Objectives UNOPS will engage closely with the Government of Nepal (GON) and the
International Organization for Migration (IOM) to support efforts to facilitate return
and identify durable solutions for IDPs. The immediate focus is on 14 priority
districts and before winter there is a window of four months for the action to take
place.
UNOPS project will directly correspond to Objective 3 of the sector, families
whose homes have been destroyed or damaged, including those displaced,
attain basic, protective shelter solutions. The project aims to:
1. Assess and provide risk mitigation measures for existing planned,
spontaneous and scattered sites; and
2. Assess and plan new sites in accordance with GoN and CCCM cluster
requirements.

The situation in the affected districts is continues to evolve. An initial 75,000 people who were located in sites in
the Kathmandu valley quickly reduced to 24,000 after the first earthquake,
Following the second earthquake the figure increased and as per the latest DTM data this number is now
approximately at 50,000 spread across 108 displacement sites and 17 open spaces,
There is strong potential for further use of sites in the valley itself if needed to accommodate residual caseload
as the CCCM contingency Plan (Open Spaces Project) states that most of the sites used at present are not
suitable for medium to long term use,
Monsoon and winter is fast approaching and there is a clear need for improved site conditions and risk mitigation
measures in order to avoid a further disaster,
Estimates state that 90% of the houses are destroyed in the districts of Gorkha and Sindupalchowk,
80% of houses across large parts of Dhading, Dolakha, Rasuwa and Nuwakot districts have also been
destroyed,
As at 25 May, according to the Nepali CRS sitrep, 500,717 houses are reported to have been destroyed, with a
further 269,190 house damaged,
Based on Government data, humanitarian partners estimate some 2.8 million people are in need of humanitarian
assistance, out of which over 860,000 people are in immediate need due to loss of shelter, limited road access
and poverty.
Communities have also moved to higher ground due to the fear of landslides,
Providing shelter before the monsoon and the cold weather remains a priority, with the worst affected districts
remaining the most vulnerable to floods and landslides,
The shortage of open spaces means that communities may be exposed to greater hazards from landslides and

flooding,
It is important that hazard mapping be undertaken to lessen this risk as much as possible,
The most pressing requirements are for:
1. Identification of suitable and appropriate settlement solutions to allow families whose homes have been
destroyed or damaged, including those displaced, to attain basic, protective solutions through durable
settlement solutions;
2. Risk mitigation measures on planned, spontaneous and scattered sites to improve living conditions and to
prepare for the winter, possibly the monsoon season on five consecutive sites (scalable if required);
3. Site assessments and site planning of new locations so that durable shelter and settlement solutions can be
provided (scalable if required).
Activities or outputs
UNOPS will support GoN/ Ministry of Home Affairs (MoHA) through the CCCM cluster at a central level and the
District Disaster Response Committees (DDRCs) and Chief District Officers (CDO) at district level,
The following are the activities of the project:
Activity 1: Establish a coordination mechanism led by GoN Dept of Urban Development and Building
Construction (DUDBC) and supported by CCCM to identify durable site solutions/ blueprints considering the
differing situation in each district and VDC;
Led by GoN DUDBC supported by CCCM, UNOPS will coordinate counterparts in identified districts to assess
and identify ways to implement durable settlement solutions,
Activity 2: Conduct site assessments of existing planned, spontaneous and scattered sites including plans for
risk mitigation measures;
UNOPS will setup 8 self-sufficient engineering teams, each including a government representative, that will
operate out of the planed five decentralized IOM Hubs and the six ACTED Hubs,
These teams will provide a flexible and agile capability to provide assessments, utilizing the Rapid Assessment
and Land Suitability forms, as the situation evolves and can be tasked by IOM,
In collaboration with DDRC and CCCM co-lead, the engineering teams will over a period of four months conduct
assessments of existing planned, spontaneous and/or scattered sites, prepare site plans for newly identified
settlements and provide plans for risk mitigation measures,
These teams will work on priority locations as defined by the Cluster, utilising DTM data, and working with
settlement committees.
UNOPS shall, in planning, pay particular attention to gender considerations, including segregation and IDP
dignity, to ensure that sufficient facilities for WASH and health are factored into the designs,
Activity 3: Implement risk mitigation works in identified site locations;
Recognizing the evolving situation, the assessments will identify risk mitigation measures that can be conducted
to improve site conditions and provide some protection with the ensuing monsoon and winter seasons,
UNOPS shall conduct these risk mitigation works using ‘cash for work/ production’ stipulating that women
should be included in the workforce wherever possible, including women heads of households. In some cases
this percentage may be significant and this will be a consideration when discussing selection with CCCM and
settlement management,
Wherever possible these light works will be supervised.
If more substantive mitigation works are required UNOPS shall provide a contracted solution with required
oversight,
In addition UNOPS shall provide a recommended maintenance plan for site management and provide advice on
how to undertake this,
Activity 4: Contribute data to existing Information Management databases;
Utilising approved forms, UNOPS shall provide assessment reports to support the development of information on
remote areas and where possible contribute and inform DTM,
This will include site assessment data but can also provide data on helicopter landing sites and access routes to
communities. UNOPS shall coordinate with GoN and IOM on the provision of this data,
Activity 5: Support the development of Build Back Better or modular housing concepts in affected VDCs, through
the provision of data.

One month following the 7.8 magnitude earthquake on April 25th, and two weeks since the second earthquake
on May 12th, the impact of this compounded disaster is becoming increasingly clear with an estimated 2.8
million people affected by the earthquake and upto 400,000 people in immediate need of humanitarian
assistance due to loss of shelter, limited road access and loss of livelihoods. Displacement pattern following
the two earthquakes remain largely dispersed throughout the 14 priority districts. Immediately after the first
earthquake, over 370 temporary displacement sites, sheltering over 90,000 people, were identified through the
Displacement Tracking Matrix (DTM) in 165 VDCs. It soon became apparent that the population is extremely
mobile, though with preference to remain close to their damaged and destroyed homes, staying on their land,
tending to the crops and livestock. Return was observed in majority of sites within a week of the earthquake.
Following the second earthquake on May 12th, however, it is expected that residual, more vulnerable,
populations will remain in both urban and rural sites. In urban areas, many of these sites residents had been
renters in older buildings that have sustained significant damages, and who now face the challenge of securing
alternative accommodation in a restricted and inflated rental market. In rural areas, DDRC had reported a
number of villages entirely wiped out by landslides and the remaining population moved to safer areas within the
same VDCs. Many more VDCs have reported over 90% destroyed houses and its residents have either
individually or collectively constructed simple shelters next to, or on top of, their destroyed homes. The worst
affected districts include: Sindhupalchowk, Gorkha, Dolkha, Rasuwa, Nuwakot, Dhading, Kathmandu, Lalitpur,
Bhaktapur, Kavre, , Ramechhap, Makwanpur, Sindhul, and Okhaldunga.

For those unable to return to place of origin, it is vital that support for humanitarian assistance, including site
improvement, basic services and protection, in temporary sites be provided to prevent further increase in
vulnerability, until more durable solutions can be secured. Preparation for possibility of increase temporary
displacement throughout the affected districts must also be put into place in anticipation of the coming monsoon
season that will further cut off access to remote areas as well as increase landslide risks.
Activities or outputs
Coordination and Information Management
• Establish and coordinate the CCCM Cluster in support of the Government’s cluster lead, DUDBC, at the
national and hub levels.
• Identify and support displacement focal points as required in coordination with DUDBC and cluster partners

• Establish up to 10 data collection teams to carry out Displacement Tracking Matrix (DTM) within the 14
priority districts to track and monitor displaced population location, monitor mobility dynamics, identifies
vulnerable population with no immediate durable solutions.
• Utilize the DTM to identify urgent needs within displacement sites, engaging relevant clusters to address
required basic services and protection.
• Produce district profiles and analytical reports on a regular basis according to cluster indicators. These
reports, collectively, will strengthen the overall situational analysis of the cluster. Brief the government and
humanitarian stakeholders systematically on population figures, site locations and conditions, assistance
provision and gaps within the CCCM cluster guidelines and priorities, and other special concerns.
Contingency Site identification and planning
• In line with the open space concept initiated in 2009, take the lead to identify safe sites in priority districts
and recommend preparation work needed for developing safe temporary displacement sites in accordance with
universal minimum standards. These activities are on-going in Kathmandu Valley and Sindhupalchok district.
• Identify partners that can conduct Land suitability assessments in the districts of Gorkha, Dolakha,
Ramechhap, Okhaldunga, Sindhuli , Kabhrepalanchok
• Ensure that safe, dignified and protected temporary living conditions can be created and maintained when
required for displaced populations during the monsoon period.
• Stakeholder, stock and resource mapping of partners for monsoon contingency preparedness planning
Site Management and Site improvements
• Support the government in site management through mobilization government officials previously trained in
camp management. When necessary, carry out short Camp Management trainings for relevant government
officials identified to carry out camp management roles.
• Form Mobile Site Facilitation teams to support the government’s site management effort when required. This
includes advocating for establishment of site governance structures in coordination with local authorities and
other stakeholders.
• Establish two way communication channels with site populations (camp leaders, committees, and
vulnerable groups such as women, female headed households, the elderly, and disabled) to improve on identified
information and communication gaps
• Facilitate the access of IDPs to life saving interventions and delivering the assistance directly when
immediate and appropriate capacity is not available.
• Site improvement is carried out in identified sites where population is likely to remain through the monsoon
season. This can include site planning, minimum infrastructure improvements with a focus on drainage, access,
and protection component.
Indicators and targets
1) Improved provision of humanitarian assistance and protection in displacement sites as a result of systematic
reporting and information sharing to the government, clusters, and other humanitarian stakeholders on mobility,
needs and gaps.
2) Regular site visits through the district coordination mechanism and the DTM throughout the project period,
providing continuous tracking of IDP population movements and humanitarian assistance provision in
displacement sites to enable a detailed and updated situational analysis. The DTM will allow the CCCM Cluster
to develop and monitor a standard list of IDP sites, population movements and assistance provided to target
available assistance appropriately.
Enhanced cross sectoral baseline information that can be quantified and effectively used for the mobilization of
resources and capacities by the CCCM Cluster to address critical funding gaps in the provision of assistance.
3) Advocacy of IDP needs and concerns, including those related to information needs and gaps, at the district
and national level. This will be particularly valuable in the identification and advocacy for populations that may be
displaced for a longer period of time as a result of damaged/destroyed houses. This advocacy will be
contextualized to the specific needs of men, women, boys, and girls as well as other marginalized groups.
4) Enhanced understanding and contextualization of information needs related to service delivery and
distributions, gender based needs, health/hygiene promotion, protection mechanisms, education, disaster
preparedness, return support, and recovery related assistance by camp/settlement based populations as a result
of IOM established communication channels with site leaders, site committees, and vulnerable groups.
5) Preparedness and contingency planning is in place for the monsoon season to ensure sufficient assistance to
those additional populations who may become temporary displaced.
Indicators include:
• % of displaced people living in sites or collective centers are tracked and monitored by the CCCM Cluster.

On April 25th 2015, an earthquake of magnitude 7.8 Richter scale struck Nepal. The epicentre of the earthquake
was located 77km northwest of Kathmandu, in the Ghorka district. A second earthquake, measuring 7.3 on the
Richter scale, struck Nepal on May 12th 2015. The epicentre was in Dolakha District, 18km southeast of Kodari
(Sindhupalchok District), an area already affected by the 25 April earthquake. A total of 8,604 people have been
confirmed dead, and over 16,000 more injured (as of 18th May). On 18th May, the Ministry of Home Affairs
confirmed that 488,789 houses have been damaged, and 267,477 destroyed.
ACTED’s team has carried out rapid assessments in 30 Village Development Committees (VDCs) since the first
earthquake, within 5 of the most affected districts (Dolakha, Solukhumbu, Dhading, Kathmandu Valley and
Sindhupalchok). Key information was obtained through meetings with municipal and VDC authorities, teachers,
local council representatives, and through focus group discussions with the affected community. ACTED has
found near complete destruction of houses in many locations, with almost all community members living under
makeshift shelters and tents.
Displacement has mainly been localized, as earthquake affected people wished to stay next to their homes and
livelihoods. Some informal internal displacement sites however have started to appear, where small groups of
people have gathered and set up temporary shelters. Preliminary assessments suggest these households have
lost their homes and land to the earthquake, and were continuing to experience dangerous landslides.
Households have moved for their short term safety and security, in some cases to earn some money in the
nearby towns to help repair their homes, and are not expected to remain in sites for long periods of time. It is
expected that numbers in these sites may increase in the coming weeks, as more households are affected by
landslides and storms, and others grow increasingly fearful of the impact of the monsoon season on their fragile
living conditions.
Shelter, CCCM, WASH and protection mechanisms remain unestablished or functioning below optimum
capacity in these sites. There is a need to prepare infrastructure, to ensure conditions are made suitable should
population numbers increase significantly. This will include the gravelling of roads, levelling of the ground, general

maintenance and site planning. Further, with the monsoon approaching, many sites will require drainage
improvements to prevent flooding and loss of shelter infrastructure and minimize the risk of epidemics.
In this dynamic context, it is critical that aid is effectively provided to displaced populations in both planned or
spontaneous sites and scattered IDP areas. In collective sites, there is a need to support the host and displaced
population to ensure that basic needs are met, and to prepare the sites for monsoon and winter. It is also critical
to maintain regularly updated information on displacement patterns, priority needs and assistance provision,
both to ensure affected people are informed about available services, and to support evidence based inter agency
coordination. Without access to reliable timely, accurate information survivors are unable to make the choices
necessary to develop their own survival strategies. This information needs to be collected and updated over time
as displacement trends are likely to evolve in a very rapid and dynamic manner. Furthermore, due to the scale of
the response, and the access and communication constraints faced in rural and remote districts, information
and coordination services need to continue to be strengthened.
Activities or outputs
In partnership with IMPACT Initiatives and UNOSAT, ACTED will deploy its REACH Initiative to establish 6
information/coordination hubs to support relief provision. Operational at the district level, these will have a
standing data collection, analysis and visualisation capacity in support of emergency actors. REACH will collect
information and facilitate coordination in support of collective sites and out of camp populations. Through 5 of
these hubs, ACTED will provide management capacity to conduct basic site improvements in priority sites (in
Dhading, Dolakha, Sindupalchok, Solokhumbu and Kathmandu), focusing on essential activities required to allow
safe and dignified living conditions. Activities have been identified by ACTED, alongside the CCCM cluster, as
priorities for preparedness. The following activities will be implemented:
1.REACH will collect basic information on all collective sites in 5 target districts, via the information hubs, on a
regular/weekly basis, complementing the Displacement Tracking Matrix methodology of the CCCM cluster. This
will enable the CCCM cluster to produce site profiles on all sites, beginning with priority sites based on IDP
numbers and location. It will also support the interventions of other humanitarian actors through the identification
and flagging of immediate needs across sectors.
2.Within the displacement out of camp strategy, REACH will roll out commonly developed information products
targeting both the humanitarian community and earthquake affected populations. These products will follow the
cluster developed approach and will be based on the priority information needs of humanitarian actors and
coordination bodies, to support inter agency and inter sector coordination through a service driven approach.
Through this, humanitarian actors will be able to make evidence based strategic and programmatic decisions
and be better able to plan interventions at the operational level. Target populations will be able to feed information
on needs and priorities into humanitarian coordination structures. All IM products will be coordinated with the
Cluster IM unit in advance to ensure consistency.
3. ACTED will support the community driven management of 5 sites through community mobilisation. ACTED
will be the CCCM focal point for 4 districts, Sindupalchok, Dhading, Dolakha, and Solokhumbu (in Kathmandu,
another agency is the focal point). This will involve leading on the roll out of the CCCM strategy, identifying site
focal points and management committees in target sites, whose capacity will be built to serve as communication
channels for the sharing of information between the target population and the humanitarian community, and as
facilitators to ensure the views and priorities of target populations inform humanitarian interventions. To ensure
perceptions and specific needs of women and children are taken into account, ACTED will seek to ensure that
site committees are age and gender balanced, and that their work is informed through consultative processes.
4. ACTED will conduct basic site management and improvement activities in 1 priority site in each of the 5 target
districts, in order to provide the essential services necessary for safe and dignified living for temporary
populations. Based on preliminary mapping of site conditions, these will be site specific and conducted with the
community participation. These are expected to be infrastructure based, including site planning, gravelling roads
and leveling of ground. Due to the upcoming monsoon, and concerns over sanitation and health, improvements
will include drainage and other activities (e.g. lighting to minimise risks of GBV). ACTED will implement
mechanisms for community communication, including information boards with details on services and beneficiary
feedback and complaints mechanisms (phone numbers, focal points etc.). All site planning will be coordinated
with the CCCM Cluster to ensure minimum standards are met.
Indicators and targets
(1) 6 information hubs are developed by REACH, one in each district, and are staffed with at least one REACH
officer;
(2) Cluster agreed displacement related documents and tools are rolled out in 6 districts and disseminated to all
