Introduction

The work of the Aha Kiole Advisory Committee (AKAC) was fast-paced, intense and
often chaotic. The 2007 legislature passed SB1853 SD2 HD2 and it became law as Act 212 in
June of 2007. The law called for the creation of an Aha Kiole committee to initiate a process to
create a system of best practices based on traditional natural resource management in Hawaii –
the Aha Moku system. Committee members were selected on October 30, 2007 and accepted
their appointment on November 1, 2007. The legislature required a report to be filed with the
2009 Legislature. This gave the committee 14 months to determine the “best practices” for
traditional management and write the report for the legislature. The Act appropriated funds for
this work but the funds were not available for various reasons and the entire initiative was funded
largely out of personal funds of the AKAC members. AKAC members took their appointments
seriously and devoted much of their personal time to this effort. What is presented here is a
timeline of the combined Aha Kiole/Aha Moku activities from November 1, 2007 to December
31, 2009.

The Committee members are not scientists, professionals or attorneys. They are
traditional practitioners and citizens who lead their lives practicing their cultural traditions and
enjoying their families. They applied themselves to the task, meeting and talking with members
of their communities, meeting and discussing with themselves to inform the report to the
legislature. For many of the AKAC members this activity was beyond their experience and
made for a disorganized, haphazard and anxiety-filled experience. They perservered and, at the
end, with few writing skills and few computer skills they called upon friends and family to assist
with the report and complete the task. The AKAC hopes that the report will be read, appropriate
laws enacted, the activities outlined in the report achieved and, most important of all, elements of
the Aha Moku system are established so that the environment of Hawaii is restored and managed
sustainably for today, tomorrow and the future.

The timeline begins on the last day of Puwalu V. Puwalu V is the last of the
series of conferences conferences held between August 15, 2006 and November 1, 2007.
The purpose of the series was to advance the quest for long-term protection and
restoration of land and sea in Hawaii, and advocacy of Hawaiian culture and traditional
practices throughout Hawai‘i. The timeline is followed by selected documents, in
chronological order, generated by this initiative that demonstrates the frantic, frenetic
and, at times, highly emotional activity over the 14 months to achieve the requirements
set by the Legislature.
