This manual illustrates QVC’s performance standards and test methods for
various QVC Apparel and Home textiles products. It contains standard

testing methods as well as requirements for various products, providing a
summary of QVC’s expectations in terms of performance and compliance
for such products.

Vendors should be aware of QVC’s quality expectation level prior to
negotiating prices, price commitments and order agreements. As such,
QVC products specifications are provided to all QVC vendors.

It will be the responsibility of QVC vendors to ensure that their product
does not contain any of the listed restricted substances. We recommend
that evidence of compliance is obtained either in the form of a certificate
from an accredited test house, which has applied the recognised rest
criteria set out or other evidence of, supply source compliance.

The following list of substances should not be present above permissible
limits.

Dear Vendor,

UUUUsssseeee ooooffff AAAAzzzzooooddddyyyyeeee CCCCoooolllloooouuuurrrraaaannnnttttssss
As you are no doubt aware there are rules restricting the marketing and use of dangerous substances and preparations
(namely azodye colourants) which might come into prolonged contact with the skin or oral cavity. (These rules can be
found in The Controls on Certain Azo Dyes and "Blue Colourant" Regulations 2003. It is illegal to place on the market
any products that do not comply with these regulations.
It is the responsibility of QVC vendors to ensure that their product complies with these rules and we recommend that
you obtain evidence of compliance. This should be either in the form of a certificate from an accredited test house,
which has applied the test criteria set out in the directive or other evidence of supply source compliance.

QQQQVVVVCCCC’’’’ssss QQQQAAAA ppppoooolllliiiiccccyyyy
With effect from 1st January 2009 QVC vendors are required to do one of the following:-

• supply an Azo test report from an independent test laboratory for all their ranges; or

• submit a signed copy of this document confirming that all their products conform to the above directive and
are therefore Azo dye free. This self certificate will be valid for 12 months. QVC will no longer be able to
purchase and air products from vendors that have not signed and returned this letter.

The Quality Assurance Department will be commissioning random independent testing of delivered products.
Representative samples will be taken from orders comprising of more than one style and a composite sample will be
tested of any style in more than one colour.

QVC will absorb the cost of this testing, however if a vendor’s results do not conform to regulations, QVC reserves the
right to carry out further testing at the vendor’s expense and / or reject the shipment in whole or part on the grounds
of non-compliance with these legal requirements.
If any product is found to fail, then QVC will conduct a 95% AQL check on the vendor’s remaining lines within the
warehouse to ascertain if any other products may be affected, and / or products need to be rejected, this escalated
check will be carried out at the vendor’s expense. In the event that these SKU’s have been sold this would result in
market place action including the possibility of a recall of all sold items. Any market place action will be at the vendor’s
expense. It is therefore in the vendor’s interest to ensure that all products are compliant.

Any vendor that is found to have submitted a product that is failed will immediately have their self certificate status
revoked and will be required to submit passed Azo dye test reports for their next 6 lines. If these reports are deemed
to be satisfactory then they can once again revert back to the self certification process described in this letter.

Please note that the procedures set out above will apply to all future sample products and orders placed and will form
part of your purchase contract with QVC. This letter should be signed by your authorised officer or other
representative to confirm that you understand and acknowledge these requirements and either faxed to QVC for the

of this letter for your own records.
