Vorwort
Der MUNCHNER KREIS wurde im September 1974 auf Initiative von
Persönlichkeiten aus Wissenschaft, Politik, Wirtschaft und den
Medien mit Unterstützung der Bayerischen Akademie der Wissen
schaften gegründet.
Der Verein dient der Förderung der wissenschaftlichen Erforschung
aller mit der Entwicklung, der Errichtung und dem Betrieb von
technischen Kommunikationssystemen und deren Nutzung zusammen
hängenden Fragen.Dabei sollen insbesondere die mit der Einführung
neuer Kommunikationstechnologien auftretenden menschlichen,
gesellschaftlichen, wirtschaftlichen und politischen Probleme
behandelt werden.
Die Aufgabenstellung des MUNCHNER KREISES ist also überdis
ziplinär. Während die speziellen Fachaspekte, z.B. der Nach
richtentechnik oder der Medienpolitik, in deri jeweils spezifischen
wissenschaftlichen Vereinigungen behandelt werden, ist der
MUNCHNER KREIS bemüht, die Beiträge der wissenschaftlichen
-Disziplinen zur Lösung des umfassenden Problems der Kommunika
tion zu integrieren.
Besonderes Augenmerk wird den Voraussetzungen gewidmet, unter
denen Innovationsschritte der Kommunikationstechnologie erfolg
reich vollzogen werden können.
Nach den Produktivitätserfolgen in der industriellen Fertigung
richten sich die Bemühungen um eine weitere Steigerung der
Produktivität auf die Arbeitsprozesse im Büro.
Die herkömmlichen Kommunikationstechniken des administrativ~n
Schriftverkehrs werden schrittweise in Frage gestellt und durch
neue, weitgehend automatisierte Systeme der Information und
Kommunikation abgelöst. Dabei handelt es sich nicht lediglich um
den Einsatz neuer Techniken, sondern um die Bewältigung neuer

Tätigkeitsfolgen und Organisationsformen. Im Vordergrund der
Betrachtung steht der Wirtschaftlichkeitsaspekt des Büros
der Zukunft.
Um die Vielfalt der Betrachtungsmöglichkeiten und Lösungsansätze
deutlich zu machen, konnten Referenten aus den USA und Deutsch
land gewonnen werden, die über Erfahrungen zu unterschiedlichen
Systemen und Anwendungsgebieten verfügen. Die Aussagen werden
durch quantitative Untersuchungsbefunde belegt.
In einem weiteren Schritt schlieBt sich die Frage an, wie die
neuen Systeme der Information und Kommunikation implementiert
und die angestrebten Produktivitätssteigerungen realisiert
werden können.
Den AbschluB des Kongresses bildete ein bewuBt kritisch gehaltener
Workshop der Praxis, in dem Anwendererfahrungen ausgetauscht
und Anforderungen an die Weiterentwicklung der Systeme formuliert
wurden.
Mein Dank gilt den Referenten, Diskussionsleitern und den ebenso
fachkundigen wie diskussionsfreudigen Teilnehmern, die den
KongreB zu einem echten Informations- und Meinungsaustausch
werden lieBen.

The MUNCHNER KREIS was founded in September 1974 on the initiative
of leading personages in the fields of science, politics, industry,
commerce and the communications media with the wholehearted
support of the Bavarian Academy of Science.
The Association's aim is to promote research in questions connected
with the development, establishment and operation of technical
communications systems and their utilization. Special attention is
to be paid thereby to human, social, economic and political
problems arising out of the introduction of new communications
technologies.
The MUNCHNER KREIS thus operates at an interdisciplinary level.
Whereas special aspects of, for example, telecommunications
engineering or of policy in regard to the communications media
are the concern of appropriate scientific bodies, the MUNCHNER
KREIS concentrates on integrating the contributions made by the
different scientific disciplines with a view to finding solutions
to the new communication technologies.
The Association pays special attention to the prerequisities
required if innovations in communications technology are to be
introduced successfully.
Following successful efforts to improve productivity on the shop
floor, increased attention is now being focused on enhancing
office efficiency.
Traditional methods of administrative correspondence and filing
are analyzed and gradually replaced by new largely automated
information and communication systems. Not only new techniques
are applied but also new organizational structures and processes
are developed. Yet the main question deals with the productivity
increase in the office of the future.
In order to demonstrate different viewpoints and alternative

solutions, speakers from the USA and Germany reported about
experiences with several systems and user applications.
Quantitative research findings support the statements.
Next arises the quest ion how the new information and communication
systems could be implemented and how productivity increases could
be realized.
The congress was concluded with a practice-oriented, critical
workshop, offering participants an opportunity to exchange ideas
based on user experience and to formulate user demands on future
systems.
I should like to express my gratitude to the authors,chairmen and
all of the participants. Due to their experience the congress
with its most interesting discussions and intensive exchange
of information and viewpoints was made areal success.
