EXECUTIVE SUMMARY 

Previous work on Carlito Springs has included examination of the site and documentation of the natural and built 
resources.  This step, Phase II, establishes the goals, defines the scope of work to design the Program for Carlito 
Springs, and focuses on the Civil Schematic Design work necessary to establish the infrastructure for a habitable 
site.  The Program will serve as a “Master Plan” for the scopes of work in civil, architecture, and landscape 
architecture.  It will also define what can be afforded now and determines future phases. 

In recent years, Carlito Springs has undergone several restoration phases completed by professionals and 
volunteers for the County.  The Spring Box was needed to protect the springhead and preserve the source of the 
water for which the site is named.  Volunteers have made great efforts in thinning, pruning, weeding, and 
revitalizing the landscape around the buildings, along the trails, and in the orchard.   

Now, the County proposes to reinstate the usage of the Main House.  The building was once in livable condition 
prior to the freeze of February, 2011, which caused great damage and the house to be vacated.     

This project consists of two parts: 

1. Site Development – includes the infrastructure to provide visitors the minimal amenities necessary to visit 
the site; parking, accessible routes to the Main House, landscape strategies for preservation, running 
water, and power. 

2. Rehabilitation of the Main House – includes restoring the building to an earlier historic version of the 
house that accommodates the County’s plans for a caretaker, allowing for meeting/rental space and 
education programs, and providing toilet facilities. 

Major Issues 
Carlito Springs, itself, does not produce sufficient water for all the present day water needs.  These needs include 
fire suppression, domestic water for the Main House and Cabins, and landscape irrigation, while maintaining the 
historic water course and ponds.  This project proposes a 10,000 gallon fire suppression tank, as required by the 
Bernalillo County Fire Marshal, to be filled using the Carlito Springs water.  When it is accessed to circulate the 
water, the drained water can be used in the landscape.  A 2,500 gallon domestic water tank will also be needed to 
provide service to the Main House, Cabins and landscaping.  This tank will be filled by hauling water on a regular 
basis as needed.   

The demand for parking spaces is increasing beyond the capacity of the natural site.  On holidays and weekends 
there are far more cars attempting to access the site than the topography and relatively fragile landscape can 
accommodate.  Forty (40) new spaces are being designated to remedy this issue.  However, it is clear that in the 
future, administrative measures will be required to limit the access of cars to the site.  The proposed layout 
provides an area for fire truck and school bus turn‐arounds. 

Current accessibility requirements for public facilities impact the site.  In addition, accommodations for public 
restrooms need to meet current building codes and ADA requirements in the Main House.  Future phases of work 
will also address the Cabins. 

With Completion of Construction 
There is a Maximum Allowable Construction Cost (MACC) of $1,400,000 for the Phase II work, which will include 
infrastructure and site stabilization.  Future phases will include other site and building rehabilitation work.

HISTORIC PRESERVATION SUMMARY 

The Carlito Springs site is eligible for nomination to the National Register of Historic Places and to the NM State 
Register of Cultural Properties.  Any design work undertaken for the Carlito Springs site and buildings in the future 
must include a Historic Preservation Plan, to be carried out in consultation with NM Historic Preservation Division.  
The Historic Preservation Plan will ensure that all new work at the site and buildings complies with the National 
Historic Preservation Act, and will establish guidelines, strategies, and rules to maintain the overall historic 
character of the buildings and site.   

This program is not a formal Historic Preservation Plan, but is focused on providing for the enhancement and 
preservation of the architectural and natural historic character of the Carlito Springs site.  The design problems 
presented in this program are intended to help designers, planners, and County members and leadership effect 
positive change while meeting the Secretary of the Interior's Standards for the Treatment of Historic Properties.  
The recommendations are intended to support sound decisions concerning the design strategies that incorporate 
code upgrades, infrastructure upgrades, energy use, short and long term landscape improvements, and 
rehabilitation of the historic structures.  The ultimate intent of this program is to offer guidance that informs the 
design decision‐making based on the need to preserve the historic 'spirit' of the site. 

Below is an excerpt from the Carlito Springs Open Space Cultural Landscape Report, completed in May 2012, which 
provides an introduction to the reasons for cultural and historic significance at the site:  

Carlito Springs Open Space, originally known as Camp Whitcomb, Whitcomb Camp and Whitcomb Springs, 
shows signs of prehistoric use before being settled by H. G. Whitcomb in 1882 under the Preemption Act of 
1841.  Developed by Whitcomb as a homestead and a rural retreat, Carlito Springs is significant for its role in 
the exploration and settlement of the Tijeras Canyon area during the homestead era; its role in the 
development and practice of recreation and leisure activities for Albuquerque residents; and its role in the 
care of tuberculosis patients from all over the country.  A rare example of carefully planned late Territorial 
homestead gardens continuing into and expanding in the early Statehood period of New Mexican history, 
Carlito Springs is significant for its landscape architecture and the engineering that made the dramatic 
gardens and water features possible.  In 1930, Carl C. Magee purchased the property as a summer retreat for 
his wife, who suffered from tuberculosis.  The property is significant for its association with Magee, who 
founded the Albuquerque Tribune (originally known as New Mexico State Tribune) in 1923, was instrumental 
in exposing the Teapot Dome scandal in 1922‐23, and invented the first parking meter.   

Carlito Springs has a colorful and varied history that gives it local significance in several areas, including 
exploration/settlement, entertainment/recreation, health/medicine, and landscape architecture and 
engineering.  The events that make Carlito Springs significant occurred throughout the life of the property, 
starting in 1882 and continuing through 1962 and beyond.  

A comprehensive survey of the prevailing condition of the grounds and structures that make up Carlito 
Springs, together with an analysis and evaluation of its historic integrity, has demonstrated that the 
landscape retains its historic integrity.  Much of the landscape remains in a form approximate to that 
designed and constructed between 1882 and 1962.  The location, design and setting of the landscape, the 
materials used, the level of workmanship, the feeling of the site, and its association with its historic period is 
all readily apparent.   

Though the integrity of the Carlito Springs cultural landscape remains high, it is an aging landscape.  Its 
continued use over the years has helped it remain in relatively good shape.  Some of its components, 
however, have become overwhelmed by vegetation while others have begun to degrade.  If Carlito Springs is 
to continue to retain its historic integrity, it must be managed in a way that takes advantage of the tools and 
knowledge available to preserve, rehabilitate, and/or restore the landscape where necessary.

Carlito Springs has been registered as a proposed rural historic landscape district (HCPI #31046).  To receive 
official designation as a rural historic landscape district, a nomination to the National Register of Historic 
Places must be completed.1 

The property retains its integrity as a homestead, a rural retreat, a sanatorium, and a rare example of late 
Territorial and early Statehood planned gardens.2

Project Background 
Carlito Springs is a 179‐acre Bernalillo County owned Open Space property on the north side of 
Interstate 40, located next to, but not within, the Village of Tijeras.  It is bordered by private lands to the 
east, west and south and by the Sandia Wilderness to the north.  A road access easement through 
private land enables vehicular access from the south.  Site elevations range from 6300’ to 7000’ feet.  A 
spring fed water source, Carlito Springs, is near the northern boundary of the property and supplies 
water to the Main House, the flumes, and the ponds downslope.   

The Carlito Springs Open Space Cultural Landscape Report (CLR) was developed in May 2012 by Morrow 
Reardon Wilkinson Miller Landscape Architects (MRWM); Cherry/See/Reames Architects, PC (CSR); 
Marron & Associates; and Bohannan Huston, Inc. (BHI).  Previous work for the project included a 2005 
Carlito Springs Resource Management Plan by Bernalillo County; the development of two soft surface 
trails, a trailhead, and a parking area by MRWM and BHI in 2013; and Spring Box Improvements by 
Interra Inc. with MRWM assisting in 2013.  This current effort includes preparation of the Program and 
Design Work for Phase II to the extent of the funds currently available.  It also outlines phased work for 
future phases. 

Phase II improvements will help support the County’s mission that revolves around environmental 
education and resource‐based recreation while also highlighting Carlito Springs’ historic qualities.  The 
Main House, Cabins, and surrounding site will support public and private events, activities, and 
programming managed by Bernalillo County’s Parks and Recreation Department in partnership with 
other community groups. The Main House will serve as an ideal day‐use retreat facility that will allow 
Bernalillo County to generate revenue through rental fees for organizations, corporations, or individuals 
needing meeting space.  Adaptive rehabilitation to create a retreat‐type facility at Carlito Springs is 
consistent with its historical uses. 

All rehabilitation design needs to focus on site management considerations that will facilitate 
programming and partnerships, revenue generation, adaptive reuse, and retention of the historical 
charm and environmental value that characterize Carlito Springs.  The overall design improvements also 
need to respond to the many visitors who will wander through Carlito Springs who may not visit or use 
the Main House for an event. 

The property is eligible for both the National Register of Historic Places and the State register of Cultural 
Properties.  Any improvements made should not adversely affect the County’s future ability to pursue 
one or both designations, and rehabilitation design should proceed on the assumption that the County 
will apply for historic status.  The challenge in this rare, adaptive re‐use project will be to retain and 
enhance Carlito Springs’ rustic charm, feel, look, and cultural landscape while modernizing buildings and 
portions of the site for 21st century public use.  Project coordination with the State of New Mexico 
Historic Preservation Office (SHPO), New Mexico Environment Department Drinking Water Bureau, 
Bernalillo County Fire Department, and Public Service Company of New Mexico will be essential and a 
major component of responsive design and successful project implementation. 

There have been significant problems with vandalism at the site.  Bernalillo County expects to hire an 
on‐site caretaker who would reside in the Main House once it is remodeled.  This presence is integral to 
on‐site management.  As soon as possible, prior to construction of Phase II, the on‐site caretaker should 
be housed in a camper with electrical service available.
