SECTION - 1
NOTICE INVITING TENDER

" Preparation of the Detailed Project Reports of (i) Water Supply & Sewerage (ii)
Solid Waste Management (iii) Improvement of Road & Traffic Management for
district Kargil and comprehensive survey of town area in District Kargil at various
locations.”

1. WAPCOS Ltd., a Government of India undertaking under the Ministry of Water
Resources, River Development and Ganga Rejuvenation hereby invites the
eligible bidders for “preparation of detailed project reports of (1) Water Supply &
Sewerage (2) Solid Waste Management (3) Improvement of Road & Traffic
Management, covering Municipal Boundaries and comprehensive Survey of
Town Area in District Kargil at various locations as per UIDSSMT, IHDSP, Asian
Development Bank, World Bank & AMRUT guidelines”within the stipulated time
frame.

2. Last date of receipt of complete Technical and Financial Bids is up to 10th
December, 2015 at 1700 Hrs (IST). and opening of only Technical bids shall
take place on 11th December at 1100 Hrs (IST). Presence of bidder’s
representative at the time of bid opening is not mandatory. The Technical
Evaluation will be done first and financial offers of only technically qualified
bidders shall be opened later on. The decision of the competent authority in
regard to technical evaluation shall be final, binding and conclusive. Financial
Bids of the non-qualified bidders shall be returned unopened.

3. The completeTechnical and Financial Bid along with the relevant documents
shall be submitted to the following address by 10th December, 2015.

4. Bidder shall complete the assignment within a period of 4 months from the
date of award of work to the successful bidder.

5. A firm will be selected under QCBS procedure.

6. All firms should meet the following eligibility criteria:
 The firm must be a company incorporated and registered in India.
 The firm must have been in business for at least 5 Years with at least 3
years of experience in the water supply and sewerage, Solid Waste
Management and Roads and Traffic Management sector.
 The firm should have vast experience of working in J&K and should have
completed at least one work of survey /design/consultancy of similar nature
in similar terrain.
 The firm must be a profit making company.
 The Average Annual Turnover of the firm for the last three years should not
be less than INR 40 lacs.
 The firm must have the experience of preparation of Detailed Project
Reports (DPR) for similar projects
 Joint Ventures, Consortiums and Associations are not permitted.
Any information provided by the firm which on investigation is found to be false
will disqualify the candidate.

7. The Bidder shall submit EMD of amount equal to minimum 1% of quoted price in
the form of Demand Draft of any Nationalized Bank in favour of “WAPCOS
Limited”, payable at Delhi for one site only.
*The Bid shall be summarily rejected if the same is not accompanied by EMD.

‘Firm’). The purpose of the Document is to provide the BIDDER/Firm with

WAPCOS reserves the right to accept or reject any or all applications without
giving any reasons thereof. WAPCOS will not entertain or be liable for any claim
for costs and expenses in relation to the preparation of the bid applications to be
submitted in terms of this bidding document.

SECTION - 2
INSTRUCTIONS TO BIDDERS

1. INTRODUCTION

1.1 WAPCOS Limited is a “MINI RATNA” ISO 9001:2008 accredited Public Sector
Enterprise under the aegis of the Union Ministry of Water Resources. Incorporated
on June 26th, 1969 under the Companies Act 1956, WAPCOS has been providing
consultancy services in all facets of Water Resources, Power and Infrastructure
Sectors in India and Abroad.
1.2 You are invited to submit sealed technical and financial bids for “Preparation of
the Detailed Project Reports of (i) Water Supply &Sewerage (ii) Solid Waste
Management (iii) Improvement of Road & Traffic Management for district
Kargil and comprehensive survey of town area in District Kargil at various
locations”
1.3 To obtain first-hand information of the assignment and local conditions, you are
requested to pay a visit to the work site before submitting the proposal. You must
fully acquaint yourself of the local conditions and take them into account in
preparing your proposal.
1.4 Cost of preparing the proposal including visits to the Client and the projectarea,
are not reimbursable as a direct cost of the assignment.
1.5 WAPCOS Ltd. (Client) is not bound to accept any of the proposals submitted.
1.6 The proposals must be properly signed as detailed below:
1.6.1 By the proprietor in case of a proprietary firm.
1.6.2 By the partner holding Power of Attorney, in case of a partnership firm (A certified
copy of the Power of Attorney shall accompany the proposal).
1.6.3 By a duly authorized person holding the Power of Attorney in case of a limited
company or a corporation (A certified copy of the Power of Attorney shall

accompany the proposal).
2. ELIGIBILITY CRITERIA
 The firm must be a company incorporated and registered in India.
 The firm must have been in business for at least 5 Years with at least 3 years
of experience in the water supply and sewerage, Solid Waste Management
and Road sector.
 The firm should have vast experience of working in J&K and should have
completed at least one work of survey /design/consultancy of similar nature in
similar terrain.
 The firm must be a profit making company.
 The Average Annual Turnover of the firm for the last three years should not be
less than INR 40 lacs.
 The firm must have the experience of preparation of Detailed Project Reports
(DPR) for similar projects
 Joint Ventures, Consortiums and Associations are not permitted.

3. DOCUMENTS
3.1 The complete tender documents consist of NIT and;
(a) Instruction to Bidders (ITB)
(b) Terms of Reference (TOR)
(c) Annexure
3.2 At any time before the submission of the proposals, the Client may, for any reason,
whether at its own initiative or in response to a clarification requested by an invited
consulting firm, modify the Documents by amendment. The client may at his
discretion extend the deadline for submission of the proposals.

4. PREPARATION OF BID
Firms are requested to submit a technical and a financial bid (as per below). The
bid shall be in English language.

4.1 Technical Proposal (1st inner envelope)

Note: The Technical Proposal shall not include any financial information. Only one CV
shall be submitted for each Key Expert position. Failure to comply with this
requirement will make the Proposal non-responsive.
4.2 Financial Proposal (3rd inner envelope)

Note: The firm shall not deviate from the Terms of Payment as mentioned in the
Annexure D. Failure to comply with the requirement will make the proposal non-
responsive.
5. SUBMISSION OF PROPOSALS

5.1 Proposal shall be submitted in hard copy and will be sealed in an outer

envelope, which will bear the name & address of the firm.
5.2 The 3 copies (1 Original & 2 Copies) of the Technical Proposal shall be placed
inside a sealed envelope clearly marked “TECHNICAL PROPOSAL”, [Name of
the assignment], Bid number, name and address of the applicant and a warning
“DO NOT OPEN UNTIL [INSERT DATE AND TIMEOF THE TECHNICAL
PROPOSAL SUBMISSION DEADLINE]”. Similarly, the original Financial
Proposal shall be placed inside a sealed envelope clearly marked “FINANCIAL
PROPOSAL” followed by the name of the assignment, Bid number, name and
address of the applicant and with a warning “DO NOT OPEN WITH THE
TECHNICAL PROPOSAL”. The sealed envelopes containing the Technical and
Financial Proposals shall be placed into one outer envelope and sealed. This
outer envelope shall bear the submission address, Bid reference number, the
name of the assignment, applicant’s name and address, shall be clearly marked
“DO NOT OPEN BEFORE [INSERT TIME AND DATE OF THESUBMISSION
DEADLINE]”
5.3 The technical and financial proposal must be prepared in indelible ink and must
be signed by the authorized representatives of the firm. The authorizationmust
be confirmed by a written Power of Attorney accompanying the proposals. The
person or persons signing the proposal must initial all the pages of the Technical
and Financial proposal.
5.4 The proposal must not contain inter lineation or overwriting except as necessary
to correct errors made by the Consultant's themselves, in which cases such
corrections must be initialed by the person or persons signing the proposal.
5.5 Your completed Technical and Financial proposal must be delivered on or before
the specified time and date given in NIT.
5.6 Your proposal must be valid for 90 days from the closing date during which
you must maintain available the professional staff proposed for the assignment.
5.7 The Bidder shall submit EMD of amount equal to minimum 1% of quoted price
in the form of Demand Draft of any Nationalized Bank in favour of “WAPCOS
Limited”, payable at Delhi for one site only.

5.8 A 2nd inner envelope should contain the EMD.
5.9 The Bid/s not accompanied by proper Earnest Money, will not be opened and
shall be returned unopened.
5.10 Earnest Money of unsuccessful bidders will be returned within 28 days of the
end of the validity period of the offer.
5.11 The Earnest Money of the successful consultants will be discharged/ adjusted
when bidder has signed the agreement and furnished the required performance
security.
5.12 The Earnest Money may be forfeited
a. If the bidder withdraws the offer after submission during the period of tender
validity.
b. In the case of a successful Consultant, if the bidder fails within the specified
time limit to Furnish the required Performance Security and Sign the
Agreement;

6. PROPOSAL EVALUATION
A two-stage procedure will be adopted in evaluating the proposals;
(i) A technical evaluation, which will be carried out prior to opening the
financial proposals;
(ii) A financial evaluation,
