1 SCOPE OF WORK
1.1 Objective
1.1.1 The objective of the present technical requirement is to support and maintain the
helicopters of the Hellenic Ministry for Citizen Protection (MCP), operated by the
Hellenic Fire Brigade (HFB) from a technical, managerial and supply aspect as
well as to train1 the technicians and operators in order to validate and re-validate
them, whenever requested, to the types of the ministerial helicopter flight
means. The objective is to reconstitute and to secure the airworthiness of the
helicopters in order to cover the support requirements current and future needs.
1.2 General
1.2.1 This Scope of Work (SOW) presents general Programme requirements;
conceptual information and specific work requirements and is divided into
following sections: Scope, Programme Management Requirements, Technical
Requirements, and Attachments.
1.2.2 It further describes the requirements for Continued Airworthiness Management
Organisation/Approved Maintenance Organization (CAMO/AMO) fleet support,
which shall include scheduled and unscheduled maintenance, comprising but
not limited to: daily inspections, Phase Inspections, Service Bulletin (SB),
Airworthiness Directives (AD) or any other requirements of airworthiness which
are designated as mandatory by the HCAA, applications and retrofit installations
on helicopter models AS-332 L1, BK-117 C1operated bythe HFB.
1.2.3 These services shall be primarily performed at the HFB Main Operation Base
(MOB), Athens-Eleftherios Venizelos International Airport where the Contractor
shall provide a sheltered working place when requested by HFB. However,
depending on the mission scenario, HFB might request Contractor support
services on short notice also at Foreign Operation Bases (FOB) like the state-
owned airports of Corfu, of Alexandroupoli, Macedonia, Rodes Islands or any
other areas approved by the HCAA. Ground handling charges at MOB and at
FOB shall be quoted separately.
Note: CAMO’s: Continuing Airworthiness Management Organizations manage
the aircraft on behalf of owners/operators to ensure all scheduled maintenance,
defect rectification and any Airworthiness Directives or Service Bulletins are
carried out. They also generate the scheduled maintenance, informing the
maintenance organization exactly what tasks need to be carried out.

i. For all Helicopter(s), CAMO/ AMO services shall apply immediately after
commencement of the contract.
ii. Missing parts, units or disassembled equipment of the helicopter, NSPA
reserves the right to furnish such parts, units or equipment as GFP.
iii. Missing parts, units or disassembled equipment of the helicopter which cannot
be provided as GFP have to be procured/ provided by the contractor. The cost
for such parts, units or equipment shall be treated as Over and Above using
the RIS procedure.
1.2.4 The helicopters AS-332 L1 (2 each) and theBK-117 C1 (3 each) within the
scope of work are manufactured by MBB/ Airbus and constitute the HFB fleet.
The HFB helicopters are operated under civil regulations and directives under
the registration of the Hellenic CAA (HCAA). These helicopters are maintained
i.a.w. EASA Part 145 and the approved HCAA maintenance plan.
1.2.5 It must be noted that the HFB is not employing qualified aircraft technicians
andtherefore require full maintenance support.
1.2.6 In case the HFB will have qualified technicians in the future the Contractor shall
accept the involvement of the technicians mentioned above in the maintenance
(line and base maintenance), inspections or damage repairs that might be
executed on the HFB helicopters, in accordance with the rights and obligations
on the basis of their degrees and at no additional cost, thus allowing the
Hellenic CAA to validate their licenses once they are due for renewals.
1.2.7 Similarly, this shall apply to any additional new hired HFB technician trainee, but
is limited to no more than 3 technicians at the same time.

1.2.8 The services to be provided shall include, but will not be limited to:
a) Full CAMO Services as per EASA Part-M
b) Full AMO services as per EASA Part-145
c) Daily Inspections such as : Pre-/ Transit-/ and Post Flight Inspections
d) Replacement of Operation Time Limit Parts (OTL)
e) Component2 repair & overhaul
f) Service Bulletin application
g) Alert Service Bulletin / AD’s application
h) Service Letter compliance
i) Engineering Order incorporation
j) A/C recovery
k) Helicopter painting
l) Helicopter phase inspections:
i. Aging Inspection
ii. Type “G” (Overhaul)
iii. Type “A”
iv. Type “T”
v. Combinations of the above inspections.

1.3 Air Craft recovery
1.3.1 In case a helicopter cannot return to its Main Operation Base by its own means,
the Contractor shall troubleshoot and repair the helicopter on site. If the
helicopter cannot be repaired on site, the Contractor shall recover the helicopter
and transfer it to either its MOB or to the contractor’s facility, whatever is more
cost effective. To be decided on a case by case basis. The quotation for transfer
services shall be submitted i.a.w. RIS procedure.
1.4 Communication language
1.4.1 The official communication language between HFB and the contractor to meet
the objectives of this SOW is set to Hellenic (Greek). Therefore, if required, the
contractor must have adequate daily personal interpretation and translation.
1.4.2 Communication language, verbal and in writing, between NSPA and the
contractor is English.
1.4.3 In case any correspondence between the contractor and the HFB, originally
been written in Hellenic (Greek) language, is of relevance to NSPA too, the
concerned correspondence must be translated by the contractor into English.

1.5 Event of Strike
1.5.1 The contractor must provide constant services (24/7/365) even in the event of
strikes.

1.6 Headings
1.6.1 The various headings in this SOW are inserted for convenience only and shall
not affect the meaning or interpretation of this SOW or any revision.

2 PROGRAMME MANAGEMENT REQUIREMENTS
2.1 General
2.1.1 This section describes the Programme tasks to be performed by the Contractor
in the different management areas. As a reference, the use of the EN9200
(Aerospace series) Programme Management and Specification of Project
Management is highly recommended.
2.1.2 Compliance evidence with any requirement shall be demonstrated by means of
presenting valid certificates or adequate documents to allow its evaluation upon
offer reception.
2.2 Programme Airworthiness and Quality System
2.2.1 The contractor is responsible for all quality and airworthiness aspects. He (and
any existing Sub-Contractor) shall comply with the “European Aviation Safety
Agency” (EASA) Regulations and follow the guidelines established by the
Hellenic Civil Aviation Authority (HCAA) in order to achieve continued
Airworthiness.
2.3 Quality Assurance
Considering the complexity of this contract the Contractor must work out a special
Quality Assurance Plan which will include at minimum the following:
2.3.1.1 Special Measures
The Contractor must implement a precise rendering of special measures to be taken
in order to meet contractual agreements and requirements.
2.3.1.2 Basic Risks and Provisions
The appointed Contractors QA Manager and the Programme Manager will conduct a
risk analysis. In the Quality plan defined by the Contractor support measures will be
integrated and will include special regulations.

2.4 Quality Inspections / Acceptance Tests
2.4.1 When Daily Inspections are performed by the Contractor, he will, upon
completion of all inspection points release the helicopter to service.
2.4.2 Upon the periodic inspections/repairs as described in this scope of work are
completed, the Contractor shall notice the date for the HFB acceptance at the
latest four days before intermediate inspections and four days before final
acceptance.
2.4.3 Handover survey
At delivery of each helicopter to Phase Inspection the Contractor and the HFB
survey the related helicopter, including the related work specification and
documentation. A related handover protocol will be signed by both parties.

2.4.4 Quality Audits
For auditing purposes NSPA/HFB may at the duration of the Phase Inspection
perform at least two intermediate Inspections on prior request.
2.5 Programme Planning, Monitoring, and Control
2.5.1 General Management Requirements
2.5.1.1 The Contractor shall analyze, document, and submit the management
requirements included in this SOW.
2.5.1.2 An initial Programme Kick-off meeting shall be conducted within 30
days of contract award at the Contractor’s facility.
2.5.1.3 Programme Management Review Meetings can be called by NSPA /
HFB or the Contractor and shall be attended by all parties.
2.5.1.4 The Contractor shall produce the minutes of the Programme
Management Review Meeting(s) and distribute hard/soft copies within
two weeks after the meeting(s).
2.5.1.5 The Contractor shall demonstrate continued progress to date to include:
schedule compliance, Programme staff status, subcontracting status,
interface activities with Sub-Contractors, and technical performance.
Any issue that could preclude performance of the activities of this
Programme shall be identified, indicating potential resolution
alternatives (if any). Further details are provided in paragraph 2.6
(Reporting) of this document.

2.5.2 Programme Technical Performance Control
2.5.2.1 The Contractor’s performance management shall allow NSPA/HFB to
continually verify the compliance of the performances with the Technical
Requirements (see Part 3 of the SOW) and to control their evolution
during the whole Programme. Further details are provided in paragraph
2.6 (Reporting) of this document.
2.5.2.2 Technical performance monitoring will be performed by NSPA and
HFB.NSPA may delegate this authority to HFB appointing a Contracting
Officer Representative (NSPA-COR) .

2.6 Reporting
The Contractor shall deliver to NSPA/HFB the reports set forth in this document,
and any relevant information and/or data related to the performance of the
contract that may be reasonably requested by NSPA/HFB. Formats, periodicity,
and specific data elements will be defined/agreed upon during Programme Kick-
Off Meeting and shall meet the requirements of EASA Part M.

2.6.1 Recurring Reports
The Contractor shall prepare an analytical statement to the NSPA/HFB at the
end of each month. This statement should include, in this order, nomenclature,
P/N, S/N (when applicable) and quantity of each part type (consumable or not)
unit, the contractor purchases on behalf of the HFB, uses, replaces or sends
abroad for repair.
2.6.1.1 Helicopter Phase Inspection Acceptance Report
The Contractor shall prepare and submit a phase inspection/
modification acceptance report per helicopter at the end of each phase
inspection to provide evidence of the HFB Staff (COR/DQAR)
acceptance of work and to support shipping and invoice processing.
2.6.1.2 Programme status reports
The Contractor shall prepare for the HFB every two (2) weeks a
simplified status report summarizing performance to date, current
issues, major problems or deficiencies with impact, and recommended
solutions, comparisons of status achieved to planned goals (milestones,
schedules). These reports shall include metrics created in support of
internal management plans.
2.6.1.3 Configuration Management Report
The Contractor shall prepare and submit a Configuration Report per
helicopter at the end of each phase Inspection/overhaul and each
Retrofit.

2.6.1.4 Specific Reports
The reports listed under this section are event-driven and shall be
submitted by the Contractor to NSPA/HFB for the purpose indicated.
I. At the end of each contractual calendar year the Contractor shall
provide an inventory statement of the equipment, the additional
equipment for the various helicopter configurations, the parts and
the special tools of the HFB. Furthermore, the Contractor shall
submit a copy of each work order (work card) every fortnight.
II. To submit a maintenance statement, which is to be placed in
thelogbook.
III. To submit a copy of the current Certificate of Release to Service as
per EASA Part M (CAMO).
IV. To send all helicopter documentation to the HFB upon written
request of the latter and, in any case, within fifteen (15) days after
receiving the written request.

2.6.1.5 Work Stoppage/Resume
To report anticipated and/or actual work stoppages which will cause
TAT to be exceeded or to report work resume after work stoppage.
2.6.1.6 Repair Identification Sheet (RIS)
Any work to be performed exceeding the scope of the contract or
identified as additional work in this document will be handled as Over
and Above using the RIS procedure and will be authorized by
NSPA/COR. See attachment (RIS).

2.7 Programme Risk Management:
2.7.1 The Contractor (and sub-Contractor/s, if any) shall provide objective evidence
that risks are considered during the whole Programme, including but not limited
to Risk Identification, Risk analysis, Risk Control and Risk Mitigation.
2.7.2 A first risk identification shall be made available at the Kick-Off meeting and
being updated thereafter. The risks will be monitored by NSPA
2.7.3 NSPA/HFB reserves the right to reject the Risk Plan and its revisions if they are
found to be incomplete or they do not fully addresses the requirement of this
Programme.

2.8 Deviations / Waivers
2.8.1 Deviation and/or waiver requests, such as Contractor inability to comply with
technical requirements or Contractor’s recommendations for improvements, shall
be addressed to NSPA/HFB for evaluation andapproval.

2.9 Technical Documentation
2.9.1 The Contractor shall establish, within one (1) month from the entry into force of
the contract, on its own responsibility, an on-line communication between the
maintenance base and the HFB at a place designated by the latter (MOB), using
adequate software and terminals, in order to provide secure and reliable
information about maintenance literature, scheduled maintenance, supplies, parts
and helicopters availability on a daily basis.
2.9.2 TheHFB will render all available libraries of aircraft and aircraft technical
documentation to the contractor, this will be treated Over and Above and the
contractor is responsible to keep such libraries updated. By the end of the
contract the libraries of aircraft and aircraft technical documentation will be
returned to the owner in the last updated version.
