INTRODUCTION AND PROJECT DESCRIPTION
The new Appalachian State University Winkler Hall Replacement will be an approximately 107,450
gross square foot facility consisting of 5 floors. The building will be sited at the location of the recently
demolished Winker Hall.
The “I” shape floor plan responds to the multiple site constrains: steep topography, utility locations,
service access, storm drainage and constructibility clearances.
The first floor includes an office suite that serves as a regional housing central office, which includes
a Reception space, Conference Room, RA Workrooms and package storage. Also located on the
public side of the building is a multipurpose room, included to serve the building residents and other
students. Beyond the reception desk is access to the private side of the building, which includes spaces
for the building residents (meditation room, wet room, laundry room, etc…) and resident hall director
apartments.
The floor plan configuration maximizes the amount of exterior area exposed to the sun and mitigates
the 30’ plus difference of grade between the North and South ends of the building.
Special attention was considered on providing an accessible main entrance, and navigating the large
difference in grade in full compliance with ADDAG.

THE PROGRAMMING PROCESS
Appalachian State University outlined a need for semi-suite type units with a minimum capacity, or
approximately 350 residents, plus two apartments. The project includes 352 beds and two apartments.
The University’s preferred unit type is a “Double” semi-suite with 2 double-occupancy bedrooms, and a
shared bathroom. The bathroom in further divided into a common entry corridor with lavatories, and
independent spaces for the toilet and the shower. This allows up to four students to use the bathroom
facilities at the same time, while still keeping a high level of privacy.
In addition to the suites, a range of other program spaces to support the needs of the floor communities
and the overall building community were outlined. Floor community spaces include a social lounge,
student kitchen and study rooms. The desired RA community is in the range of 42 to 44 residents with
two RA communities per floor. Building Community spaces include a front desk, administrative offices,
multipurpose room, social lounge, game room, meditation room, wet room, vending, and public
restrooms. In addition to community spaces, building support spaces including electrical rooms, IT
rooms, maintenance rooms, and mechanical/ electrical equipment rooms are added.
A one story office suite in included in the project to serve the larger community housing staff needs.
This area include five offices, a reception desk with receiving packages room, conference room and an
open RA workroom.
The design team developed a graphic program to illustrate the size and typical furniture layout for each
room, semi-suite, and apartment. The objective was to confirm the proposed size was adequate to
meet Appalachian State’s needs. The room sizes were used to develop a tabular program to achieve
the resident goal, and a factor was added to the net room size to account for walls, circulation, shafts,
and similar areas. This factor was based on an average of similar size residence halls across the country
including a recently completed residence hall at UNC Charlotte. The resulting anticipated size of the
building in gross square feet (gsf) defined the anticipated quantity of the proposed residence hall.
To further detail the program needs and specific requirements for each room, the design team created
room data sheets for each room type addressing space needs, potential furniture layouts, electrical and
data needs among others. These room data sheets are included in this report under Appendix F.
Concurrently, the design team developed an outline description of the various systems anticipated
for construction of the residence hall. Residence halls can be built with a variety of optional building
systems. Each system option has strengths and weaknesses in terms of cost, flexibility, constructibility,
fire resistance, sound transmission performance, and code conformance. Systems selected for this
process are believed to provide a high level of value based on a balance of high performance and
reasonable costs. The systems included foundation, structure, exterior, interior, conveying, mechanical
and electrical. Together, these systems define the anticipated quality of the proposed residence hall.
The tabular program (quantity), preliminary floor plans, and building system costs (quality) were used
by the design team to develop an anticipated construction cost for the new residence hall.

II. SITE ANALYSIS
Existing Conditions:
The proposed New Winkler Residence Hall is located on the site of the old Winkler Hall on the western
portion of ASU’s Campus, between Eggers and Frank Residence Halls and the Stadium Parking Lot to
the south. The original building was constructed in 1971 and was demolished in 2012. All utilities within
the building footprint were removed, along with building footings and site amenities (sidewalks, etc…).
Building deep foundations (H-piles) were left below grade in the building footprint. The site was left
terraced from the existing woodsline in the back of the site to the parking lot along the front. The grade
differential is approximately thirty feet across this area.
Existing Utilities:
Water – The site is currently served by a 12” water distribution main along the northern edge of the site
(adjacent to Frank Residence Hall). There is an existing 6” service tap that served the original Winkler
Hall that has been capped. There is an existing fire hydrant located adjacent to the site at the Frank Hall
service area.
Fire Protection – The site is currently served by a dedicated 8” fire line and reduced pressure backflow
preventer along the south-west edge of the property. The 8” line currently serves Eggers and Bowie
Halls, and has a capped connection from the previous Winkler Hall Building.
Sanitary Sewer – There is an existing 8” gravity sanitary sewer service that is routed between Frank Hall
and the site and flows to the south, towards the parking area.
Electrical Service - A campus Primary electrical service line and transformer are located along the
northern edge of the property at the base of the hill behind the old Winkler Hall. The provider, New
River Power and Light, has indicated that the line is direct buried (no encasement).
Steam – Existing steam service is available along the southern edge of the site, located within the
Stadium Parking Lot. It is our understanding that the University will be upgrading the steam system in
this area as part of a separate project. Refer to the Mechanical Narrative for additional information on
existing/future steam service.
Gas – No natural gas service is available on this part of campus.
Fiber Optics – Existing fiber optic service is available along the southern edge of the site in the Stadium
Parking Lot. Refer to the Electrical Narrative for additional information on existing telecommunications
service.
Storm Drainage – Existing storm drainage infrastructure is available to the site along the western and
northern boundaries of the site. Catch basins and pipe sizes that vary from 8” laterals to the 24” main line
are located between the site and Frank Hall.

Proposed Improvements:
Site – The proposed New Winkler Residence Hall will be located on the general site of the old residence
hall. The 5-story building will connect to the existing campus sidewalk network along the southern
boundary at the Stadium Parking Lot. Stairs and accessible sidewalks will provide access to the main
entrance to the building. The existing service drive to Frank Hall will be revised to serve both Frank Hall
and the new Winkler Hall for service deliveries, fi re department access and waste removal. Pedestrian
access through the site along the northern boundary will be re-established. (Note: During construction,
temporary pedestrian access will be established and maintained to serve student needs and safety while
allowing room for the contractor to construct the new facility.) Site retaining walls will be constructed in
courtyard areas and at the rear of the site.
Utilities:
Domestic Water – the existing 6” service from the 12” main will be extended to the building and will
connect in the mechanical room with a 6” reduced pressure backfl ow preventer. A section of the 12”
water line will be relocated to avoid confl ict with the proposed building footings.
Fire Service – The existing 8” fi re line along the western boundary of the site will be extended from the
existing reduced pressure backfl ow preventer to the building mechanical room and will be extended to
12” above fi nished fl oor. The existing Fire Hydrant located at the Frank Hall service area will be relocated
outside of the revised service drive area for protection. New post indicator valve with tamper switch and
Fire Department Connection will be coordinated with the Town of Boone Fire Marshal.
Sanitary Sewer Service – The existing 8” gravity sewer service line will be relocated in the area of the
Frank/Winkler Service areas to avoid confl ict with the new building footings. New sanitary sewer service
will connect to the relocated line via a new 6” gravity service from the building.
Storm Drainage – Revisions to the existing 18” and 24” storm drainage lines in the Frank Hall service area
will be required to avoid confl ict with the proposed building footings. New catch basins and roof leaders
will be established around the perimeter of the building and connect to the existing infrastructure.
Minor storm water detention may be required to control the diff erence in impervious areas between
the old and new Winkler Halls.
Erosion Control – Erosion control measures will be provided through the various phases of the project
in the form of sediment traps, sediment fencing, construction entrances, truck washes, inlet protection
and diversion ditches.

III. BUILDING DESIGN CONCEPTS
Design Options
Several plan options were explored and a final design direction was generated to work well with
the current site and slope, and take full advantage of the potential green spaces. Three options were
developed addressing the multiple constrains on the site.
This option provides a front to the building and brings the wing closer to the street, but it creates storm
drainage problems, conflicts with existing utilities and with Frank Hall.
The second option opens the site to Frank Hall, but still creates storm drainage and utility problems, and
it is too close to the existing buildings, creating fire protection issues on the exterior walls of both the
new and existing buildings.
