Dear Running Creek Casino Team & HPUL Tribal Members,

I’m pleased to report that the casino has had a very strong performance over July and
August and as a result is well positioned to significantly improve its fiscal year perfor-
mance over Fiscal 13 to be more profitable this Fiscal 14 by double digits. Your casino is
also adopting the calendar year format for its fiscal year at the instruction of the Execu-
tive Council in order to follow the Tribe’s overall enterprise accounting. Hence Running
Creek Casino’s prior fiscal year period of October 1 to September 30th is being extended
3 months to end December 31st. This will essentially be a 15 month “Fiscal Year 14”.
Then, Fiscal 15 will start January 1st in the traditional 12 month period schedule. The
comparison I am referring to is for the October 1 , 2013 to September 30, 2014 scenario.

was weak by comparison to our recent trends. I know this sounds a tad confusing but

the short version is that we are adopting the calendar year as our fiscal year and we are
proving to be more profitable regardless of how we compare ourselves to prior periods
of last year.
But our challenges are not behind us as we begin our forecast process to project future
revenues and set next year’s budget. We do this department by department on a line by
line item basis to seek the most efficient use of our resources to create the most top line
growth and bottom line results. At the same time we know we need to account for some
flexibility to respond to the unknown. This includes responding to opportunities in the
market should they occur. This can range from menu changes as food prices rise and fall
to expanding advertising messages when vendors offer incentives to use their goods and
services. This also includes responding to competitors, who look for their growth to
come at our expense, and staying steps ahead of them to force them to respond to us

ago. The deaths of several dogs during outbreaks have also been traced to cyanotoxins created by blue-
green algae. Similar contamination is an annual event in this area

Chlorophy
Chlorophyll is the pigment in plants that allows them to create energy from light—a process called photo-
synthesis. There are several forms of chlorophyll and each absorbs a different wavelength of light. Chloro-
phyll a is found in all photosynthesizing plants. For this reason, the amount of planktonic (suspended) algae
in a lake is commonly estimated using the chlorophyll a concentration. Chlorophyll a should be "corrected"
for phaeophytin a, a common breakdown product of chlorophyll a that can interfere with its measurement.
Analysis for chlorophyll b and c provides information on the various types of algae present (blue-greens,
green algae, diatoms, etc.).

Analysis of bacteria levels at swimming areas is a good public health prac-
tice—and it may be required by state, county, or local health department
regulations. Analyses typically are made for fecal coliform bacteria, or for
the particular fecal coliform Escherichia coli (E. coli). Fecal coliforms are mi-
croscopic organisms that live in the intestines of warm-blooded animals
and are excreted in their waste. Coliform bacteria themselves usually are
not disease-causing. However, they are good indicators for the presence of
sewage and animal wastes that may contain disease-causing organisms and
pathogens.

Unlike the other water quality parameters discussed already, bacteria counts are not easy to predict. This is
because, under certain conditions, bacteria can grow-quite rapidly. Hence, weekly testing during the swim-
ming season is commonly recommended.

For public beaches, the California Department of Public Health
has set stringent beach licensing requirements and bacteria
standards. Keep in mind that because storm water runoff from
agricultural and urban areas often carries with it livestock, pet,
and/or waterfowl waste, some lakes experience an increase in
bacteria levels soon after rainfall events.
