The following changes reflect revisions; additions and deletions based on field comments,
training reviews and a collection of information from the QA Steering Committee. The
changes are in sequential order based on the layout of the MFTP and are general in detail.

ACRONYMS AND DEFINITIONS

 Added the density of water definition, but excluded test method T-121, which will continue
to utilize the temperature correction table. Any section 2 references; the Quality
Assurance Program was added to identify the manual location.

ODOT TEST METHODS

 TM 158 In-Place Density of Embankment and Base Using Deflection Requirements
Under Loaded Haul Vehicle, corrected a spelling error.

 TM 229 Determination of Flat and Elongated Material in Coarse Aggregate
Changed the Fracture Face testing procedure identifier from TP-61 to T-335. AASHTO
has adopted TP-61 and it’s now an official test procedure and not a provisional.

 TM 326 Preparation of Gyratory Specimens – Replaced the Waqtc TM 5 reference with
AASHTO R 47. Under Appendix A replaced the 2008 version of T 312 with the 2009
update.

AASHTO TEST METHODS

The following AASHTO FOP’s have been modified based on feedback from other WAQTC
member states, ODOT personnel and industry technicians. Content changes to the FOP’s
are identified below.

 FOP T-2 (Sampling of Aggregates) – Under scope, first sentence, added sampling
combination of coarse and fine products is part of the definition. The next paragraphs
have been deleted from the scope and placed into the test procedure. Under apparatus,
the deleted language in the scope, covering the mechanical sampling device, has been
reworded and added to this section. Also, this entire section is been broken in the
various sampling equipment and listed as stand alone items.

Under the procedure, general section, added the following sentence “In all situations,
determine the time or location for sampling in a random manner”. The note 1 referenced
has been moved and placed under table 1. Under procedure, conveyor belts, added
language a caution statement about sampling in the rain. Same section, added a step 5
requiring the 3 increments be combined to form a single sample. Under Method B,
changed the “container” reference to “device” and added a step 3 and step 4, stating to
ensure all the fines are included in the sample and the 3 increments are combined for the
composite sample. Under procedure, Roadways, added step 4 to both procedures
requiring the 3 increments be combined.

 FOP T-2 (Yellow Sheet) – This yellow sheet has been removed and the existing
language is covered in the test procedure.

 AASHTO T-19 (Bulk Density (“Unit Weight”) and Voids in Aggregate) – The test
procedure now includes a detailed calibration process and equipment requirement.

 FOP T-23 (Fabrication of Concrete Cylinders) – Under apparatus, added a definition for
“scoop” and the intended purpose. Under procedure, making cylinders “Vibration”, added
a new step 4 requiring each layer, after vibration, must be tapped 10-15 times with a
mallet or open hand.

 FOP T-23 (Yellow Sheet) – Removed the existing 5th bullet. The current language is now
part of the test procedure.

 FOP T-27/T-11 (Sieve Analysis) – Under the Scope, first paragraph removed the
“compliance with design and production standards” verbiage. Removed the last two
sentences in the 2nd paragraph that discussed the T-11 process. This language is already
covered in the test method. Under Table 1, corrected the -4.75 (No. 4) row, to reflect the
correct overload weights for the (14” X 14” & 16” X 24”) screens.

 FOP T-30 (Sieve Analysis Extracted Aggregates) – Corrected Table 1 overload criteria
to reflect 6 kg/m² for the -4.75 screen and smaller sieves. The existing table had several
calculations errors on the -4.75 screen.

 FOP T-30 (Yellow Sheet) – Added a new bullet deleting the second sentence under
procedure step 1. Under Table 1, deleted the -4.75 row of overload values and replaced
with the same values listed under T 27/11. Both procedures now have the same required
overload values for screens below the 4.75.

 FOP T-40 (Yellow Sheet) – Under Procedure, step 3 first bullet, removed the sampling
from the truck option. A second bullet was added to provide an allowance for sampling
from the truck in the event the in-line sampling device couldn’t be utilized. This option is
only allowed to complete a current shift of HMAC production, while the in-line device is
repaired.

 FOP T-85 (Specific Gravity and Absorption of Coarse Aggregate) – Under the scope,
2nd sentence removed the “15 hours” reference. Under Terminology, Bulk Specific Gravity
definition, removed the word “approximately” before the 15 to 19 hours soak language.

Under Sample Preparation the following changes were made: Step 2 was reworded to
indicate the sample mass must meet the minimum requirements under Table 1. Step 4,
added verbiage the washed dried sample must be re-screened and all retained material
discarded. Step 5, states the re-screened material shall meet or exceed the Table 1
minimum mass requirements. Misc. spelling and grammar issues were also addressed.

 FOP T-99/180 (Moisture-Density Relations of Soils) – Under procedure, step 12,
modified the current language to indicate the steps 3-11 will be repeated instead of
“repeating the above procedure”. Under the Moisture-Density Curve Development
section, modified the first sentence to indicate the plotted points will be connected with a
smooth line.

 FOP T-99/180 Yellow Sheet – Modified the 4th bullet to read as follows: “For proper
curve development a minimum of 3 points representing the dry side and 2 points
representing the wet side of the curve is considered best practice”. Also, the 2nd bullet
under Base Aggregate Applications has been deleted.

 FOP T-121 (Density, Yield and Air Content (Gravimetric) of Concrete - Under
apparatus, added a definition for “scoop” and the intended purpose. Misc. spelling and
grammar issues were also addressed.

 FOP T-152 (Air Content Procedure) – Under apparatus, added a definition for “scoop”
and the intended purpose. Misc. spelling, grammar and formatting issues were also
addressed.

 FOP T-166/275 (Bulk Specific Gravity of Compacted Hot Mix Asphalt) – Under
Procedure (Method A), the first sentence of step 7 was re-written to read as follows:
“Steps 7 through 9 must be completed within 5 seconds”. Misc. spelling, grammar and
formatting issues were also addressed.

 FOP T-168 (Sampling Bituminous Mixtures) – Under Attached Sampling Devices, the
following additions or changes were made:

o Step 1 was modified to indicate a light coat of release agent or preheating of the
sample container shall be performed prior to obtaining the sample.
o Step 2 was modified and the beginning of the sentence was removed due to
redundancy. It’s stated in the scope of this section.
o Step 4 was added, “Transfer the HMA to an agency-approved container without loss of
material”. Minor spelling, formatting and grammar items were also addressed.

 FOP T-168 (Yellow Sheet) – Minor wording change from “trucks” to “haul units”. This
verbiage now match’s the test procedure.

 FOP T-209 (Maximum Specific Gravity of Bituminous Mixtures) – The existing table 1
has been completely modified. The sample mass is no longer determined based on the
first retained particle but on the standard definition of “nominal maximum aggregate size”.

The following procedural steps have been modified under the General section:

o Step 10, the allowance of manual agitation of the container is no longer allowed, only
the mechanical device can be utilized.
o Step 11, verbiage added to provide direction after the vacuum process has been
completed for the flask method.

The following procedural steps have been modified under the Procedure for the Flask:

o Step 12B, sentence modified to state “immediately fill the flask with water without
reintroducing air”.

Misc. formatting and font issues were also addressed.

 FOP T-209 (Yellow Sheet) – The 3rd bullet has been removed. The mechanical agitation
device is required by the procedure. The 5th bullet has been modified to correct the Note
reference in the statement. The current Note 3 has been changed to Note 2. Added a
bullet statement indicating the density of water is 62.4 #/cf.

 FOP T-224 (Correction for Coarse Particles in the Soil Compaction Test) – A couple
of Note references were corrected and the entire calculation example section was
reformatted. Minor spelling, formatting and grammar items were also addressed
throughout the document.

 FOP T-248 (Reducing Samples of Aggregate to Testing Size) – Under Scope, the
entire 3rd paragraph has been removed and the information placed under a new title
“Method Selection”. The existing title “Sample Preparation” has been removed. Also, the
existing Note 1 language has been placed into the Method Selection area.

The following procedure steps have been modified under Procedure, Mechanical Splitter:

o Step 2 the word split was replaced with “reduce”.
o The splitting diagram verbiage has been modified to indicate the (S) or beginning
sample must be greater than or equal to twice the mass needed for testing.
