspaper in English on December 7, 2017.
· Notification letters advising of Detail Design Commencement and the Public Information
Centre were mailed to those on the Project Contact List on December 5, 2017 (including
MPPs, Indigenous communities, External Agencies (local municipalities, utilities, emergency
services, school boards, and environmental agencies), interest groups and members of the
public). The letters to external agencies also included a Stakeholder Contact Information
Form.

A Roll Plan illustrating the entire project limits was presented at the PIC for viewing purposes.
Fact sheets on various topics were also available for review and pick up at the PIC as well.
In addition to the display material, handout packages of the displays were made available for
attendees of the PIC. Comment sheets were also available for attendees to fill out at the PIC or
take home with them. For a complete copy of the display materials/handout packages and
comment sheet please refer to Appendix B.
5.0 ATTENDANCE/COMMENTS
A total of 244 individuals attended the preview session and PIC and signed the register. In
addition to verbal comments, the Project Team encouraged visitors to express, in writing, all
suggestions, comments, or concerns that they had regarding the information presented. Thirty-
eight (38) comment sheets were received at the PIC and one (1) comment was submitted via
mail following the PIC. Please refer to Appendix C for the PIC comments and responses.
In the weeks and months following the PIC additional comments were submitted via email and
telephone to the Project Team as well as through the Project Website

All comments received have been responded to.

THE PROJECT
AECOM has been retained by the Ontario Ministry of Transportation (MTO) to undertake a Detail Design and Class Environmental
Assessment (EA) for improvements to the Queen Elizabeth Way (QEW) from east of Cawthra Road to The East Mall. The project limits are
located in the City of Mississauga, City of Toronto
and Region of Peel.
PROPOSED IMPROVEMENTS
• Replacement of the QEW / Dixie Road
Underpass and reconfiguration of the QEW /
Dixie Road Interchange to a full-moves
interchange including modifications to
municipal roads;
• Replacement of the Etobicoke Creek Bridge;
• Replacement of the Ogden Pedestrian Bridge
and structural culvert west of Dixie Road;
• Rehabilitation of The West Mall Ramp bridges
over Etobicoke Creek and the QEW;
• Realignment of local service roads;
• Rehabilitation of the Brown’s Line Overpasses;
• Localized QEW widening to accommodate
operational and safety improvements and to
maintain six lanes of traffic during construction;
• Drainage improvements including the addition of stormwater management ponds;
• Watermain and sanitary sewer works;
• Modifications to / installation of retaining walls, noise barriers, sign-structures, traffic signals and illumination.
A Transportation Environmental Study Report (TESR) was completed in January 2016 for the QEW from Evans Avenue to Cawthra Road
(W.O. 09-20003) and approved by the Ministry of Environment and Climate Change on September 25, 2017. The recommendations from
the TESR will be built upon as part of the Detail Design study.
THE PROCESS
This project is following the approved planning process for a Group ‘B’ project under the MTO Class EA for Provincial Transportation
Facilities (2000), with the opportunity for public input throughout the project. Following the Public Information Centre (PIC), a Design and
Construction Report (DCR) will be prepared to document the study process, design details, environmental impacts and mitigation measures,
and a summary of consultation undertaken. The DCR will be made available for a 30-day public review period. The DCR review period will
be advertised in local newspapers, the project website, and mailed to those on the project contact list.
PUBLIC INFORMATION CENTRE
The public is invited to attend the PIC on:
December 18, 2017 The public is invited to attend the upcoming PIC for this project. The purpose of the PIC is
4:00 p.m. to 8:00 p.m. to present and receive input on the recommended Detail Design plan, construction staging
Le Tréport Convention Centre details, and proposed mitigation measures to address potential environmental impacts. This
1075 Queensway East PIC will be an informal drop-in centre with representatives from the MTO and the
Mississauga, ON L4Y 4C1 Consultant Team available to answer questions and discuss the project.
