SUBJECT: CanyonFerryReservoir
ISSUESUMMARY: OnFebruary1,1996,theBLMandtheBureauofReclamation(BOR)signedaninter-
agencyagreementtocooperativelymanagetheCanyonFerryRecreationAreafor5
years.Thelong-term fundingcapabilityforthisnon-BLM-ownedfacilityisamajor
concernfortheBLM. Asteeringcommitteehasdeterminedfunctionalresponsibilities
betweenthetwoagencies.Themajorworkloadsidentifiedconcernrecreation,landand
wildlifemanagementissues.
AGENCYPOSITION: TheBLMwelcomestheopportunitytocooperativelymanagethisareasinceCanyon
FerrycomplementsBLMmanagementofrecreationfacilitiesalongtheupperMissouri
Riveranditstributaries. Oneofthegoalsinthelong-termmanagementstrategyisto
involveadditionalmanagementpartnersand/orcooperators. Withadequatefundingand
withoutsideaswellasinteragencycooperation,thepotentialexiststomakethisthebest
andmostutilizedwater-basedrecreationareainthestate.
BACKGROUND: CanyonFerryisoneofthemostheavilyusedreservoirsinthestatewithover200,000
visitor-daysannually. Itincludes267homesitesatthenorthendofthereservoirand
severalconcessionaireleases. Until1993,recreationoperationsatCanyonFerrywere
managedbythestate,butthestateparksdivisionturnedtheareabacktoBORearlyin
1994duetoseverebudgetshortfalls. Allstatenon-realtypropertyhasbeenremoved
fromthepremises.
In1992,theBLM,theBORandtheMontanaDepartmentofFish,WildlifeandParks
proposedaninteragencyapproachformanagingCanyonFerryReservoirthrougha
memorandumofunderstanding(MOU). Inhistestimonyatacongressionalhearing
concerningCanyonFerry,however,BORCommissionerDanBeardindicatedhewanted
toreviewtheMOU,andsubsequentlythethreeagenciescouldnotreachconsensusona
newagreement.

ISSUESUMMARY: TheBLM,U.S.FishandWildlifeService,ForestService(FS),NationalParkService,
MontanaDepartmentofStateLands,MontanaDepartmentofFishWildlifeandParks,
andBeaverheadCountyCommissionershaveidentifiedaneedforcooperativeplanning
inBeaverheadCounty.Theseagenciesareresponsibleforlanduseplanninginthe
countyandhavesignedamemorandumofunderstanding(MOU)statingtheywillwork
togethertoimplementacoordinatedecosystemapproachtoplanningeffortsin
BeaverheadCounty.
AGENCYPOSITION: TheBLMsupportscollaborativedecisionmakingprocesses. Coalitionswithallland
managementagencies,localandnationalinterestgroups,locallandowners,andlocal
governmentsareessentialforsuccessfulimplementationoflong-termecosystemman-
agement ThisMOUprovidesanopportunitytobuildacoalitionofthiskindbysharing
thecostsofdatacollectionandanalysesnecessaryforplanningusinganecosystem
approach.
BACKGROUND: TheinteragencyMOUforBeaverheadCountywassignedinJune1994. Sincethen,the
steeringgroupfortheMOUhasmetmonthlytoexchangeinformationaboutcurrent
planningeffortstakingplaceinthecounty. Aworkshopwasheldformemberagencies
toleamaboutoneanother'splanningprocessesandconstraints. Acitizen'sadvisory
groupwasalsodevelopedtoensurelocalinvolvementinthisprocess.
IfitisfoundthattheDillonResourceArea'smanagementframeworkplan(MFP)needs

media,andmanymembersofthepublichavealsoexpressedinterestinbecomingin-
volvedinthiseffort.
