nl fessional experience in design and construction of highway and infrastruc-

D ture projects in Nepal before moving to the US. After completing his
Ph.D. in Civil Engineering from the University of Texas at Austin in 2007,
he joined UNLV as an Assistant Professor. He has received federal, state,
and private research grants worth about US $2.5 million. His research
grants are funded by the US State Departments of Transportation,
Transportation Research Board, National Science Foundation, US Labor
Department, Water Design Build Council (WDBC), Airport Cooperative
Research Program (ACRP) and private agencies. He has helped with the
graduation of five Ph.D. and 34 master’s students as an advisor. He cur-
rently has two Ph.D. students and three master’s students working for him
on various projects. He has published more than 55 peer-reviewed journal
papers and 75 conference proceedings. He is a Fellow of American
Society of Civil Engineers and a licensed professional engineer in Texas.

Giovanni C. Migliaccio holds a Howard S. Wright
Endowed Professorship, he is the current Chair of
the Department of Construction Management, and
he has served as the Executive Director of the
Center for Education and Research in Construction
(CERC). He holds an M.S. and a Ph.D. in Civil
Engineering from the University of Texas at Austin
and a master-level degree from Politecnico di Bari
in Italy. Prior to moving to the US, he worked in
Italy in the construction management of telecommunication projects
under Nortel Networks, Nokia Networks, and IPSE 2000. At UW,
Giovanni is active in all three pillars of academic life, including teaching,
research, and service to the university and the industry.

In-depth knowledge on project delivery, procurement, and contracting is
m critical for any project manager to effectively perform during the pre-
o
c.c planning, design, construction, operation, and maintenance phases of any
ntifi type of facilities. This book intends to consolidate, structure, and articu-
e
sci late collective knowledge on construction project delivery, procurement,
d
orl and contracting, to initiate building a body of knowledge in this domain.

ww. Early on, to successfully complete any building or infrastructure pro-
w
m ject, the owner’s project manager needs to select an appropriate delivery
o
d fr method, which “defines the relationships, roles, and responsibilities of
e
d project team members and the sequence of activities required to complete
a
o
nl a project” (Gibson and Walewski, 2001, p. 1). This selection is usually
w
o
D based on the characteristics and risks inherent to the project and the
desired owner’s control over design and construction, while in public
works, it is also more constrained by what is allowed by relevant legisla-
tion and regulations.
The chosen delivery method influences the procurement methods
used to purchase external services and materials necessary to deliver the
project. This involves identifying and selecting designers or builders, so
that the project can be successfully designed, built, operated, and main-
tained. During the selection of the designer or builder, it is paramount to
select an appropriate contracting process for establishing a contractual
relationship for services and/or materials through the development of a
written agreement, expressing the expectations, rights, responsibilities,
and protections of each party. The selection of an adequate contracting

process will enhance the chance of completing the project within budget,
schedule, and with quality. Therefore, individuals who aspire to become
successful project managers need to have in-depth knowledge in these
areas which are covered in this book.
As researchers in construction project delivery, procurement, and
contracting, we often need to educate our doctoral and master students on
this broad area of construction engineering and management. This means
relying on miscellaneous sources for their initial education. Similarly, we
often interact with professionals who have a partial understanding of the
underlying principles and ever-changing best practices worldwide.
Therefore, we need to provide them with a broad overview before support-
ing their efforts. The main intent of this book is to consolidate, structure,
and articulate a core ‘body of knowledge’ on this critical theme, so that it

can serve as a foundation to education and as a reference book for profes-

w project delivery, procurement, and contracting is lacking. In addition to

m supporting the education of our own student researchers and broadening
o
d fr and deepening the knowledge of practitioners, this book is also intended
e
d
oa to be used as a textbook by us, our colleagues, and many of the programs
nl
w that incorporate an undergraduate or graduate course on the topics of pro-
o
D
ject delivery, procurement, and contracting.
This book includes fifteen chapters organized into three sections. The
initial section covers the fundamentals of project delivery and is followed
by sections on procurement and contracting approaches. Each section will
first provide a general overview of the concepts that will be later discussed
in detail in various chapters in that section.
Section A consists of five chapters, namely project delivery methods,
integrated digital delivery, project environment, early contractor involve-
ment in construction projects, and an owner’s perspective on delivering
green buildings. Section B starts with a summary of procurement
approaches used during design, construction, and material procurement.
Then, the qualifications-based selection process and best-value procure-
ment process will be discussed followed by procurement strategy for

sustainability. Section C will cover various types of contracting approaches
used during procurement of design, construction, and maintenance work
of any facilities. It will include the traditional contracting approaches,
performance-based contracting, contracting for integrated project deliv-
ery, dispute minimization methods in any type of contract, and interna-
tional contracting.
The book was developed on the premise that readers have a basic
understanding of the planning, design, construction, operation, and main-
tenance processes of various types of buildings or infrastructure projects,
but limited knowledge in the specific areas mentioned in this book. This
book will cover the core body of knowledge necessary to perform these
activities in any type of construction project. The general description on
the topics will be discussed at the start of each chapter followed by more

concise explanations with detailed research or professional experience
